CONDITIONAL USE PERMIT DENIED

City Council denied a request from Club Car Wash for a conditional use permit to operate an automated car wash on a 1.28-acre vacant, undeveloped property located west of South FM 548 and north of FM 741. The property is located southwest of the Tom Thumb grocery store and is zoned General Retail.

AXON CLOUD-BASED EVIDENCE STORAGE AGREEMENT APPROVED

City Council approved a Master Service and Purchasing Agreement with Axon Enterprise, Inc. to provide the Forney Police Department with unlimited cloud-based evidence storage. The department currently uses Axon for body-worn and in-car video, and the expanded agreement will support the increased storage needs of complex investigations. The five-year contract totals $101,661.12, with the first-year cost of $25,415.28 funded through the Crime Control and Prevention District and future years budgeted through the General Fund.

STREET LIGHTING REVIEW AND ENGINEERING STANDARDS UPDATE

City Council reviewed a presentation from City Engineer John Casey regarding street lighting in the Grayhawk, Park Trails, Overland Grove, Bellagio, and Gateway Parks subdivisions. The review evaluated original streetlight plans and existing conditions across 28 development phases, and City management will work to address identified streetlight deficiencies where feasible. Following the presentation, City Council approved updates to future engineering design standards, reducing maximum residential streetlight spacing from 400 feet to 300 feet and requiring LED lighting for new developments.

HABITUAL CRIMINAL AND NUISANCE PROPERTIES ORDINANCE APPROVED

City Council approved an ordinance amending Chapter 3 of the City Code to add Article 3.10, establishing regulations for habitual criminal and nuisance properties. Under the ordinance, a property may be presumed to be a habitual criminal property if it is the site of three qualifying criminal activities within a 365-day period or three qualifying criminal activities within a rolling three-year period. A property may be presumed to be a habitual nuisance property if it receives three code violation citations within a 12-month period. The ordinance requires accord meetings with property owners to review conditions and corrective actions and provides proactive tools for the Forney Police Department and Neighborhood Services to address issues early, promote owner compliance, and enhance public safety.
