To the Emeryville Community, As we close out 2025, I am proud to share a year-in-review that reflects the hard work, dedication, and steady progress of our city team in advancing the priorities identified in Emeryville’s Strategic Plan. This year’s accomplishments demonstrate our continued commitment to building a livable, safe, vibrant, and resilient community while delivering high-quality services to residents, businesses, and visitors. Throughout the year, the city made meaningful progress in City administration and governance, including processing 171 public records requests, supporting 64 advisory body applications, and producing 74 Council, Successor Agency, and MESA agendas. These efforts reflect our commitment to transparency, public engagement, and responsive local government. Good governance is foundational to the Strategic Plan because it ensures that Council direction is implemented efficiently, community voices are heard, and public business is conducted with accountability. In alignment with the Strategic Plan priority of quality infrastructure and environmental stewardship, the city completed 0.85 centerline miles of paving, installed 2,250 square feet of green infrastructure, constructed 18 curb extensions, completed the Marina Park and Powell Street Lighting Project, adopted the Local Roadway Safety Plan, and achieved 100% trash capture compliance. These investments improve mobility, pedestrian safety, accessibility, environmental outcomes, and the overall quality of our public spaces. Public safety remained a core focus in 2025. Emeryville responded to 2,594 fire service calls, 7,848 police 911 calls, and generated 5,598 police reports. These numbers reflect the daily work of our public safety teams and our continued focus on maintaining a safe and prepared community. At the same time, our Planning, Building, and Economic Development work supported responsible growth, with 423 permits issued, 442 inspections completed, more than $2.1 million in permit fees collected, 22 affordable housing desk audits, 4 first-time homebuyer loans closed, and 240 homeless outreach activities conducted to connect individuals with resources and support.

Our commitment to being a resilient organization and employer of choice was also reflected in the work of our Human Resources and Information Technology teams. In 2025, the city onboarded more than 60 employees, conducted 24 recruitments, filled 15 regular full-time vacancies, hired 48 parttime employees, and supported 9 promotions. Our IT team closed 1,266 internal help desk tickets, deployed 34,000 Microsoft patches, and maintained a 100% security coverage score, which strengthens our ability to deliver reliable, secure, and modern public services. Finally, the heart of Emeryville continues to be our community. Through Community Services and Recreation, the City served 1,017 seniors, supported 220 after-school students, provided 806 swim lessons, issued 3,444 fitness passes, supported 2,113 8-to-Go rides, and hosted community events such as Movies in the Park, National Night Out, Coastal Clean Up, and the Holiday Parade. These services and events bring people together, support families, promote wellness, and strengthen the sense of belonging that makes Emeryville special. As City Manager, I am grateful for the opportunity to work alongside the City Council, City staff, community partners, residents, and businesses to move Emeryville forward. The work completed in 2025 reflects more than numbers; it reflects a shared commitment to service, collaboration, and progress. As we look ahead, we will continue to align our daily operations with the City’s Strategic Plan and remain focused on delivering results that improve the quality of life for everyone who lives, works, learns, and visits Emeryville. Level 3: Seahorse
Private
Water adjustment and safety skills for parent and child. This class is not designed to teach toddlers to swim independently, but to increase the comfort level of children in and around water. Ages: 6 months - 3 yrs
In Level 3, participants begin stroke development. They refine front and back crawl, learn breaststroke and elementary backstroke, and practice treading water. Water safety principles, such as recognizing lifeguards and using life jackets, are emphasized. Ages: 6 - 12 yrs
Private swim lesson is a personalized swimming instruction session conducted one-on-one between a swim instructor and an individual student. Private swim lessons provide an opportunity for accelerated learning, immediate feedback, and customized skill development based on the student's abilities and progression. Ages: 3+
Preschool: Starfish The primary goal is to build water confidence and basic swimming skills through engaging activities, games, and interactive exercises. Instructors use ageappropriate teaching methods, incorporating play-based learning to make the lessons enjoyable for the little ones. Ages: 3 - 5 yrs
Level 1: Otter This beginner level focuses on water introduction and basic skills. Participants develop water entry and exit techniques, front and back float with support, and learn to glide through the water. Water safety rules and basic pool behavior are introduced. Ages: 6 - 12 yrs
Level 2: Jellyfish Participants in Level 2 work on fundamental aquatic skills. This includes floating without support, retrieving submerged objects, and exploring underwater. Basic front and back crawl arm movements are introduced, laying the foundation for future strokes. Ages: 6 - 12 yrs
Level 4: Dolphin Level 4 focuses on stroke improvement. Participants refine their strokes, including front and back crawl, breaststroke, and elementary backstroke. Sidestroke and butterfly are introduced. Treading water duration is extended, and participants learn basic water rescue techniques. Ages: 6 - 12 yrs

Teen I Designed for teens new to swimming or building confidence in the water. This class focuses on foundational skills including breath control, floating, kicking, and basic stroke introduction in a supportive, encouraging environment. Ages: 13 - 17 yrs
Level 5: Stingray Level 5 emphasizes refinement of skills, building advanced endurance, and preparing for more specialized swim training. Child must swim front crawl, back crawl and elementary backstroke for 15 yards independently in water that may be over their head. They will refine front crawl with rotary breathing, back crawl, and elementary backstroke. Ages: 7 - 13 yrs
Level 6: Orca Level 6 focuses on mastering advanced techniques, increasing swimming proficiency, and preparing for competitive swimming or specialized aquatic activities. Child must be able swim at least 25 yards of front crawl, back crawl, elementary backstroke, and breaststroke in deep water. They will also practice treading water with different kicks and flip turns. Ages: 7 - 13 yrs

WELCOME TO THE TEAM! Hi Families! I’m excited to introduce myself as the City of Emeryville’s Recreation Supervisor overseeing our youth programs. I’ve spent the past decade working in youth development and recreation, most recently running Youth Recreation programs at UC Berkeley. Throughout my career, I’ve had the opportunity to oversee camps, afterschool programs, and youth sports, and I’ve always believed that recreation is about much more than keeping kids busy after school! My goal is to create safe, engaging programs where kids can build confidence, make friendships, try new things, and feel like they truly belong.

I’m also a big believer in team sports and the social and emotional benefits they can provide. Learning how to work together, communicate, handle wins and losses, support teammates, and build confidence are skills that extend far beyond the court or field. Creating more opportunities for kids to experience those benefits through sports and recreation will be a major focus for me as we continue developing the program. Relationships are another huge focus for me, and I’m looking forward to continuing to build strong connections between our Rec staff, students, families, and school community. Most importantly, I want our kids to have a program they’re genuinely excited to come to every day. Outside of work, I’m a huge outdoors person. You can usually find me hiking, camping, fishing, mountain biking, off-roading, or exploring some remote corner of California — usually with my dog, Dakota, along for the adventure. I’m incredibly excited for the year ahead and look forward to getting to know all of our families!

Question: How long have you been working at The Rec? Answer: I started working for The Rec in late 2025.

Q: How did you choose your name? A: My mom actually chose my name; I called my mom and she suggested my favorite flower, the snapdragon. Q: What sparked your love for gardening & who taught you the ropes? A: During my early school years my family lived in a cohousing community in Oakland. The garden there was so magical! We grew lots of food, medicinal herbs, and even kept bees. That's where my love of gardening took root. Q: What is the most surprising thing kids learn in the garden? A: It is wonderful how many life lessons can be found in the garden. We work on patience, respecting and being gentle with all other living beings around us. It's always surprising just how many different creatures we can find when we slow down enough to notice. Q: What is your favorite project or activity to do with the students? A: My favorite things to do with the kids are making art, planting seeds, adding more color to our magical garden! It's also always so thrilling when we finally get to harvest and eat the food we grow. Q: What is your proudest moment with the afterschool program so far? A: All my proudest moments in the garden are when a student sees their seeds grow and realize they grew that!

A: I hope for my gardeners to come away from my program with a deeper understanding, love, and appreciation for the food we eat and everything that goes into it! A: I know my name is Ms.Snapdragon, but if i were a plant I'd wanna be a jade succulent. Jades are a beautiful and one resilient plant.

The Emeryville Senior Center offers a variety of engaging classes designed to keep our community active, connected, and inspired. From fitness and dance to arts, crafts, and lifelong learning, there’s something for everyone to enjoy. Senior Citizens Emery GoRound Property & Business Improvement District (PBID) Rebate On February 2, 2016, the Emeryville City Council adopted Resolution No. 16-08 to establish a Property and Business Improvement District (PBID) Senior Rebate Program. If you are 65 or older, own your home and pay an assessment on your property for the Emery Go Round PBID, you may apply for a Senior Rebate that could mean savings for you.
How Do I Apply And Receive A Rebate? Where can I get an application? The application is available through the City of Emeryville Senior PBID Rebate Program: By calling: 510-596-7800 By emailing: city_clerk@emeryville.org On the City’s website www.emeryville.org Applications are mailed out to those who have filed in past years by the end of March each year. When can I apply? To expedite receiving your rebate, we would appreciate submission of the application by May 1. Each fiscal year (July-June) the City will send an application to prior applicants at the end of March. New applicants can also submit their applications according to the timeline shown above. The ‘8 To Go’ is an on-demand shuttle service for everyone ages 70+, or people ages 18–69 who are certified to use East Bay Paratransit and residing in 94608 zip code. Once enrolled in the program, users just place a call to set-up your travel itinerary and location, it’s that simple! Travel is limited to locations to and from the 94608 zip code area (which is all of Emeryville and portions of North and West Oakland including MacArthur BART, Kaiser, Sutter and more). WHY SHOULD I USE 8-TO-GO? This service is intended to help seniors and people with disabilities travel within the local 94608 area. Whether it’s a trip to the Senior Center, grocery store, favorite restaurant, medical appointment, or religious services, 8To-Go will provide the personalized service and attentiveness not found in other transportation services.

Our Senior Help Desk is a weekly, drop-in referral service, located at the Emeryville Senior Center. Our committed volunteers support senior members of our community with finding resources for such things as housing-related issues, Medicare/Medicaid, medical and dental care, legal aid, and job search. We currently have volunteers who specialize in affordable housing, tech help, homebound and disabled support, navigation of social services, Medicare/Medicaid, caregiving, and mental health. The Help Desk celebrates a year of service, spearheaded by Dr. Dianne RushWoods and Beth Esperanza Rosales. Their dedication to the program has served to support 1-3 seniors most weeks since July of 2025. While many of our clients have been members of Emeryville Senior Center, the scope has expanded to other adults 50+, with several people walking through the doors of 4321 Salem Street for the first time! The idea for the Senior Help Desk began as a discussion at the Commission on Aging meetings, with the vision of assisting seniors needing referrals to services, organizations and/or businesses to resolve issues they may be facing. Commissioners Rush-Woods and Rosales developed the program and have been responsible for the quality of service delivery; volunteer orientation, training and supervision; and scheduling and staffing every Wednesday since the inception of the Help Desk last summer.
SENIOR HELP DESK The Senior Help Desk program continues to grow. We are excited to announce that as of October 2026, the Help Desk will be serving the community on Tuesdays and Wednesdays, 11:00 AM-1:00 PM both days. With more hours to serve the community, we are also seeking additional volunteers who have a strong background in interpersonal skills and may have knowledge and/or expertise in law, estate planning, home ownership, and elder abuse. You may contact volunteer@emeryville.org for more information. Our deepest gratitude to Dianne and Esperanza for bringing this program to fruition. And to our core volunteers Ruchi, Katherine, Dee, Wendy, Alice, and Alexis, the Senior Center staff and Commissioners on Aging, and lastly, our Director of Community Services, Rebecca Sermeno, who have each been instrumental in the Help Desk's success!

Why should I pre-register for activities?
Almost all activities require pre-registration. Without preregistration, our staff will not be able to have the correct supervision or supplies to make sure you have a great experience. Note: A few of our community/special events and senior activities do not require pre-registration. These will be noted in the activity/event description.
How do I register for youth, adult, and senior activities/events in Emeryville? There are two (2) ways to register: ONLINE: Please visit www.emeryville.org/register to register for almost any program! www.rec.us/emeryville requires immediate payment, so make sure to have your debit/credit card or electronic check handy. Avoid wasting gas, paper, and time waiting in line…register online today! WALK-IN: Register in-person weekdays at the Emeryville Center of Community Life (9:00am-6:00pm) or Veteran’s Memorial/Senior Center (9:00am-4:00pm) for almost every activity and event. Be sure to bring your checkbook or credit/debit card too, fees are due in full to register for a program.
Why should I become a member of the Senior Center? Membership is only $32 per year, and entitles you to enjoy the many activities, events, and trips organized by the Senior Center. Members also receive ‘The LINK’, a monthly newsletter that gives up-to-date information that impacts seniors. Emeryville Community Services Dept. Program Class Refund/Cancellation Policy
Refunds and cancellations will only be considered if they are requested within 14 days prior to the start date of the scheduled activity. In the event the Community Services Department cancels a class or program (due to inclement weather, low enrollment, etc.), a refund or make-up program will be offered. If the participant is unable to attend a class or program due to personal reasons outside of the dates specified, a refund or make-up lesson will not be granted (including pro-rated refunds). A $10.00 administrative fee will be applied, per customer, for each refund/cancellation. This fee may be deducted from the total refund amount if requested. *Certain Specified Senior Trip refunds must be requested within 30 days prior of the date of the trip. EMERYVILLE A SMALL CITY WITH A BIG STORY
Shellmounds One of the most distinctive features of early native settlements around the bay were shellmounds, small hills composed of sea shells, food waste, and human remains accumulated over thousands of years. Hundreds of such mounds existed all around the bay, and 1 of the largest was at the mouth of Temescal Creek. The "Emeryville Shellmound" actually consisted of several mounds of various sizes, built at various times by the preOhlone people. The "big mound," which survived into the early 20th century, was conical in shape and measured about 60 feet tall and 350 feet in diameter. The Ohlone may have expanded this mound and had a village atop it, but the Emeryville Shellmound appears to have been abandoned about 700 years ago, around 1250 AD. The house of a European settler was reportedly built on 1 of the nearby smaller mounds around 1840.
For almost 50 years, from 1876 to 1924, the big mound was the site of an amusement park, "ShellMoundPark," and in 1924 the mound was leveled to make way for industrial development. (Fortunately, prior to its demolition, a number of archeological investigations were undertaken in the early 20thcentury, providing insights into the culture of the pre-Ohlone people that created the shellmound.) Over the next 75 years, the site was extensively contaminated by industrial waste, and the shellmound, no longer visible, was largely forgotten; the only reminder was a dead-end street called "Shellmound Street" that provided access to the paint and insecticide plants and steel mills in the area.
Site Remediation Process In 1999 the Emeryville Redevelopment Agency demolished the industrial buildings and began remediation of the contaminated site in preparation for development of the Bay Street Mixed Use Project. During the process of site remediation, the earliest remains of the shellmound, dating from the preOhlone period about 2,000 to 2,500 years ago, were discovered below grade level.

A "Most Likely Descendant" was appointed by the California Native American Heritage Commission to oversee excavation work, and many native artifacts and human remains were unearthed. Following completion of excavation work, the human remains were reinterred on the site in an undisclosed location, 1 of the streets in the development was named "Ohlone Way" in honor of the indigenous people who lived at the site after the shellmound was abandoned, a "memorialization park" was created along the banks of Temescal Creek (now a flood control channel).

On April 21, 2026, Emeryville’s City Council adopted new speed limits. New speed limit sign installation began on August 10, 2026.
At completion, 51% of Emeryville’s streets will be below 25 mph. Why do slower speeds support a safer Emeryville? 75% of pedestrian fatalities occur on roads with speed limits of 30 mph or greater. A driver traveling at 30 mph who strikes a pedestrian has about a 45% chance of causing serious injury or death, compared to 5% at 20 mph. Check out a map of the new speed limits below.

MEASURE B & BB FUNDING
In November 2000, Alameda County voters approved Measure B, a 0.5% sales tax, to deliver essential transportation improvement and services. In November 2014, voters approved Measure BB which provided a 30year extension of the 0.5% sales tax and added an additional 0.5%. In November 2010, Alameda County voters approved the Vehicle Registration Fee (VRF) Program, authorizing the collection of an annual vehicle registration fee which began in May 2011. Measure B, BB, and VRF funds are distributed by the Alameda County Transportation Commission and have supported many of the pedestrian, bicycle, and street facility upgrades that have happened across Emeryville including: the Quiet Zone project, annual street repaving, multimodal safety improvements, and bike parking facility installations.
In addition to the projects mentioned above, Measure BB funds make Bike to Wherever Day possible in Emeryville, funding activities for cyclists and other supplies. Bike to Wherever Day happens annually at the beginning of May; cyclists are treated to goodies and fun on their way to work or school. Check the city website for information about Bike to Wherever Day 2027. You don’t want to miss out!
This year, Emeryville is projected to receive approximately: $780,000 in Measure BB funding to improve and maintain our local streets and roads $90,000 in Measure BB funding to construct and upgrade pedestrian and bicycle facilities $70,000 in Measure BB funding or paratransit assistance to aid in the mobility of seniors and persons with impairments $45,000 in Vehicle Registration Fee funding to reduce congestion and vehicle pollution. In 1990, AB 2766 was signed into law. This bill authorizes the California Department of Motor Vehicles to impose a $4 vehicle registration fee on cars and trucks registered within the Bay Area Air District (BAAD). This fee supports the Transportation Fund for Clean Air (TFCA), which funds transportation projects that reduce motor vehicle emissions. Approximately $2 million in TFCA funding is distributed annually. 60% of the funds are awarded to BAAD through the TFCA Regional Fund and the remaining 40% passes on to the Alameda County Transportation Commission (ACTC). ACTC then distributes this funding to cities. TFCA funding has supported and continues to support key projects and services across Emeryville such as: Emery Go-Round Shuttle received $375,000 for FY 2026-27 shuttle operations 40th Street Multi-Modal Project secured $172,000 for construction

Meet Emeryville’s Community Development Department Led by Community Development Director Chad Smalley, Emeryville’s Community Development Department brings together Building, Planning, Housing and Economic Development to support the city’s continued growth. Guided by Emeryville’s identity as a City of Art and Innovation, our team strengthens local businesses, expands housing opportunities and invests in places where people can live, work, create and connect. Last year, the Department issued 423 building permits representing $45.6 million in construction valuation, conducted 10 New Business Welcome Visits and completed 240 homeless outreach activities. In late 2025, we also expanded small-business support to assist Emeryville entrepreneurs, welcome new businesses and strengthen the local economy. Through the Art in Public Places Program, new public artworks continue to enliven our streetscapes and celebrate Emeryville’s creative identity. We are also improving the City’s business website to make information, services and resources easier to find and use. With four new interns, two recent staff promotions and two open positions in Planning and Building, our nearly fully staffed team is excited to expand this work even further in 2026. On her free time, Kiona enjoys embroidery and making felt crafts. Janelle Adsuara - Planning Janelle was born and raised in the East Bay, but completed her bachelor's in Environmental Studies at the University of Washington Bothell in 2025. Currently, she is a master's student in San Francisco State University's Geographic Information Science program. After graduating in May 2027, she plans to continue working in city planning.
