As a City Council,

We Envision:

Fiscal Diligence

Maintain a transparent, consistent and accessible process for developing the City budget while continuously identifying opportunities for improvement, streamlining, and optimizing alternative revenue producing opportunities.

GOALS

• Revisit and update proposed plans for Impact Fees that address the fiscal gap the City sees in providing infrastructure to developments without significantly discouraging growth.

• Review, evaluate and plan for implementation of Council-approved recommendations from the Budget Task Force.

• Determine associated costs and develop a comprehensive plan for long-term maintenance of city-owned capital assets.

• Develop and implement a glossary of consistent and common terms to enhance understanding and communication of the budget process and develop a clear structure to identify City staff responsible for the 32 separate budget divisions.

A Long-Term Comprehensive Infrastructure System

Coordinate the development and sustained support of critical infrastructure, including maintenance and enhancement of a multimodal mobility infrastructure, as well as steps to ensure robust, reliable and affordable city-owned utilities.

GOALS

• Develop a comprehensive 5-year plan prioritizing projects that will support both the maintenance and enhancement of streets and sidewalk infrastructure.

• Complete a comprehensive rate study plan and identify milestones of ongoing projects supporting and enhancing water infrastructure.

• Complete a study that presents a comprehensive calculation of utility capacity compared to present needs and future demand projections.

• Utilize the Capital Improvement Project (CIP) Funds, including the 2027 CIP Sales Tax Fund dedicated to street and road projects, to meet community expectations for infrastructure.

Strategic Economic Growth

Identify and formally install building blocks that will ensure consistent and calculated growth, provide a path forward that supports and expands a healthy revenue base, and delivers a clear and accessible process for welcoming development to the community.

GOALS

• Develop a comprehensive, long-term plan that supports policies and procedures encouraging and supporting local businesses and future, varied paths for job growth.

• Update the 2014 Downtown Master Plan to provide both an identity for the district as well as a clear path forward for growth and development.

• Complete the Unified Development Code (UDC) to provide consistent and clear standards, identify future opportunities, and support processes to make growth accessible.

• Identify opportunities to fill the recognized gap in incentive oriented economic funds.

Maintaining Our Foundation of Excellence

Establish standards that ensure transparent practices, encourage and strengthen ongoing and future partnerships, maintain a high level of public safety, and produce public-facing practices that support and enhance the quality of life enjoyed by residents and businesses in Edmond.

GOALS

• Identify resident needs and meet those expectations with proactive and targeted messaging.

• Grow existing partnerships while identifying new opportunities to cultivate alliances that provide mutually beneficial outcomes.

• Identify ways to support current community resource partners with sustainable funding sources and city asset commitments.

• Provide support for resources and funding necessary to maintain high standards of public safety and look for proactive solutions.

• Identify and put in place realistic and necessary metrics across the organization ensuring processes and procedures are efficient and effective.

• Review standards set for the business community to protect a high standard for community image and ensure they meet any and all regulations set forth for their industry.

Strategic Development

Review and consolidate established plans for development, identifying ways to coordinate future growth with consistently high standards and guidelines that meet community expectations while addressing the need for a varied residential and business inventory.

GOALS

• Ensure city services provide a clearly defined, efficient, and accessible pathway for development in the community.

• Support a structure in the Unified Development Code that protects historically significant assets in Edmond, and empowers the Edmond Builds program to advocate for preservation in the face of future development.

• Revisit the East Edmond 2050 Plan to incorporate growing demand, address the challenges of meeting that scope of that demand, and coalesce with the structure and standards set by the UDC to ensure strategic and consistent development.

• Collate the confirmed housing inventory, including a variety of market values, with the projections in the housing study to produce a comprehensive list that will outline availability and need at all market levels.

• Identify and evaluate City-owned properties.

A Strong Tourism and Recreation Program

Invest in opportunities to enhance current assets, identify opportunities to develop further assets, and advance a plan that will augment Edmond’s standing and appeal both to residents and visitors.

GOALS

• Using the Arcadia Lake Master Plan, identify and engage opportunities for optimizing tourism and business at Arcadia Lake.

• Support completion of the Mitch Park Master Plan, including community communications plans, and identify next steps and milestones needed –including funding – to move the Master Plan’s goals forward.

• Clarify plans for development of an indoor complex near I-35, including partners needed and clear milestones and goals moving forward, and develop a plan to attract additional visitor accommodation options to support youth sports events and facilities.

• Produce a plan for supporting and enhancing the Festival Market Place as a facility and promote it as an attraction for residents and visitors.

• Execute the City’s role in the on-going development of Uncommon Ground, addressing the needs to expand and maintain the Huntwick Detention Pond, produce designs and plans for an expansion of Coltrane Road, and funding for project and ongoing facility support.

The 2026 Edmond City Council Strategic Plan was drafted by the sitting city council in December 2025.

Edmond strives to be a diverse and innovative hometown committed to excellence through leadership, balanced growth and cooperation. These high standards will only be accomplished in full partnership with the community.
