Summer is in full swing, and there are still plenty of events and activities to enjoy. A MESSAGE FROM THE MAYOR

Dear Neighbors & Friends:

As we welcome July, we also welcome one of the most meaningful celebrations in our nation's history. This Independence Day holds special significance as America celebrates 250 years since the signing of the Declaration of Independence. For two and a half centuries, brave men and women have defended the freedoms we cherish, and this milestone gives us an opportunity to reflect on our history, honor those who have served our country, and celebrate the bright future ahead for our community and our nation.

The City of Carlsbad is proud to once again host our annual Fourth of July Celebration, and I invite everyone to join us for a weekend filled with patriotism, family fun, and community spirit.

The celebration begins Friday, July 3, with live music at the Beach Bandshell featuring Topo Chico Cowboys, Last Child, and Maldad. Friday evening will also include a variety of food and retail vendors on site, including Sarah’s Jerky, Amp’d Coffee, Ivy & Amy, La Muñeca, and La Yaquesita The evening continues with the GLOW Mini Golf Tournament, hosted by United Way of Eddy County in partnership with the City of Carlsbad and Lake Carlsbad Golf Course. This event has become a great addition to our Independence Day festivities, offering families and friends another opportunity to celebrate together.

On Saturday, July 4, the celebration continues with the Annual MainStreet Fourth of July Parade, followed by our Honoring All Veterans Ceremony at 10:30 a.m. at the Cavern

Theatre. As we celebrate 250 years of American independence, it is especially fitting that we take time to recognize the men and women whose service and sacrifice have protected the freedoms we enjoy today. I encourage everyone to attend this meaningful ceremony as we express our gratitude to all who have worn our nation's uniform.

Throughout the day, families can enjoy free activities at the beach area, including face painting, hair tinsel, Gellyball, Foam Fest, the watermelon eating contest, and live entertainment. Saturday will also feature additional food and retail vendors throughout the event area, including Juicy Peach, Fiore Dulce, Sotelo’s Food & Clamatos, Kachito’s, Briana’s Ice Cream Creations, So Good, Honest Abe’s, Ice Cream Man, Ruli’s Balloons, Alpha Pure, Tex Mex Burger, and Miles & Company. Attendees are also encouraged to visit Friendship Park, where Grizzly Bear’s Fudge and Lemonade and Los Jefe’s will be vendors.

The celebration will conclude Saturday evening with the return of our spectacular fireworks and drone show lighting up the Carlsbad sky.

To help everyone have a safe and enjoyable experience, we encourage carpooling whenever possible. In addition to parking along the river, at the Riverwalk Recreation Center, and at the Cascades Wellness and Recreation Center, we are excited to offer additional parking at the newly completed Friendship Park parking area. City Transit will also provide complimentary shuttle service between the Riverwalk Recreation Center, the Cascades, and the event area to help reduce traffic and make getting around easier.

With the summer heat in full swing, please remember to stay hydrated. Three cooling trailers will be available along the beach area throughout the celebration to help every-

one stay cool. If you choose to celebrate with fireworks at home, please do so responsibly by following all safety precautions and being considerate of your neighbors.

As we celebrate our nation's past, we also continue investing in Carlsbad's future. We are preparing to begin Phase 3 of construction at the Alejandro Ruiz Senior Center. During construction, programs and services will temporarily transition to the Cascades Wellness and Recreation Center while improvements continue. We appreciate your patience as we complete this important project for our community.

The Human Resources Department is committed to serving the employees of the City of Carlsbad by providing accurate information, guidance, and support throughout every stage of their employment. Our goal is to ensure employees understand the benefits and resources available to them, promote a positive and productive work environment, and help every employee succeed in their role. By investing in our employees, we strengthen our organization and build a better community for those we serve.

Human Resources supports employees from the hiring process and new employee orientation to career development, benefits administration, and retirement Our primary responsibility is to provide timely, accurate information and guidance regarding employment, benefits, policies, and workplace resources, ensuring employees have the knowledge, resources, and support they need to succeed throughout their careers with the City.

When hiring employees for the City of Carlsbad, we look for more than someone who simply meets the minimum qualifications. We also consider how applicants present themselves, from their application and résumé to their interview. We look for professionalism, a positive attitude, effective communication, reliability, and a commitment to public service. Our goal is to hire individuals who not only have the skills to perform the job but who will also contribute positively to our organization and our community.

One of the most valuable opportunities available to City employees is the Employee Education Reimbursement Program. Employees who choose to pursue higher education, professional certifications, or other approved educational opportunities may be eligible for reimbursement after successfully completing their coursework or certification requirements.

In addition, each department provides position-specific training/development opportunities to

Like many local governments, one of the biggest challenges facing Human Resources is attracting and retaining qualified employees in an increasingly competitive job market. We are also continually working to modernize our Human Resources processes. This year, we are implementing a new Human Resources platform that will streamline recruiting, onboarding, employee records, performance evaluations, and other HR functions while providing employees with easier access to important information and resources. We are also updating the City's Employee Policy Manual and redesigning our onboarding process to create a more engaging and informative experience for new hires

While much of our work happens behind the scenes, Human Resources plays a vital role in the success of every City department. The Employee Spotlight highlights hardworking City of Carlsbad employees who go above and beyond in serving our community. It’s a way for supervisors and managers to recognize their teams and share the great work happening behind the scenes. This month, we’re proud to recognize Raquel Acosta, our IPRA Specialist in the City Clerk’s Office.

RAQUEL ACOSTA - CITY CLERK’S OFFICE

Raquel began her journey with the department in 2024 as a Compliance Clerk, where she supported a wide range of responsibilities, including preparing agendas and minutes, coordinating with departments, and assisting with public records requests. During that time, she developed a strong interest in the public records process and embraced the opportunity to expand her knowledge and skills.

In 2025, Raquel stepped into the role of IPRA Specialist and has continued to grow and succeed in the position. She enjoys the fast-paced nature of her work and values that each day presents something new. Her d and team-oriented mindset make her a valued part of

Outside of work, Raquel enjoys spending time outdoors, especially fishing and hunting, and loves attending concerts whenever she has the opportunity.

PUBLIC NOTICES

NOTICES OF CONSTRUCTION – Constructors Inc.

Beginning Monday, June 29, 2026, Halagueno St. will be closed to through traffic from W. Greene St. to W. Fox St. as Constructors, Inc. continues work on the City of Carlsbad Storm Drain Extension Project.

Eastbound and westbound traffic on W. Fox St. will remain open. Greene St. will remain closed from Halagueno St. to Canal St. until further notice The intersection of Halagueno St. and Greene St. will remain open to westbound and southbound traffic only.

Detours will be marked, and traffic control signs will be placed at all intersections in the work area. Work on W. Greene St. will begin at 7:00 am and end at 5:00 pm each day of work, weather permitting.

Constructors, Inc. is scheduled to begin a Road Rehabilitation Project for the City of Carlsbad Public Works Department. The project will be on W. Wood Ave. from San Jose Blvd. to the Fire Station. The start date will be Monday, June 29, 2026, until the completion of the project. All vehicles must be off the street and parked on the property to allow us to work on this project.

All traffic will be detoured at Bindle St., Harper St., and S. Canal St., as well as San Jose Blvd. Traffic Control signs will be placed at all intersections in the work area, and personnel will be on-site to assist the public and emergency services.

Work on W. Wood Ave. will begin at 7:00 am and end at 5:00 pm each day of work, weather permitting. Thank you for your patience and cooperation.
