Welcome to the February edition of the City of Carlsbad newsletter. In this issue, hear a message from Mayor Rick Lopez highlighting recent updates and legislative efforts in Santa Fe. Take a behind-the-scenes look at our IT Department and the work that keeps City services running smoothly. You’ll also find a recognition of the City employees who stepped up during the recent winter storm.

A MESSAGE FROM THE MAYOR

Dear Neighbors & Friends:

As we close out January and move into February, I want to sincerely thank everyone who worked through the recent winter storm to keep Carlsbad safe and moving. I am grateful to Xcel Energy, the City of Carlsbad Public Works Department, Public Safety, the linemen, and all city staff and partners who worked long hours in difficult and dangerous conditions. Because of your efforts, our community remained connected and navigated the storm as safely as possible.

I also want to thank our residents for their patience, cooperation, and understanding during this time. Many adjusted travel plans, checked on neighbors, and followed safety guidance, which made a real difference. Events like this highlight the importance of preparedness, communication, and community cooperation, and I am proud of how Carlsbad navigated these challenging conditions.

In this month’s newsletter, we are recognizing City of Carlsbad employees who assisted during the storm in various capacities. From emergency response to infrastructure support and behind-the-scenes coordination, these employees stepped up when it mattered most. Their dedication reflects the professionalism and commitment that keep our city running, even in difficult, unpredictable situations.

While responding to immediate needs at home remains a priority, we are also continuing important work on behalf of Carlsbad at the state level. I was recently in Santa Fe for the 30-day legislative session, where I attended the Eddy County Legislative Reception, the WIPP Legislative Breakfast, and the Energy Legislative Reception. I also attend meetings with the New Mexico Tourism Department, New Mexico Department of Transportation, New Mexico Department of Veterans Services, and the New Mexico State Parks. These meetings allow us to work directly with legislators on issues affecting Carlsbad and Eddy County, and I appreciate their continued support and partnership.

Looking ahead, later this month, I will travel to San Antonio, Texas, with the Carlsbad Department of Development to attend ICSC, a national conference focused on retail and commercial development. ICSC brings together developers, restaurant brands, and retailers from across the country. Attending this conference allows us to promote Carlsbad, build relationships, and encourage new restaurants and retail businesses to invest in our community, supporting economic growth and expanding opportunities for our residents

DEPARTMENT SPOTLIGHT

IT: POWERING THE CITY BEHIND THE SCENES

The City of Carlsbad’s IT Department may work behind the scenes, but our role touches nearly every service residents rely on each day. Our team is made up of six full-time employees ranging in age from 22 to 70, bringing together a combined 104 years of IT experience. That mix of fresh ideas and seasoned knowledge allows us to support the City in a well-rounded and dependable way

At its core, the IT Department serves as the City’s digital backbone. We support all departments by managing technology infrastructure, providing helpdesk and technical support, safeguarding cybersecurity, and ensuring reliable communication and data control across City operations. When systems work smoothly, City staff can focus on serving the community, and that is our goal.

Some of the work we do is not always visible, but it is essential. Our team supports public Wi-Fi at City buildings, the sports complex, beach areas, and recreation centers. We manage camera systems that enhance security and assist with crime prevention, and we maintain communication tools such as email systems and business portals that keep City operations moving efficiently.

One of our biggest projects this year is the launch of the City’s new website. This redesign was inspired by Mayor Rick Lopez’s new branding for the City of Carlsbad, including the introduction of a new logo and a refreshed digital presence. Beyond the visual update, the redesign was driven by the need to improve user flow, address design limitations, and make information easier for residents to find

Our goals for the new website focus on usability and accessibility. We aim to increase site traffic, improve mobile functionality, and expand reporting options through enhanced 311 app capabilities A primary goal is to establish a dynamic platform that allows for streamlined updates so content remains current and accurate across all departments. Residents can expect a site that is more user-friendly and easier to navigate, with simplified menus, intuitive icons, clear labels, and consistent placement of elements such as menus and logos One of the most notable improvements will be an advanced search feature to help users quickly find services and information.

Accessibility was a priority from the start The new website follows modern design standards with clear layouts, high-contrast visuals, larger icons, and a fully mobileresponsive design that works seamlessly on smartphones, tablets, and desktop computers. The goal is to make the site easy to use for residents of all ages. The site will also be more interactive, allowing residents to sign up for newsletters, complete and submit forms online, and access City services more efficiently This project has been a collaborative effort, with IT working closely with other City departments to review content, integrate tools, and improve how residents interact with City services.

Cybersecurity plays a critical role in everything we do. By embedding security from the beginning, we created a resilient website that protects both the City and its residents The IT team uses a layered approach that includes cybersecurity technology, strong policies, proactive threat management, 24/7 monitoring, data encryption, and regular system updates.

Once the new website launches, resident feedback will be essential Community members will be able to contact the IT Department to provide feedback, report issues, and help improve the website over time Our mission is to use technology to better serve the City of Carlsbad and the people who call it home. Even when our work is not visible, we are focused on keeping the City connected, secure, and moving forward.

During the recent winter storm, City of Carlsbad employees demonstrated outstanding dedication and teamwork to keep facilities safe, accessible, and operational. Their efforts ensured essential services continued and City operations ran smoothly during challenging conditions.

Public Safety Employee Recognition

Public Safety personnel also demonstrated exceptional service during this period. On Saturday, January 24, 2026, Sergeant Tyler Barker, Corporal Benjamin Conklin, and Animal Control Officer Toby Austin responded to a community report regarding dogs left in serious conditions outside. Despite hazardous weather, they safely removed the animals and secured them at Noah’s Ark for care and housing.

On Monday, January 26, 2026, Corporal Ryan Rodriguez received information regarding a fugitive with an outstanding warrant for a violent felony believed to be hiding in Carlsbad. Corporal Rodriguez, Officer Cayden Bird, and Officer Tyson Cisneros conducted two days of surveillance, much of it outdoors in severe weather, and successfully arrested the suspect.
