A MESSAGE FROM THE MAYOR

August is always an exciting time in Carlsbad as we welcome students, teachers, and school staff back for a new school year. It also marks a return to busy mornings, increased traffic, and daily routines for many families As our community gets back into the school-year rhythm, I encourage everyone to take a little extra time and care while traveling throughout the city.

Whether you have children in school or not, we all have a responsibility to help keep our students safe. Please be mindful of children walking or biking to school, families crossing streets, and school buses making frequent stops Remember to obey posted school zone speed limits, yield to pedestrians in crosswalks, follow the directions of crossing guards, and never pass a stopped school bus when its lights are flashing and the stop arm is extended. These simple actions make a tremendous difference in protecting our youngest residents.

You'll also find school-zone driving tips in this newsletter I encourage everyone to review them and help spread the message. By working together, we can help ensure every student has a safe and successful start to the school year.

I also want to thank our teachers, school staff, parents, and guardians for the important role you play in supporting our community's students. Your dedication and commitment make a difference every day. Thank you for helping make Carlsbad a great place to live, learn, and grow I wish everyone a safe and successful school year

While summer may be winding down, there's still plenty of time to enjoy one of Carlsbad's favorite attractions. Beginning this month, the Carlsbad Water Park will transition to its lateseason schedule and will be open Saturdays and Sundays from 11:00 a.m. to 6:00 p.m. We

hope you and your family will take advantage of the weekend hours to cool off and enjoy the final weeks of summer

The City also continues to make steady progress in expanding housing opportunities for our community. At the Kircher and Boyd housing development, crews are installing infrastructure to support future homes, including water, sewer, power, and fiber. The Request for Proposal (RFP) has been released, and we remain on schedule to begin home construction by the end of the year. This project represents another important step toward meeting the housing needs of our growing community, and we look forward to sharing additional updates as construction progresses.

I also want to provide an update on the Alejandro Ruiz Senior Center. The center is now temporarily closed as it enters the next phase of construction. While work continues, members have been temporarily relocated to the Cascades Recreation and Wellness Center so they can continue enjoying programs, activities, and services with minimal interruption. We appreciate the patience and understanding of our senior community as we invest in improvements that will better serve them for years to come.

UTILITIES: WATER & SEWER

DEPARTMENT SPOTLIGHT

The Utilities Department provides two of the most essential services our community depends on every day. Our Water and Sewer Departments are responsible for providing clean, potable drinking water and sanitary wastewater removal for the homes and businesses of Carlsbad. Our number one priority is providing uninterrupted service to our residents and visitors.

To continue meeting the needs of our growing community, we are working on several major infrastructure projects. The Water Department is upgrading pipelines and storage facilities, including a new transmission line in our Double Eagle/Tatum wellfields. This project is another important step in bringing water to the citizens of Carlsbad We are also constructing a new 5-million-gallon storage tank in our Sheepdraw wellfield, which will increase our drinking water storage capacity and improve fire protection.

The Sewer Department is also making significant improvements. We are upgrading our primary sewer lift station complex to provide redundancy and additional capacity for sewer flow to the Wastewater Treatment Plant. We are also upgrading the disinfection process at the treatment plant. Throughout the city, we have multiple projects underway to update water and sewer infrastructure for our residents and to support new housing.

Our approach is to repair leaking infrastructure first and then focus on maintaining the rest of our system. As Carlsbad continues to grow, one of our biggest challenges is keeping up with that growth while maintaining aging water and sewer infrastructure. Because of that, we remain focused on upgrading and reinforcing our existing systems to continue meeting the city's expanding needs.

One accomplishment I am especially proud of is extending water and sewer service to areas of Carlsbad that were previously unserved or underserved. We have brought in water from the Double Eagle wellfields and extended sewer service to the Derrick Road area, helping to improve service and support future growth.

None of this work would be possible without the dedicated employees in the Utilities Department. Our staff continually cross-trains between departments, and we encourage our teammates to help one another and be the best they can be. That teamwork allows us to provide dependable service to our community every day.

I would also like to ask for our residents' patience. We have repair work and construction taking place throughout the city, and traffic can become congested around these work zones. We appreciate your understanding as we continue making improvements that will benefit Carlsbad for years to come.

Constructors, Inc. Storm Drain Extension Project Update:

Beginning Monday, August 3, 2026, the intersection of Fox St. and S. Halagueno St. will be closed as Constructors, Inc. removes the existing paving to extend the storm drain piping to its designed final termination point north of the intersection.

The work in this area is expected to take approximately one month. Please use alternate routes and use caution when traveling near the work zone.

Constructors, Inc. Cold Milling & Paving Project:

Beginning Tuesday, August 4, 2026, Constructors, Inc. will begin a cold milling and paving project on Orchard Ln. from N. Canal St. to Desert Willow Dr.

Traffic control will be in place beginning August 4, 2026, and will remain until the project is complete.

All vehicles must be removed from the street and parked on private property. Vehicles left within the work area will be towed to avoid project delays.

Detours will be marked, and traffic control signs will be placed at all intersections in the work area. Traffic control personnel will be available to assist the public.

Work on W. Greene St. will begin at 7 am and end at 5 pm each day of work, weather permitting.
