Buckeye by the Numbers Major Transportation Projects

COUNCIL UPDATE

T his edition of Eye on Buckeye focuses on one of the most important responsibilities of your city government, planning and adopting a balanced budget that supports Buckeye today while preparing for the future.

The Fiscal Year (FY) 2027 Budget totals $765.4 million, including $263.2 million carryover from the previous year, and reflects a continued commitment to conservative planning, strong financial policies and strategic investments in infrastructure, public safety and quality of life.

Buckeye continues to experience tremendous growth, and this budget positions our city to keep up with that momentum responsibly. From roads and traffic signals to fire stations, water infrastructure and parks, the FY2027 budget invests in the services and facilities our residents rely on every day.

This year’s budget also continues our commitment to transparency and long-term planning through a fully funded five-year Capital Improvement Program (CIP), healthy reserve balances and pay-as-you-go budgeting practices.

As someone who comes from a generational Buckeye family, it’s been especially meaningful to see the continued investment and improvements in Old Town Buckeye. Revitalization efforts are bringing new energy to the area while honoring the history and character that make it such an important part of our community.

The Airport Master Plan will help guide the future of Buckeye Municipal Airport, positioning it as a key asset for economic development, job creation, and regional connectivity. Thoughtful planning like this ensures we grow in a way that reflects our values.

We also celebrated the groundbreaking of Burlington’s new distribution center, which is expected to create nearly 1,500 local jobs, helping more residents work closer to home.

I remain committed to supporting responsible growth that honors our roots while also creating a strong future for Buckeye.

DISTRICT ONE TONY YOUNGKER

As a Buckeye native, it’s exciting to see the level of investment and progress happening in District 2. Old Town Buckeye is entering a new chapter, with the City planning to invest approximately $45 million in upcoming Capital Improvement Program projects, many made possible through voterapproved General Obligation Bonds. These improvements will enhance accessibility, safety, and infrastructure while preserving the character that makes Old Town special.

We’re also seeing new businesses choose Buckeye, bringing expanded options for shopping, dining, and services. This kind of growth strengthens our local economy and creates more opportunities close to home.

At the Joe Foss Shooting Complex, ongoing improvements including, expanded archery ranges, are enhancing outdoor recreation opportunities for residents of all skill levels.

Together, these efforts reflect a strong commitment to revitalizing our core and ensuring District 2 remains a vibrant place to live, work, and connect.

As a Buckeye native and small business owner, I take great pride in the continued progress happening in District 3. One of the most important projects soon underway will be widening Watson Road and improving the intersection at Broadway. These enhancements will improve traffic flow, safety, and overall accessibility for our residents.

I’m also proud of the Tools for Teachers program, which recognizes the incredible work our educators do every day. Supporting our teachers by helping provide classroom resources is a meaningful way we can invest in our students and strengthen our community.

District 3 continues to grow, and I remain committed to ensuring that growth is thoughtful and beneficial for those who call Buckeye home. From infrastructure improvements to supporting education, these efforts reflect our shared values and our focus on building a strong future for our families and local businesses.

I ’m encouraged by the continued progress we’re seeing in District 4, especially with the North Library project. Now approved by City Council, the project will move into the design phase, creating a modern facility with flexible space for community programs and activities.

We will also soon see lighting enhancements along Sun Valley Parkway near Tartesso, increasing safety for our community. Together, these investments reflect our commitment to supporting a growing, connected, and well-served District 4.

I also want to sincerely thank the residents who attended our recent open house town hall events in Festival Ranch and Tartesso. These gatherings are a great opportunity to connect with your city, ask questions, and engage directly with staff. Your participation truly matters.

As Buckeye continues to grow, major roadway improvements are necessary to keep our community moving safely and efficiently. One of the most significant projects in District 5 is the Verrado Way and Yuma Road intersection improvement project. While the temporary closure and construction will certainly create inconvenience for residents, businesses, and commuters, these upgrades are critical for the long-term future of our transportation network.

The project will add travel lanes, new traffic signals, drainage improvements, lighting, and utility enhancements that will greatly improve traffic flow and safety in this busy corridor. To help minimize impacts as much as possible, the project timing was intentionally aligned with the school summer break to help alleviate some of the traffic burden during construction.

Thank you to our residents for your continued patience and understanding as we invest in Buckeye’s future infrastructure needs.

’m excited to see the continued progress at Verrado Marketplace and what it will bring to our community. This project will provide additional shopping, dining, and services closer to home for Buckeye residents while continuing to strengthen the sense of community that makes our city special. I appreciate the many partners, businesses, and City staff members working together to support responsible growth and create new opportunities for our residents.

Construction is moving right along on Jackrabbit Trail between McDowell and Thomas Roads. The city is widening the road to three lanes in each direction and adding new traffic lights at both intersections. Construction should be completed the second half of 2027.

Later this summer, ADOT is taking on a major renovation of the Jackrabbit and I-10 interchange. This project will widen the interchange ramps, add new traffic signals and reconstruct the bridges over Jackrabbit.

Buckeye by the Numbers

Buckeye remains one of the fastest-growing cities in the country, and the FY2027 budget reflects the need to continue expanding infrastructure and services to meet that growth.

$95.4 million

Sales Tax Growth. City sales tax revenues are projected at $95.4 million in FY2027, continuing the strong trend fueled by commercial development, construction activity and retail expansion.

$57.4 million

State Shared Revenues. Buckeye is projected to receive $57.4 million in state shared revenues through programs including highway user revenues, vehicle license taxes, state sales taxes and state income taxes.

$20.8 million

Permit Activity. Development activity remains strong with permitting revenues projected at $20.8 million. While the pace of single-family home construction has normalized from previous peaks, Buckeye continues to experience significant residential growth.

$26.3 million

Property Taxes. Primary property tax revenues are projected at $26.3 million. The city’s combined primary and secondary property tax rate is projected to remain at $2.25.

$86.7 million

Utility Enterprise Revenues. Water, wastewater and environmental services revenues total $86.7 million and continue to support major investments in Buckeye’s utility infrastructure systems.

Buckeye’s revenues are diversified and designed to support both day-to-day operations and long-term investments.

Five-Year Capital Improvement Program

Investing in People

The FY2027 budget includes authorization for 1,024 total positions citywide, an increase from 962 positions in FY2026, including 34 new public safety positions ensuring Buckeye can continue delivering fast and reliable emergency response across the city.

Other new positions are spread across departments including public works, development services, information technology, community services and water resources.

Investing in employees helps Buckeye remain competitive in attracting and retaining talented professionals who provide essential city services.

Buckeye’s fully funded FY2027–2031 Capital Improvement Program includes major investments across transportation, public safety, utilities, parks and city facilities.

CIP Funding Assumptions Projects are funded through a combination of:

Several major roadway and transportation projects will be entering the design phase soon with construction being planned through the city’s Capital Improvement Program.

• Miller Road Widening from Broadway to Lower Buckeye (FY2026-FY2029) – $25 million

• Verrado Way Improvements from Yuma to Van Buren (FY2026-FY2027) – $16 million

• Downtown Storm Drain Project (FY2026-FY2029) – $29.4 million

• Jackrabbit Trail Improvements from Thomas to Indian School (FY2026-FY2029) – $27.16 million

• Indian School Road Improvements from Jackrabbit to Perryville (FY2026 & FY2027) – $28.16 million

• Watson Road Improvements from Elwood to Pioneer (FY2026-FY2029) – $9.6 million

• Rainbow Road & Sundance Parkway Traffic Signal FY2026-FY2027 - $1 million

Upcoming Public Safety Projects

Public safety capital projects remain a major focus of the city’s five-year plan. These projects are primarily funded through the voter-approved General Obligation Bond program.

• Westpark Fire Station #706 (FY2026-FY2027) – $17.7 million

• Public Safety Training Facility Phase I (FY2026-FY2029) – $17.8 million

As Buckeye grows, investments in water and wastewater infrastructure remain essential. These projects improve capacity, reliability and long-term sustainability for Buckeye’s utility systems.

• Central Wastewater Treatment Plant Expansion (FY2025-FY2031) – $72 million

• Central Water Reclamation Facility Improvements Phase 3 (FY2024-FY2031) – $25 million

• Citywide Effluent Management Project (FY2026-FY2029) – $23.2 million

Learn how to use a sky map, the names and meanings of the stars, see the constellations and listen to stories of the night sky. An opportunity to view the moon, planets, star clusters, nebula, galaxies and more through large telescopes will be available. Bring water, lawn chairs and a flashlight with a red lens option.

Musical Theater Workshop is a 12-week program designed for aspiring performers of all experience levels. Buckeye’s Human Services Program partners with local agencies to help residents facing unexpected financial hardship through temporary assistance, referrals, and short-term case management.

DAILY MEAL PROGRAMS

The Buckeye Senior Program offers two meal programs for residents aged 60+.

CONGREGATE LUNCH

Served Monday–Friday, 11:30 a.m.–12:30 p.m. Recommended contribution is $3.00; guests under 60 are $5.00. A monthly menu is available online.

HOME-DELIVERED MEALS

Home-delivered meals are provided to individuals that are homebound. It is recommended that home-delivered meal clients contact the Area Agency on Aging Senior Help-Line at 602-264-HELP (4357). In addition, the Buckeye Senior Program offers private pay, home-delivered meals for residents aged 60+ for a cost of $5.00 per meal.

TRIPS

Registered participants of the Buckeye Senior Center can enjoy a day outing to various places of interest. Please consult the Center Connection monthly newsletter for registration date, time, cost and any additional trips.
