My dad opened a CCCU account for me when I was born. We were encouraged to save and spend wisely all throughout childhood and adolescence. Now that I have children of my own, I have accounts for them at CCCU so I can continue the tradition and teach them basic personal finance. CCCU empowers me by providing great options for stewarding my and my children’s savings, educational opportunities for deepening my family’s understanding of all things money and bringing the community together at family-friendly events. From my first car loan years and years ago to purchasing my first home this year, the empathy and care from member services have helped me navigate the biggest purchases in my life. I’ve felt at ease and secure in the choices and the staff have always made asking questions easy. CCCU’s Skip a Pay program has also helped me secure extra cash in tough times to keep spirits up!

Opening a City & County Credit Union account allowed me to feel financially independent for the first time in my life, while also allowing me to support my community. I opened my checking and savings account after starting my first “real” job outside of college. Once I started the job, I learned about HSAs and was able to open an HSA account with CCCU and learned how I can be more savvy with my finances. The customer service at CCCU is great and they’re always open to answering questions about my accounts so I can better utilize my funds at CCCU.

If it wasn’t on the billboard in your community, on the new debit card you had printed at a branch location or on the back of a volunteer shirt – it was likely in the actions of our dedicated team members who helped you achieve your bold reality this year.
It’s what we call - the Power of Pink. It’s more than a marketing slogan, it’s the momentum behind every step forward at your credit union.
In 2024 City & County Credit Union renewed our mission, vision and values to amplify what we do best and put passion behind what makes us unique. This step forward is what inspired the

bold actions we took in 2025 to dream bigger, reach higher and achieve the unimaginable.
Through this pink momentum, City & County Credit Union proudly expanded our field of membership from 8 Minnesota counties to now 15 counties including St. Croix and Pierce in Wisconsin. This expansion allows us to bring the Power of Pink to even more communities, helping people feel empowered about their finances.
To provide resources and tools to parents to teach their kids about money management, we partnered with Greenlight – a smart money tool that empowers kids with a debit card of their own while their parents can still help manage it. This tool typically has a monthly fee but is a free benefit for City & County Credit Union members.
In addition to the services we offer members, the Power of Pink also influences how we show up and support our employees. For example, to help minimize the cost of healthcare, City & County Credit Union provided free Teladoc services to all employees for 24/7 access to virtual healthcare. This is just one notable effort that influenced the continued increase in our employee engagement score.

The Power of Pink is the momentum that will carry not just City & County Credit Union forward, but the legacy of our former President/CEO, Patrick Pierce. For the past 24 years, Pat has led our credit union forward reaching $1 billion in assets, serving more than 60,000 members and always leading with members at the forefront.
As we head into this new era of City & County Credit Union, our mission, vision, values and the Power of Pink will continue to move us forward along with new President/CEO, Thomas Coulter. Our actions will continue to be bold. Our promises will be more than just words. Our commitment will always be to you – our member-owner.

City & County Credit Union employees spent 2,009 hours giving back to our community in 2025. Volunteer efforts spanned across a variety of organizations including Help At Your Door, YMCA Teen Prep and the ICA Food Shelf.

Planning for the future can feel overwhelming. That is why City & County Credit Union partnered with TruStage to provide an affordable, easy-to-use digital estate planning tool to create important legal documents with confidence.

To provide a seamless experience across both mobile and online banking, online banking received a design refresh including a modern interface, user-friendly menu and advanced search options. Members also received hands-on support with in-branch training sessions.

To match our Power of Pink branding and our community partnerships, we launched three new debit card designs that members can pick from when picking up a debit card in branch. Most notably is our Saint Paul Vulcan debit card highlighting our partnership as the official credit union of the Saint Paul Vulcans.





Being here for you today means making sure your credit union is strong, transparent, and ready for what’s ahead. It’s about protecting the trust you place in us while creating opportunities that help you reach your goals and move forward with confidence. Every decision we make is guided by that commitment – to you, to your future, and to the possibilities ahead.
Acting as your representative, the Supervisory Committee puts transparency to action. The Committee ensures City & County Credit Union is both fiscally responsible and operating to the benefit of all our members. The Committee is also responsible for certifying that policies and procedures exist to protect our resources.


To help conduct a thorough examination of the Credit Union’s financial condition, we retained CliftonLarsonAllen LLP to audit the December 31, 2025 financial statements. The Supervisory Committee is pleased to report that City & County Credit Union continues to be a strong, financially sound cooperative.
As we look ahead, our commitment is clear: to grow alongside you and build on the strong foundation we have today. By supporting thoughtful progress for tomorrow, we create more opportunities, more confidence, and more possibilities for every member we serve – because moving forward is only meaningful when we do it together.





At City & County Credit Union, giving back isn’t just a responsibility – it’s a purpose. Every initiative we support, every partnership we build, and every hour we volunteer is a way to put that purpose into practice and make tangible difference in the lives of our neighbors.
In 2025, City & County Credit Union joined forces to impact 16 community organizations through donations & initiatives, volunteered 800 hours, and served multiple communities at our 11th annual all employee volunteer day & awarded $10,000 in college scholarships to deserving students!
At the heart of our mission is also a commitment to providing free financial education that empowers our communities. In 2025, we reached 2,027 students through hands-on lessons, hosted multiple Reality Fairs impacting 170 students, and provided financial education to 66 adult members.
And most importantly – to give back to those who have accounts with us, we celebrated our third annual Member Appreciation Month with exclusive promotions and giveaways. We also extended our dedication to giving back by raising funds for local food shelves in our communities.

For us, the impact of giving back is felt in countless ways – through stronger neighborhoods, supported families, and opportunities for growth. Each partnership, volunteer effort, and contribution is a step toward a community that thrives together. By putting purpose into practice, we’re proud to make a difference that lasts, showing that when we come together, even small actions can create meaningful change.

In 2025, 280 youth members took their financial education to the next level by using Greenlight—our new youth financial education app – designed to help families raise financially smart kids. With Greenlight, kids can earn money by completing chores, set savings goals, and spend using their own debit card, all while learning real-world money skills. At the same time, parents can stay involved by setting spending controls, assigning chores, and receiving real-time notifications right from the app.





At the heart of our mission is a commitment to providing free financial education that empowers our community to transform their financial dreams into bold realities. In 2025, City & County’s financial education team reached 2,027 students through hands-on lessons, hosted multiple Reality Fairs impacting 170 students, and provided financial education to 66 adult members. In addition, 2,600 students completed classroom financial education curriculum sponsored by City & County Credit Union.
In 2025, City & County supported a variety of charitable organizations to give back to our community. Among these efforts, staff and members donated more than $2,000 worth of toys for Toys for Tots, collected 2,966 pounds of food through our annual Shred Day events to donate to local food pantries, and fundraised $8,200+ in cash donations for our food shelf partners - ICA Food Shelf, North St. Paul Area Food Shelf, Elayne Fisher Community Cupboard, Salvation Army – Breads & Loaves, and Nourish Food Bank – during Member Appreciation Month.
At City & County, our commitment to the community goes beyond our branch walls. In 2025, 105 volunteers came together for Impact Day, our all-employee volunteer day. Together, we spent 800 hours volunteering to support 16 organizations and make a difference across the communities we serve. The spirit of service reached even further as 65+ credit unions across Minnesota participated to give back, together.





College Scholarships help make college more affordable, City & County was proud to award $10,000 in scholarships to 10 deserving members continuing their education. Each recipient plans to use the funds to support the cost of tuition, textbooks, and course materials.
LOU BRUNO, BOARD CHAIR CALLED THE MEETING TO ORDER AT 3:00 P.M.
• Proof of Notice of this Annual Meeting was presented by Mr. Pierce, and incorporated into these minutes.
• A quorum was declared present in accordance with Article XII, Section 3, of the bylaws.
• Lou Bruno, Chair of the Board of Directors, presented the Report of the Directors.
• Patrick J. Pierce, President, presented the Report of the President.
• Thomas Coulter, Executive Vice President Operations, presented the Report of the Credit Manager.
• Joe Piepgras, Supervisory Committee Chair, presented the Report of the Supervisory Committee.
• Mr. Pierce and Mr. Coulter stated that we received a number of questions prior to this meeting, and we have reached out to everyone.
1. As more and more people reach retirement age is it possible to start hosting retirement related financial seminars?
Mr. Pierce stated as mentioned in his report our partnership with TruLync Financial and TruLync Medical Advisors we have seen then save people on average of $900 a year in Medicare savings. Its well worth the time to sit down and talk with them so yes, we are definitely doing that.
2.How are you proactively implementing the current Don’t Tax My Credit Union campaign?
Mr. Coulter stated that we are taking a number of different approaches to getting this message out. We have postcards available in each office that are pre-completed, you just have to put your name on it, and we will make sure it gets the appropriate legislator. As Pat mention earlier we have a QR code setup and there is the website donttaxmycreditunion.org that you can visit to take action. In addition to taking action, you can find out more about the credit union impact and credit union difference.
Lastly, many representatives from the credit union had the chance to visit Washington, D.C. early this year and visit with our legislators in person and to discuss the importance of not taxing credit unions and the impact that would make on not only credit unions but its members.
3.If we end up in a deep recession will our money be safe?
Mr. Pierce stated that the credit union is run safely and soundly. We do have share insurance for $250,000 from the National Credit Union Administration. Beyond that the credit union has purchased an additional $250,000 from ESi a private insurance company for a total of a half million in coverage for each account. There are ways you can structure funds in such a way that you would have more coverage than that but that seems to be plenty for our members. Yes, your money is safe and will be no matter what happens with the economy.
