Establish a setting and involve the public: Establish a fair & impartial setting for effective regional transportation decision-making. Involve the general public and other stakeholders in the process.
Prepare and maintain a Metropolitan Transportation Plan (MTP): Develop and update a long-range transportation plan for the metropolitan area covering a planning horizon of at least twenty years that fosters (1) mobility and access for people & goods, (2) efficient system performance & preservation, and (3) good quality of life.
Develop a Transportation Improvement Program (TIP): Develop a short-range program (four-year) of transportation improvements based on the long-range transportation plan. The TIP is designed to achieve the area's goals, using spending, regulating, operating, management, and financial tools.
Develop a Unified Planning Work Program (UPWP): Prepared annually, the UPWP identifies and administers federal/state funds for transportation planning activities during the year . . . the MPO’s budget.
