Adjudication Committee Report October 19, 2026
The following matters should be published by VYSA: o The Committee has endorsed sanctions imposed by EDP in two different matters as follows: In a U11G match, a parent committed referee abuse with abusive language (Non-Physical Referee Abuse, Level 2). The referee claimed that the parent called him a “bitch” and told him that he “fucking sucked.” The league imposed a 4-match suspension on the parent and required the club to conduct a session with the team’s parents regarding the league’s code of conduct. In a U16B match, a player committed referee abuse with abusive language (Non-Physical Referee Abuse, Level 2). The referee claimed that the player said, “You’re a shit ref.” The league imposed a 4-match suspension on the parent and required the club to conduct a session with the team’s parents regarding the league’s code of conduct. o The Committee has endorsed sanctions imposed by NCSL as follows: In a U16B match, a player committed physical referee abuse when he spit on the referee (Physical Referee Abuse, Level 3). The league imposed a one-year suspension on the player. The Committee has received three referee abuse complaints arising out of TASL matches and has delegated them to the league for handling. The Committee has received three complaints for referee abuse arising out of MLS Next matches. The Committee does not have jurisdiction over those cases and is trying to get the league to pick them up. A matter was dismissed where a coach refused to manage team parents who were expressing dissent to a youth referee because the coach resigned his position before the Committee’s investigation was complete. Further, the coach does not coach any other teams affiliated with VYSA. The Committee is investigating allegations of referee misconduct arising out of two different matches. In both cases, the respondents were certified referees coaching youth teams and each is alleged to have committed referee abuse against youth referees. The Committee is investigation an allegation of referee misconduct where a certified referee was coaching in a U16B match and is alleged, among other things, to have committed violent conduct against an opposing coach, including spitting on the coach, and to have physically

threatened an opposing player to the point where he had to be physically restrained by other adults. The Committee has set a hearing for November 17, 2026, regarding an allegation of referee misconduct where a certified referee is alleged to have used his referee assignments to scout and recruit players to a recreational team that they coached. The Committee has received the appeals of six players regarding their alleged involuntary release from their club. An appeal by a coach to U.S. Soccer of a club’s disciplinary decision remains pending. The Committee has submitted the Official Record to U.S.Soccer and is preparing to submit its opposition to the appeal.

STRATEGIC PRIORITIES NEXT 60 - 90 DAYS •
• • •
Execute the approved FY 2026–27 budget and organizational structure, including monthly budget-to-actual reporting, cash-flow monitoring, Ramp implementation, completion of the Accounting Assistant hire, and preparation for the audit and Form 990. Ensure operational readiness for Fall 2026 competitions and programs, including final schedules, field availability, referee coverage, registration systems, communications, and contingency planning. Develop a prioritized PVSTC capital, maintenance, and asset-management plan, including project costs, funding options, operational impact, equipment controls, and potential return on investment. Protect membership and program revenue during changes in the youth soccer landscape, with USYS merging into US soccer using timely registration and participation dashboards, direct club outreach, scenario planning, and continued engagement with US Youth Soccer and U.S. Soccer.
KEY RISKS/ MONITORING •
•
•
Membership and participation risk: League restructuring, competition fragmentation, and changes in club affiliations could reduce player registrations and participation in Cups, ODP, and other programs. Monitor registrations against budget and prior-year results and increase targeted club engagement. Financial execution and cash-flow risk: Registration timing, sponsorship collections, receivables, audit expenses, and program performance could affect the approved budget. Use monthly forecasts, budget variance reporting, and clear A/R and A/P accountability. Fall event-delivery risk: Schedule conflicts, referee availability, weather, field conditions, and registrationsystem problems could disrupt Cups and other fall programs. Finalize contingencies, escalation procedures, and operational ownership before competition weekends.

Session Definitions FIELD SESSIONS Defending As a Team: The Mid-Block and Collective Pressure (Field) This session builds a team's ability to defend as a unit within the VYSA Game Model framework. The session will address mid-block training environments and recognizing triggers, to press as a unit.
Breaking Lines in the Attacking 1/3 (Field) This session applies Problem Solving Activities to the challenge of progressing play through, over and around organized defensive lines in the attacking third. The session will develop training environments that exploit the different ways to unlock the final third.
The Finishing Toolkit (Field) This session provides a ready-to-use collection of finishing activities built on game-like scenarios. Coaches leave with a practical library for refining shooting mechanics, developing finishing efficiency under variable conditions, and the decision-making needed to score under pressure.
Feedback to Your Coaches in Real Time (Field) This session moves feedback out of the post-session debrief and onto the touchline. VYSA Technical Staff observes your club’s coaches in real time and delivers live, Growth Mindset Coaching feedback during and after the session. The session concludes with the delivery of a model by the clinic lead.
Coaching in the Game (Field) This clinic will equip coaches with creating their own observational structure to effectively adjust and adapt their team's performance during a soccer match. We'll move beyond initial game plans and delve into the art of in-game decision-making, helping coaches proactively respond to challenges and seize opportunities as they arise.
CLASSROOM SESSIONS Building Your Club's Blueprint and DNA (Classroom) This session guides club coaches through defining a club’s identity aligned with the VYSA Game Model or their own Game Model. Clubs leave with a shared blueprint for how their environment can develop their players through the season. This session will give principles of performance analysis and can focus on developing IDPs (Individual Development Plans).
Real World Periodization (Classroom) This session examines how to monitor and manage player and team physical loads across a youth club season. We will address and give tools to track player fatigue so that coaches can build their team’s playing style in a player centric model.
A Recreation Coach's Introductory Clinic (Classroom and/or Field) This clinic introduces recreation-level coaches to the foundation of player development, will give age-specific best practices, game-like activities and team management principles so that the recreation environment enhances player retention. VIRGINIA YOUTH SOCCER ASSOCIATION
VYSA Coach Development Series Glossary of Technical Terms
Attacking Third (also "Final Third" or "Attacking 1/3") — The section of the field closest to the opponent's goal, divided into thirds (defensive, middle, attacking). Club DNA / Club Identity / Blueprint — The style of play, values, and coaching approach that make up how a specific club develops its players — essentially the club's “way of doing things.” Collective Pressure / Press as a Unit — When a team defends together as a coordinated group — all players moving and applying pressure in sync — rather than individual players chasing the ball on their own. Defensive Lines — The rows of players a team organizes across the field to prevent the ball from advancing. Breaking Lines — Means passing or dribbling the ball through, over, or around these rows. Finishing — The act of shooting and scoring a goal. "Finishing sessions" are training activities focused specifically on shooting technique and composure in front of goal. Game Model — This is a framework for how teams within a club could play — covering style of play in the 4 moments of the game (attacking, defending, transition to attacking and transition to defending). Game-Like Scenarios — Training activities designed to closely resemble real match conditions rather than drills — based on the idea that players learn best by practicing close to how they'll actually play. In ODP, our coaches create this in all their activities. Growth Mindset Coaching — A coaching feedback style that focuses on learning through giving the athlete the autonomy to make their own decisions. This focuses on long term development vs fixed results. This is a methodology of teaching we use in ODP. IDP (Individual Development Plan) — A personalized plan for a single player, outlining specific skills or areas they should work on to improve, typically co-created between the player and their coach. In-Game Adjustments / In-Game Decision-Making — Changes a coach makes to strategy or player instructions during a live match, in response to what's actually happening on the field, rather than sticking rigidly to the pre-match plan or responding to the emotion of a game. Mid-Block — A defensive setup where a team positions itself in the middle portion of the field (rather than deep near their own goal or high near the opponent's goal). Periodization — The practice of planning training sessions over time (across a week and season) so that players build fitness, build their soccer team’s style of play and are well rested to peak at the right moments. Player-Centric Model — An approach to coaching and program design that prioritizes what's best for individual player development and well-being, rather than prioritizing team results or adult convenience. Player Load / Fatigue Monitoring — Tracking how much physical and mental stress players are under from training and games, used to prevent overtraining, injury, and burnout. Player Retention — A club or program's ability to keep players enrolled and engaged season after season, rather than losing them to other clubs, sports, or dropping out of sport altogether. Pressing Triggers — Specific cues or moments in a match (like a bad touch) that signal to a defending team it's the right moment to apply pressure and try to win the ball back. Problem Solving Activities — A coaching methodology where players are presented with game-like challenges and encouraged to find their own solutions on the field, rather than being told exactly what to do — meant to build decision-making skills. This is one of the coaching
methodologies our staff use in ODP. VYSA Coach Development Series | Virginia Youth Soccer Association
