ANIMAL SHELTER OVERVIEW July was another busy month for the Chino Valley Animal Shelter as staff continued balancing a high volume of incoming animals while working to reunite lost pets with their owners and find permanent homes for adoptable animals. During July, the shelter recorded: 37 dog intakes and 8 cat intakes 12 adoptions (9 dogs and 3 cats) 24 dogs reunited with their owners
BISSELL PET FOUNDATION – EMPTY THE SHELTERS The shelter proudly participated in the BISSELL Pet Foundation's Empty the Shelters event from July 5– 26. Through reduced adoption fees, the event helped place 7 animals into loving homes, including: 5 dogs 2 cats The promotion continues to be an important partnership that increases shelter visibility while helping reduce the length of stay for adoptable pets.
NATIONAL RECOGNITION The Chino Valley Animal Shelter was honored to receive Best Friends Animal Society's 2025 No-Kill Shelter Award, recognizing the shelter for maintaining a 90% or greater save rate while providing lifesaving care for homeless animals. Receiving this designation reflects the dedication of shelter staff, volunteers, rescue partners, veterinarians, and the community members who choose adoption and support our lifesaving mission. The recognition reinforces the shelter's continued commitment to providing compassionate care and finding positive outcomes for every healthy and treatable animal.

POLICE DEPARTMENT PD STAFFING UPDATE Police Recruit Sean Salazar began the NARTA Police Academy on July 20. Although he is still in the early stages of training, he has adjusted well and is performing exceptionally. If he continues to meet all academy requirements, he is expected to graduate in December 2026. Officer Craig Stephenson is currently in Phase II of the CVPD Field Training Program and continues to make excellent progress. If he successfully completes all required training objectives, he is expected to finish the mandatory 16-week program and transition to solo patrol in early November 2026. With the hiring of Recruit Salazar, the department currently has four vacant sworn positions out of 35 budgeted positions. One officer has accepted a position with the Prescott Valley Police Department, with a final day at CVPD of August 15, which will increase our vacancies to five. Additionally, another officer accepted a position with the Yavapai County Sheriff's Office, also with a final day at CVPD of August 15, resulting in a sixth vacancy. Both departing officers indicated their decision was based on seeking greater career advancement opportunities, along with compensation and benefits that are not currently available within our department.

We continue to actively recruit qualified lateral officers and entry-level applicants to fill our remaining vacancies. While recruitment efforts remain ongoing, these positions have not yet been filled, and our priority continues to be attracting candidates who possess the experience, training, professionalism, and character necessary to serve the Chino Valley community successfully. Due to academy scheduling, any newly hired recruits will attend the next available NARTA Police Academy beginning in January 2027. The department is scheduled to conduct a new-hire testing process in August. Although the current pool of both lateral and entry-level applicants remains limited, the department will not compromise its hiring standards to increase staffing levels. The Town of Chino Valley deserves highly qualified, ethical, and professional police officers who are committed to serving the community with excellence. Our focus remains on selecting exceptional candidates who will positively contribute to the organization and uphold the department's values, rather than simply filling vacant positions.We are meeting with HR, Finance, and Town Manager to discuss retention and recruitment strategies and look to identify opportunities for implementation. We are pleased to announce two updates in our Records Department. Kesia Cortez has been promoted from Police Services Specialist to Senior Police Services Specialist. Additionally, we are excited to welcome Veronica Jarquin, who has joined the Records Department as a Police Services Specialist.

POLICE DEPARTMENT GOVERNOR’S OFFICE OF HIGHWAY SAFETY (GOHS) UPDATE Utilizing grant funding from GOHS, we were able to participate in the following details in July: July 2026 3 Traffic/Speed Detail in town (1 CVPD officer assigned to each 2-hours detail) 2 Tri-City multi-agency DUI Task Force (2 CVPD officer assigned to 8-hour detail)
PD TRAINING UPDATE The Chino Valley Police Department remains committed to increasing its inhouse training capabilities by expanding the number of certified instructors across required training disciplines. This strategy reduces the need for travel to attend high-liability training, lowers associated costs, and provides greater flexibility to conduct training locally throughout the year. As a result, our officers receive consistent, high-quality instruction while maintaining the knowledge, skills, and readiness necessary to serve the community effectively. Below is a summary of the training courses attended by department personnel during July 2026.
