About This Publication Through this publication, the Spearfish Community Coalition and Spearfish Parks and Recreation department hope to provide the community with a comprehensive tool for resources and activities available to youth and families in the Spearfish area. This guide is funded primarily through SAMHSA funds and by the Spearfish Community Coalition. SCC is a collaborative organization of community members that combine efforts to create a healthy community by reducing risk and increasing protective factors such as developmental assets. Products, such as the Youth and Family Resource and Activity Guide are a piece of the collaborative puzzle of efforts to improve the quality of life in Spearfish and by raising awareness of youth and families to the positive resources and activities offered in our beautiful community. All listings have been provided by the individual organization and at the time of publication were assumed to be correct. We hope to continue in future publications of the Youth and Family Resource Guide to add additional valuable resources for the community.

Coalition Works to Reduce & Prevent Underage Drinking, Tobacco Use & Other Drugs The Spearfish Community Coalition is a volunteer-driven 501(c)3 non-profit organization whose mission is to, â€œmobilize the community to support positive, healthy and drug free youth.â€? Dedicated to the improvement of our community and to providing healthy opportunities for our youth, Coalition members work hard on a number of initiatives that reduce and prevent underage drinking, tobacco use, and other drug use. The Coalition also works to build protective factors through developmental assets and youth leadership opportunities.

In its seventh year as a Drug Free Communities grantee, the Coalition continues to build capacity and strengthen collaborations with community partners, parents, youth, businesses and civic organizations.

Current Initiatives Include: J Promoting smoke-free multi-unit

housing policies; J Implementing a tobacco-free parks and play spaces ordinance; J Providing support for the Life Skills prevention curriculum in Spearfish School District and Teens Against Tobacco Use (TATU) group; J Provide training and ID checks using the ID Scanner at Downtown Friday Nights and other community events;

Youth Leadership Conference and Red Ribbon Week Activities; J Positive Community Norms campaign - an effort that focuses on changing community misperceptions that all kids drink, or smoke or are in trouble, to correct perceptions that most kids do not engage in risky behaviors; J Developmental Asset Building Please consider getting involved with the Spearfish Community Coalition and volunteering your time to ensure a healthy and safe environment for our youth. The Coalition provides safe, drug free activities for youth, community education presentations, community speakers, prescription drug takeback events, ID Tent at Downtown Friday Nights, and Youth Leadership events. The general coalition meets every third Tuesday at noon at various locations. New members are always welcome!

The ultimate goal of the Spearfish Community Coalition is to provide a safe, healthy community for our children to grow, learn and lead in the future. These efforts cannot be done alone. It takes many people in the community working together to succeed. The Coalition strives to include active representation from parents, media, businesses, law enforcement, schools, youth serving organizations, civic/volunteer organizations, health care professionals, state and local government agencies, religious organizations, those involved in reducing substance abuse and most importantly, youth. About the Coalition

With grant funding through the Drug Free Communities Grant (DFC) through the Substance Abuse and Mental Health Services Administration (SAMHSA), the SD State Tobacco Control Program, and local foundation and corporate grants, the Coalition operates to provide education, skill enhancement, policy modification and development, physical design change, reduction of barriers to prevention efforts, and changing consequences. The Coalition functions through the Strategic Prevention Framework, which includes assessment, capacity building, planning, implementation, evaluation and sustainability.

D.A.R.E. is Substance Abuse Prevention Education & More! This year millions of school children around the world will benefit from D.A.R.E. (Drug Abuse Resistance Education), the highly acclaimed program that gives kids the skills they need to avoid involvement in drugs, gangs, and violence. D.A.R.E. was founded in 1983 in Los Angeles and has proven so successful that it is now being implemented in 75 percent of our nation’s school districts and in more than 52 countries around the world. D.A.R.E. is a police officer-led series of classroom lessons that teach children from kindergarten through 12th grade how to resist peer pressure and live productive drug and violence-free lives.

Experts Make the Difference

There are numerous reasons for D.A.R.E.’s success. Its unparalleled delivery system utilizing law enforcement officers as instructors and the fact that it was the first program of its kind anywhere in the world have individually and collectively played a critical role in D.A.R.E.’s growth and expansion. How-

ever, to remain relevant, effective, and impactful requires much more… it requires the critical review and substantive contributions of highly respected experts in the field of education, science, and law enforcement. And it also needs the intelligent comments and recommendations of the program’s audience – school children. To this end, several years ago D.A.R.E. established three key Advisory Committees, in addition to D.A.R.E. SADD ~ Students Against Destructive Decisions For more than 30 years, SADD has been committed to empowering young people to lead education and prevention initiatives in their schools and communities. Founded as Students Against Driving Drunk in 1981 in Wayland, Massachusetts, SADD has grown to become the nation’s leading peer-to-peer youth education and prevention organization with thousands of chapters in middle schools, high schools, and colleges. In 1997, in response to requests from SADD students themselves, SADD expanded its mission and its name and now sponsors chapters called Students Against Destructive Decisions.

SADD continues to endorse a firm “No Use” message related to use of alcohol and other drugs. With its expanded focus, SADD now highlights prevention of all destructive behaviors and attitudes that are harmful to young people, including traffic safety, substance abuse, and an array of issues dealing with personal health and safety. One of the most significant community projects that the students take on every year is the honoring of our Veterans in an assembly on Veteran’s Day.

Middle School Student Council

Voluntary Organization Trains Leaders

The Spearfish Middle School Student Council is a place for any student looking to take an active role in their school’s initiatives. Participation in the Student Council is not based on election methods but rather the desire to belong. The goal is to help students become better leaders of tomorrow by allowing space for them to practice. Kathy Wolff and Paula Farley oversee the Student Council in an advisory role, but it is the students’ job to decide which projects to take on and devise a solution to achieve their goals. One of the most significant community projects that the students take on every year is the honoring of our Veterans in an assembly on Veteran’s Day. This year in addition to that, they are also preparing, serving, and eating meals with the local VFW each month before their monthly meeting. Helping to stock the Spearfish Food Pantry with non-perishable food items is another key activity in the Middle School community outreach. The students help by promoting a competition of generosity within the school to gather as many donations as possible. The real winners, however, are those in need. The Student Council also spends time taking on responsibilities around the school. The group has planted me-

Over the past few years, the students have planned and executed an annual Leadership Day for students in the Northern Black Hills. This is done in collaboration with the Spearfish Community Coalition and is always a highly anticipated event. Middle School is a challenging time in a student’s life and if they can feel a sense of belonging and purpose by joining us, then we have succeeded!

2017 Spearfish Youth & Family Community Resource Guide

The annual Leadership Day attracts middle school students from across the Northern Hills.

The LifeSkills school program is a comprehensive, dynamic, and developmentally appropriate substance abuse and violence prevention program designed for upper elementary, middle school, and high school students. This highly effective curriculum has been proven to help increase self-esteem, develop healthy attitudes, and improve their knowledge of essential life skills all of which promote healthy and positive personal development. This prevention program was implemented into the Spearfish School District over eight years ago through a prevention grant written by Jackie Kary. At this time, school staff were trained in grades 3 -12 in our district. Currently this program is presented in grades 3rd through 5th at Creekside Elementary by classroom teachers and elementary counselors. YOUTHWISE provides LifeSkills lessons as a part of the Health curriculum at Spearfish Middle School. We have found though pre-tests and post-tests that the Lifeskills curriculum is beneficial to both students and our entire school district climate. Program learning objectives include the following:

J Personal Self-Management Skills Students develop skills that enhance self-esteem, develop problem-solving skills, help them reduce stress and anxiety, and manage anger.

J General Social Skills Students gain skills to meet personal challenges such as overcoming shyness, communicating clearly, building relationships, and avoiding violence.

J D rug Resistance Skills Students build effective defenses against pressures to use tobacco, alcohol, and other drugs. According to a recent report on the economic benefit of evidence-based prevention programs, the LifeSkills Training (LST) program produced a $50 benefit for every $1 invested in terms of reduced corrections costs, welfare and social services burden, drug and mental health treatment, and increased employment and tax revenue. LST had the highest return on investment of all substance abuse prevention curricula studied. The analysis of the return on investment of LST and other evidence-based prevention programs is part of a series of reports prepared by researchers at the Washington State Institute for Public Policy. Together, these reports consistently show that effective prevention programs not only work but can produce dramatic savings! Through a group effort including Spearfish Community Coalition, Spearfish School District, YOUTWISE and the South Dakota Department of Health we are able to provide this prevention program to the youth in our community.

In 1990, Search Institute released a framework of Developmental Assets, which identifies a set of skills, experiences, relationships, and behaviors that enable young people to develop into successful and contributing adults. Over the following decades, the Developmental Assets framework and approach to youth development became the most frequently cited and widely utilized in the world, creating what Stanford University’s William Damon described as a “sea change” in adolescent development. Data collected from Search Institute surveys of more than 5 million children and youth from all backgrounds and situations has consistently demonstrated that the more Developmental Assets young people acquire, the better their chances of succeeding in school and becoming happy, healthy, and contributing members of their communities and society.

Marijuana Effects on Youth

Marijuana is

About half of the states have legalized marijuana for medicinal purposes, and a handful have also legalized cannabis for recreational use. But marijuana is still illegal in South Dakota and nationally. With a mission to “strengthen and promote healthy lifestyles by reducing youth substance abuse ...,” the Spearfish Community Coalition is concerned about the adverse effects of marijuana, specifically on youth and the increased use by all ages once the substance is legalized. Bertha K. Madras, PhD, is a professor of psychobiology at Harvard Medical School. As the keynote speaker at the Community Anti-Drug Coalitions of America 26th Annual National Leadership Forum in Washington, DC, in February 2016, Madras presented strong scientific data that marijuana is in fact, unsafe. She presented several points: J Marijuana is only a plant, but plants can be and are often toxic. Consider hemlock or oleander – both of which are deadly. A plant’s primary method of protection is to produce toxins, and these toxins act on the nervous system. J Marijuana use degrades brain function. “The brain is by far the most magnificent organ in our body,” Madras said. Marijuana use impairs learning and memory (short and long term) verbal IQ, memory, word associations, processing speed, etc., and impairs decision making and motor functions. J Marijuana may not kill quickly and directly like heroin or other opioids, but marijuana use can lead to death. Its use can affect judgement, perception and coordination, which can cause fatal injuries. J Marijuana use is statistically tied to a significant increase in the rates of psychosis and schizophrenia. J Marijuana can be addictive. It was thought that about 9% of users had a cannabis use disorder, but Madras detailed a recent study showing up to 30% of users can have a disorder. There are an estimated 22 million users in the United States. J Marijuana is not universally accepted by qualified experts as a medicine.

Its drug chemistry is not known and is not reliably reproducible. There is no accountability in terms of medicine, and the substance entirely circumvents the nation’s rigorous and widely-accepted FDA approval process. J Despite recent attempts to have it changed, marijuana is still classified as a Schedule I drug by the United States Drug Enforcement Agency’s Controlled Substance Act. Schedule I drugs are determined to have a high potential for abuse, have no currently accepted medical treatment use in the U.S., and have a lack of accepted safety for use of the drug or substance under medical supervision. J All adverse effects are more significant with frequency of use and especially when marijuana is used by youth. Adolescent brains are still growing and changing, making the brain extremely vulnerable to drugs during this time. Adversity associated with marijuana use is higher for adolescent initiates including addiction to marijuana and other drugs, marijuana poisoning, brain changes, cognitive impairment, poor grades at school, less academic achievement, psychosis, and more. J Marijuana leads to a documented loss in IQ, especially when use starts young. One study followed the same people for 38 years and found that early, persistent use can result in up to an eightpoint drop in IQ. The amount of IQ drop depends on how much has been used and how often, but if you use marijuana before 18 and then quit, the IQ still is lower. J While we cannot deny the negative effects of alcohol, each drug has its own unique characteristics and should not be compared to alcohol. There is no data associating the use of alcohol with

the onset of schizophrenia, for example. One alcoholic beverage clears the human system within a couple of hours; but marijuana effects linger much longer, and it can remain in the system for up to one month. More people who use marijuana in high school do not graduate, do not enroll in university and do not obtain a degree, if they used marijuana compared to alcohol. J Marijuana use appears to prime the brain to “like” opioids, and we could be passing this attraction on to our offspring. Marijuana use has been studied during adolescence and pregnancy in humans and rodents, both resulting in an increased desire for opioids as adults. Marijuana use during adolescence by rodents before conception also led to more heroin seeking as adults, and event future offspring – who had not yet been conceived when marijuana was used – sought heroin at higher rates. This study indicates a propensity to seek heroin was transmitted through DNA to the next generation. J Since marijuana was first commercialized and then legalized in Colorado, the number of traffic deaths related to marjuana use in the state has increased. J Colorado is now number one in youth drug use from ages 12 to 17. The rate of drug use by youth in Colorado has increased, while it has slightly decreased

nationally. The percent of school suspensions and expulsions tied to drug use in Colorado has increased significantly. J On the bright side, parents do have a massive influence on child drug use, whether they believe it or not. The children of parents who take strong stands against marijuana will use marijuana at a rate of about 5%. But if parents don’t take a strong stand, if they don’t say much, if they use themselves, if they feel that it’s no big deal, their children will use marijuana at a rate of up to 35%. So parents do have an enormous influence. Madras is convinced that eventually, the growing amount of inarguable scientific evidence will prevail. “This is not a war on drugs. It is a defense of our brains,” Madras said. “The brain is a repository of our humanity, wisdom, our ability to love, learn, create, compute, compose, contemplate, think, to remember, to feel empathy for others, to administer justice and compassion. Answering Your Child’s Questions About Alcohol As your child becomes curious about alcohol, he or she may turn to you for answers and advice. Use this opportunity to start an open, honest conversation about drinking. Because some questions can be difficult to answer, it is important to be prepared. The following are some common questions and answers about underage drinking.

“ I got invited to a party. Can I go?”

Underage Drinking

Ask your child if an adult will be present at the party or if he or she thinks children will be drinking. Remind your child that even being at a party where there is underage drinking can get him or hinto trouble. Use this time to establish or reinforce your rules about alcohol and outline the behavior you expect.

“ Did you drink when you were a kid?”

Don’t let your past stop you from talking to your child about underage drinking. If you drank as a teenager, be honest. Acknowledge that it was risky. Make sure to emphasize that we now knoweven more about the risks to children who drink underage. You could even give your child an example of a painful moment that occurred because of your underage drinking.

“Why do you drink?”

Make a distinction between alcohol use among children and among adults. Explain to your childyour reasons for drinking: whether it is to enhance a meal, share good times with friends, or celebrate a special occasion. Point out that if you choose to drink, it is always in moderation. Tell your child that some people should not drink at all, including underage children.

“ What if my friends ask me to drink?” Helping your child say “no” to peer pressure is one of the most important things you can do to keep him or her alcohol-free. Work with your child to think of a way to handle this situation, whether it is simply saying, “No, I don’t drink,” or saying, “I promised my mom (or dad) that I wouldn’t drink.”

“ You drink alcohol, so why can’t I?”

Remind your child that underage drinking is against the law, and for good reason. Point out that adults are fully developed mentally and physically so they can handle drinking. Children’s minds and bodies, however, are still growing, so alcohol can have a greater effect on their judgment and health.1

“ Why is alcohol bad for me?”

Don’t try to scare your child about drinking or tell him or her, “You can’t handle it.” Instead, tell your child that alcohol can be bad for his or her growing brain, interferes with judgment, and can make him or her sick. Once children hear the facts and your opinions about them, it is easier for you to make rules and enforce them. References 1

The Pride Questionnaire for Grades 6-12 is our longest-running and most utilized survey to date, with more than 7.7 million respondents since 1982. Using this student behavior survey, we have been able to track significant longitudinal data and trends, and have released multiple national data sets, allowing our customers to compare their local data with our national data.

Our grade 6-12 student survey contains the updated Core Measures required by the Substance Abuse and Mental Health Services Administration (SAMHSA) for their Drug-Free Communities Grant, and community coalitions and other grantees use this survey to provide data for funding. All data tracks closely to the Monitoring the Future survey data, which reinforces both surveysâ€™ validity and reliability.
