LAW & POLITICS

NEW SIMS LAW WILL EXTEND 72-HOUR ‘COOLING OFF’ PERIOD TO ALL FIREARMS SPRINGFIELD, Ill. - Legislation to extend the waiting period for all firearms has now been signed into law. State Senator Elgie R. Sims, Jr. (D-Chicago) sponsored legislation that would require applicants for any firearm to wait at least 72 hours before they can receive it. “This sweeping ‘cooling off ’ period for guns will protect people throughout the state by keeping guns out of the wrong hands,” said Sims. “The 72-hour waiting period provides a strong and effective tool in our efforts to keep our communities safe.” Before this action, Illinois law mandated a 72-hour waiting period to obtain a handgun after purchase, but assault weapons, including the AR-15 and other military-style weapons, could be received in only 24 hours. “With all of the gun violence we’re seeing in our communities and around the country, we must have the proper regulations in place to keep someone from making a hasty decision that could end their life or someone else’s,” Sims said. Senate Bill 3256 takes effect on Jan. 1, 2019.

Hyde Park Bookstore Offers Rare Collection of Books Written By Black Authors Continued from page 1 BY KATHERINE NEWMAN

In downtown Hyde Park, just around the corner from Harper Court, Frontline Bookstore operates daily as one of very few black-owned Pan-African bookstores in Chicago. Frontline Bookstore offers a rare collection of books written by black authors featuring subjects like natural health, spirituality, African history, Rastafarian history and theory, metaphysics, black empowerment, hair care, and children’s books. The store also sells traditional dashikis, essential oils, natural soaps, and other holistic healthcare products. “Frontline Bookstore is the people’s bookstore. This is an establishment erected to facilitate the community and help them to further their education and learning about their environment, themselves, the future, the past, their dreams, their hopes, their fears, and anything that could help them to develop a greater sense of awareness in the world,” said Frontline Bookstore Coordinator who is best known as The Professor. Frontline Bookstore also has its own publishing company known as Frontline Distribution. The company has published about 75 books and boasts of having the largest catalog of books on the Rastafari religion and Emperor Haile Selassie who was Ethiopia’s 225th and last emperor. Haile Selassie, who’s birth name was Ras Tafari, was born on July 23, 1892. He took the regal name Haile Selassie I when he was crowned. For Rastas, he is God (or Jah) incarnate - the redeeming messiah, according to the website bbc.co.uk. The Professor said that there are currently several new books being added to the catalog and many other already published books are scheduled for reprint after selling out. The books that are published by Frontline Distribution are available at Frontline Bookstore but they also have been able to reach bookstores in the Caribbean and England and are continuing to expand their global network. Over the last 14 years of operation in the current location at 5206 S. Harper Ave, Frontline has gone through many challenges and changes. “We have always maintained our status as a business that provides products as well as services and information to help facilitate people growing,” said The Professor. “Owning a brick and mortar store, the importance of it is understanding the people because the people make the success regardless of what kind of business it is.” Looking forward, Frontline Bookstore is preparing to open a new location in Evanston at the end of the summer and they hope to be able to expand even further with both their bookstores and

Exelon Hosts First Ever STEM Leadership and Innovation Academy BY KATHERINE NEWMAN

The Exelon Foundation and the United Nations Women HeForShe initiative recently collaborated to host the first ever STEM Innovation and Leadership Academy at the Illinois Institute of Technology in Bronzeville. The week-long event brought together 50 young girls from Chicago Public Schools throughout the city to learn about the opportunities that exist for women in science, technology, engineering, and math, collectively known as STEM fields. “This is the first time we are doing something like this. We are exposing them to a lot of different types of science and then the panels that we are having with our internal employees help them to see more of what’s possible for them form a career perspective because we have a wide range of people that they are hearing from. It’s leadership, it’s exposure to other peers in the CPS school district, and it’s hopefully lighting an interest in STEM,” said Amy Best, senior vice president and chief human resources officer for Exelon. The STEM Innovation and Leadership Academy provided local girls with field trips and hands-on STEM activities as well as an opportunity to network with professional women who are currently working in STEM fields throughout Chicago. One of the highlights of the week was the Women Leaders Panel where five women in STEM came together to answer questions about their paths, their struggles, and their rewarding moments in their careers. The Women Leader Panel was moderated by Best, and the panelists included Melissa Bean, chairman of the Midwest for JP Morgan Chase, LaTanya McDade, chief education officer for Chicago Public Schools, Anne Pramaggiore,

senior executive vice president and chief executive officer of Exelon, and Celena Roldán, chief executive officer of the American Red Cross of Chicago and Northern Illinois. During the panel discussion, the women gave advice and insights into their own experiences by answering questions about their own interests, how to pursue a career in STEM, what they look for when hiring a new employee, how to find a mentor, and what their most rewarding moment has been so far. All of the women said that what they find

most rewarding is the opportunity to give back and help young people access the resources they need to succeed like they were able to do during the STEM Innovation and Leadership Academy. The three major challenges with getting women into STEM fields are a lack of awareness, a lack of access to hands-on learning opportunities, and a lack of support outside of the classroom, according to Pramaggiore, and Exelon is committed to bridging those gaps to build a steady pipeline of talent into the

company. “Our workforce of the future is right here in Chicago and Chicagoland. We create a number of programs to try to improve that pipeline and this is one of them. This is experiential learning, creating awareness, and supporting these young ladies to think about their future and what the possibilities are,” said Pramaggiore. Pramaggiore said that Exelon, as a business, feels very connected to the community and “when our communities do well we do well.”

Veterans owed refunds for overpayments WASHINGTON - The Internal Revenue Service is advising certain veterans who received disability severance payments after January 17, 1991, and included that payment as income that they should file Form 1040X, Amended U.S. Individual Income Tax Return, to claim a credit or refund of the overpayment attributable to the disability severance payment. This is a result of the CombatInjured Veterans Tax Fairness Act passed in 2016. Most veterans who received a onetime lump-sum disability severance payment when they separated from their military service will receive a letter from the Department of Defense with information explaining how to claim tax refunds they are entitled to; the letters include an explanation of a simplified method for making the claim. The IRS has worked closely with the DoD to

produce these letters, explaining how veterans should claim the related tax refunds. STATUTE OF LIMITATIONS The amount of time for claiming these tax refunds is limited. However, the law grants veterans an alternative timeframe – one year from the date of the letter from DoD. Veterans making these claims have the normal limitations period for claiming a refund or one year from the date of their letter from the DoD, whichever expires later. As taxpayers can usually only claim tax refunds within 3 years from the due date of the return, this alternative time frame is especially important since some of the claims may be for refunds of taxes paid as far back as 1991. AMOUNT TO CLAIM Veterans can submit a claim based on the actual amount of their

disability severance payment by completing Form 1040X, carefully following the instructions. However, there is a simplified method. Veterans can choose instead to claim a standard refund amount based on the calendar year (an individual’s tax year) in which they received the severance payment. Write “Disability Severance Payment” on line 15 of Form 1040X and enter on lines 15 and 22 the standard refund amount listed below that applies: $1,750 for tax years 1991 – 2005 $2,400 for tax years 2006 – 2010 $3,200 for tax years 2011 – 2016 Claiming the standard refund amount is the easiest way for veterans to claim a refund, because they do not need to access the original tax return from the year of their lump-sum disability severance payment. www.thechicagocitizen.com

SPECIAL INSTRUCTIONS All veterans claiming refunds for overpayments attributable to their lump-sum disability severance payments should write either “Veteran Disability Severance” or “St. Clair Claim” across the top of the front page of the Form 1040X that they file. Because all amended returns are filed on paper, veterans should mail their completed Form 1040X, with a copy of the DoD letter, to: Internal Revenue Service 333 W. Pershing Street, Stop 6503, P5 Kansas City, MO 64108 Veterans eligible for a refund who did not receive a letter from DoD may still file Form 1040X to claim a refund but must include both of the following to verify the disability severance payment: A copy of documentation showing the exact amount of and reason for the disability severance

payment, such as a letter from the Defense Finance and Accounting Services (DFAS) explaining the severance payment at the time of the payment or a Form DD-214, and A copy of either the VA determination letter confirming the veteran’s disability or a determination that the veteran’s injury or sickness was either incurred as a direct result of armed conflict, while in extrahazardous service, or in simulated war exercises, or was caused by an instrumentality of war. Veterans who did not receive the DoD letter and who do not have the required documentation showing the exact amount of and reason for their disability severance payment will need to obtain the necessary proof by contacting the Defense Finance and Accounting Services (DFAS).

BUSINESS LETTER TO THE EDITOR

Want better business? Invest in public transit BY PAUL P. SKOUTELAS

Earlier this year, an Amazon executive called officials in Detroit to explain why the city had fallen out of contention for the retail giant’s new headquarters. The main reason? The lack of investment in Detroit’s regional public transit. The city doesn’t have enough downtown workers to fill all the jobs the headquarters would create. And without reliable public trains and buses, there’s no easy way for suburbanites to commute into Detroit without a car. The Motor City’s predicament isn’t unique. Inadequate public transportation networks are hampering the economic ambitions of dozens of American cities. Robust funding for public transit can help them get back on track. A reliable, well-maintained public transportation system is now a requirement for many businesses scouting for new locations. In 2014, for example, State Farm brought 3,000 new jobs -- and 8,000 total — to an Atlanta campus served by one of the city’s MARTA rail lines. Localities that have invested in public transit have seen those investments pay back in spades. In Chicago, home values along the city’s Brown Line -- which was reconstructed and modernized a decade ago — shot up 55 percent between 2000 and 2014. Higher home values and more development aren’t just good for residents -- they’re also good for city coffers, as they result in more property tax revenue. That’s certainly been the case in metropolitan Washington, D.C. Property values are 7 percent to 9 percent higher near Metro rail stations; that property delivers $3.1 billion in tax revenue a year. Unfortunately, as a nation, we have largely failed to learn from cases like these. Thanks to a lack of funds and resources, public transit officials have been forced to focus on repairs and maintenance, rather than on expanding economic opportunity with new transit networks. Cities are keeping trains and buses running beyond their normal lifespans. A 2015 report from the Department of Transportation found that over 30 percent of the tracks, bridges, and tunnels in the United States were in poor condition as of 2012. And the American Society of Civil Engineers gave the nation’s public transportation infrastructure a D minus -- the lowest grade given to any category of U.S. infrastructure. That neglect has real consequences for American businesses. In 2015, a record-breaking Boston snowfall buried the nation’s fifth most-used public transit system. As a result, Boston lost $40 million in revenue and recovery costs. Unless the United States clears its public transit project backlog, businesses will lose a collective $340 billion in sales by 2023. This dim outlook for public transit and the businesses that depend on it can be reversed. But making that happen will take a commitment from Congress. Congress’s 2018 spending bill was a step in the right direction. Passed in March, the measure included $1.5 billion in Transportation Investment Generating Economic Recovery grants (TIGER) and $2.6 billion in Capital Investment Grants. But there’s more to be done. Congress must ensure that its 2019 spending bill matches or exceeds those levels of funding. Lawmakers must also replenish the Highway Trust Fund, which pays for surface transportation projects will face a $20 billion funding gap by 2020. Ignoring these funding needs will cost us. Without the $90 billion needed to modernize our nation’s public transit system, America will forgo $109 billion in household income and 162,000 new jobs. By committing to rebuilding our nation’s public transportation infrastructure, Congress can make sure cities like Detroit are ready next time Amazon comes calling. Paul P. Skoutelas is the American Public Transportation Association’s president and CEO.

US IT Sector Adds an Estimated 9,600 Jobs in June, CompTIA Analysis Reveals The U.S. information technology (IT) sector added an estimated 9,600 new jobs in June, extending its current streak of employment gains to five consecutive months, CompTIA, the leading technology industry association, reported recently. For the year, IT sector employment has increased by an estimated 48,900, according to CompTIA’s analysis of the latest Bureau of Labor Statistics “Employment Situation” report. Thereport includes some contradictory signals in IT employment. While the IT sector added jobs, IT employment across all sectors of the economy was down 90,000 jobs.

“Despite the mixed bag of results in the tech labor market over the past several months, demand for tech talent remains strong,” said Tim Herbert, senior vice president for research and market intelligence at CompTIA. “There will always be a degree of volatility in BLS data from month-to-month. Over the long-term, we expect the growth trajectory to continue.” CompTIA’s analysis finds that June job growth occurred in four categories: • IT services, custom software development and computer system design added 6,000 positions. This category

www.thechicagocitizen.com

has grown by some 41,000 jobs through the first half of 2018. • Computer, electronics and semiconductor manufacturing increased by 5,100 jobs, including gains in the sub-categories of electronic instruments (+ 3,100) and semiconductors and electronic components (+ 1,700). So far this year tech manufacturing employment has expanded by 14,100 jobs. • Data processing, hosting and related services added 1,100 jobs, reversing May’s slight step back in employment. For the year, this category has grown by some 10,000 positions. • Other information services, including search portals grew by a modest 600 jobs.

Telecommunications employment declined by 3,200 positions in June. This category has shrunk by some 18,200 jobs so far this year; and has shed an estimated 30,700 jobs over the past 12 months. “This reflects the ongoing dynamic of telecom companies pursuing growth in new areas such as the Internet of Things, 5G and IT services, while contending with the maturing technologies and business models of the past,” Herbert said. Among professionals in the 28 U.S. cities surveyed, those in Des Moines, Cleveland, Philadelphia and Salt Lake City are most attracted by a bigger salary. In terms of gender, 47 percent of women would resign if offered more money elsewhere, compared to 40 percent of men. Whatever the reason for leaving, employees should have a good exit plan when parting ways with a company. ENTERTAINMENT Rafting Season on Colorado’s Arkansas River Remains Strong

A raft from a member of the Arkansas River Outfitters Association navigates a rapid on the Arkansas River in Central Colorado.

Run, river, run... That’s exactly what the Arkansas River is busy doing, even in what is perceived as a particularly dry season. Water levels are still ideal for whitewater rafting, all sections are open and business is good, according to members of the Arkansas River Outfitters Association (AROA). Surprised? That dreaded ‘D’ word – drought – is fueling rumors that whitewater rafting is having a tough time. Not at all, says Travis Hochard, Vice President of AROA. Quite the opposite. “We’re having a phenomenal year. We have half our rafting reservations still to go. We’ll operate through Labor Day as we

always do and fully anticipate great rafting then, too,” says Hochard. Several factors contribute to the area’s positive vibe. For starters, the Voluntary Flow Management Program (VFMP) kicked-off on July 1. Central Colorado’s ‘secret weapon,’ the VFMP, is an ingenious system to keep river recreation and fun flowing. In July and August when other rivers reduce to a trickle, the VFMP augments water flow levels using imported water released from area reservoirs. This model program is a collaborative agreement involving the Arkansas Headwaters Recreation Area (AHRA), the Bureau of Reclamation, the Southeastern Colorado Water Conservancy District (SECWD) and the Pueblo Board of

Water Works. It was originally initiated by AROA and Trout Unlimited. Recent afternoon monsoons are doing their part, too. “They’ve been nice and strong lately and that does a lot toward prolonging great water levels,” says Hochard. With 19 years in the rafting industry, Hochard says low water levels occur every year and guides have many strategies to make the most of varying conditions. “Rafting on this river is fun at all levels,” he adds. “It’s a strong season, especially for family fun. It’s perfect for kids. It’s also a great opportunity to try Stand Up Paddle Boarding and Duckies (inflatable kayaks).” Source: Arkansas River Outfitters Association

Universal Music Group To Expand Strategic Operations Within Africa

U

niversal Music Group (UMG), the world leader in music-based entertainment, recently announced a significant expansion in French-speaking Africa, with the launch of a new strategic division within French-speaking Africa markets with a focus on discovering and supporting local music talent in-order to maximize the commercial opportunities for artists and labels throughout French-speaking Africa to reach audiences globally. The team will be led by experienced music industry executive, artist manager and live promoter, Moussa Soumbounou, who has been appointed as MD, Western Africa effective immediately. Moussa Soumbounou will report to Olivier Nusse, CEO, Universal Music France and operate from a new Universal Music Africa (UMA) office in Abidjan (Côte d’Ivoire) and covering Benin, Burkina Faso, Burundi, Cabo Verde, Cameroon, Central African Republic, Chad, Comoros, Congo (Brazzaville), Congo (Kinshasa), Côte d’Ivoire, Djibouti, Equatorial Guinea, Gabon, Guinea, GuineaBissau, Madagascar, Mali, Niger, Sao Tome and Principe, Senegal, Seychelles and Togo. France and now globally.” Within French-speaking Africa, the new Universal Music team have also been highly active within the live sector over the past few months, organizing a Pan-African tour for French urban legend Niska, and French tours for African artists including Tenor. Universal Music Group is also working closely in partnership with parent company Vivendi, and several of its divisions including CanalOlympia, Vivendi Village, Canal+ and Havas to support and develop the live music industry ecosystem throughout the continent. This new division will work in partnership with existing UMG operations including North African territories and alongside key markets across English-speaking Africa that will offer artists comprehensive opportunities throughout the region and provide pan-African talent the best possible launch pad for wider international success.

In warm weather, everything is better done outdoors — from eating meals to entertaining guests. In fact, 88 percent of homeowners taking on landscaping projects upgrade outdoor living elements, such as furniture and heating features, to make spending time outside more comfortable, according to the Houzz 2018 Landscaping Survey. To embrace the trend, consider the following: ADD ‘LIVING ROOM’ TOUCHES Create a flawless outdoor retreat with comfortable lounge chairs and all-weather sectionals that look like they belong inside. Go all out with color and bold furnishings — shades of magenta and teal go perfectly with nature’s green elements. However, if you prefer neutrals, up the design factor with bright planters and accent pieces, or hang vibrant tiled artwork that can withstand the elements. If you have an indoor patio or pergola, hanging decorative curtains provides style, shade and privacy. Finalize the space with cushioned floor seats and activities, like board games and books, for the ultimate entertaining destination. INCLUDE A BEVERAGE STATION Have refreshments nearby with fun serving ware and a bar cart stocked with cocktail fixings — ice, lemons, olives, water and soda — along with fruit juices and colorful sugar to rim glasses so even the kids can get in on the merriment. Add pretty patterned glassware, umbrella stir sticks and a cocktail shaker to get the party started. www.thechicagocitizen.com

REFRESH COMMON AREAS Guests will access your home’s entryway and powder room. Spruce up these spaces with a fresh coat of paint or by simply repainting the trim a crisp white. This can completely transform your home, making it look brighter and feel larger. With the right tools, you can pull off this impactful project with ease. One of the most important tools you’ll need is a premium painter’s tape, like FrogTape brand painter’s tape, to protect walls and floors. Treated with PaintBlock Technology, FrogTape can be used on a variety of surfaces to deliver the sharpest paint lines for professional-looking results, allowing you to get the job done faster and eliminating the need for touchups — which means more time spent outside. To bring the elements of summer into your home, include accents like colorful throw rugs, fresh flowers and greenery. GO GREEN Create a peaceful sanctuary outdoors with fresh flowers and greenery. If you don’t have a green thumb, display low-maintenance verbena, lavender and decorative grasses in attractive pots. If you have minimal space, opt for a wall-mounted garden to add life and texture without creating a footprint. One easy way to do this is to repurpose an old wooden ladder and secure it to a wall. Succulents and herbs are easy to tend to and kids will love having a summer project to upkeep. Plus, nothing will impress guests more than clipping fresh herbs during your next cookout. University Church to Host Community Meeting On Affordable Housing University Church’s Affordable Housing Task Force Committee will hold a community meeting on affordable housing on Saturday, July 28th from 2pm to 4pm. The meeting will cover affordable housing on the South Side of Chicago, and the solutions that people who live throughout the

South Side community want to see. “Our goal is to hand the mic over to the community so that we can hear from them about their ideas on how to make affordable housing more of a reality. We as a faith community are concerned about issues of gentrification and people losing

their apartments and homes. We want to take our lead from the community on how best we can walk with them as they push for affordable housing solutions.” The meeting is free and open to the public. For more information please contact: ucaffordablehousing@gmail.com.

CPL Invites Teens To Imagine Doing More Chicago Public Library invites teens to participate in the 2018 Teen Summer Challenge, Imagine Doing More!, available now through September 1. CPL challenges teens to make a positive impact in their local environment, individually, in pairs or groups. Teens choose one environment to investigate and change (natural, neighborhood or social-emotional), and one of four possible actions (volunteering, creating campaigns, developing projects or coordinating programs). Learn more at chipublib.org/ImagineAtCPL. Teens are encouraged to sign up in-person at their neighborhood branch or online. The selfdirected challenge is easy for teens to follow with four phases of participation. Whether it’s pledging to reduce their carbon footprint, develop a blog, build a garden or create a photography exhibit, teens’ ideas and solutions for improving the environment will be shared and celebrated. Teens can potentially earn service-learning hours, see their work recognized on the CPL website, and develop experience relevant for college or a future job. “At CPL, we believe that empowering teens to investigate what matters most to them, and guiding them to develop ideas and solutions to make a positive impact on that area, leads to a deeper connection with their summer learning and helps builds self-confidence,” said Chicago Public Library Commissioner Brian Bannon. This year as part of the challenge, Imagine Doing More! invites teens to participate in partner institution challenges to improve the quality of their Chicago environment. All partner institutions will host Incubation Days at branches citywide to introduce unique real-world challenges for teens to solve, including: • Adler Planetarium: Reduce Light Pollution in Chicago! • Chicago Architecture Foundation: Design Your Neighborhood! • Chicago Botanic Garden: Defend Chicago’s

Native Pollinators! • Environmental Law & Policy Center: Improve the Air We Breathe! • WE: Make the World A More Inclusive Place! As part of CPL’s commitment to nurture learning for all ages, CPL teen librarians and mentors create engaging and welcoming spaces designed to develop teens’ 21st century skills through interest-driven programs. Teen participants gain access to state-of the-art technology and digital resources, and discover connections to college and career pathways. Programming, workshops, events and more take place year round at various CPL branches, including 12 dynamic YOUmedia locations. Designed to inspire collaboration and creativity, YOUmedia programs emphasize digital media, making and mentorship by engaging teens across a variety of core content areas including graphic design, photography, video, music, 2D/3D design, STEM and hands-on making. By the end of 2018, CPL will have 20 YOUmedia locations in branches citywide, including its flagship at Harold Washington Library Center, thanks to the support from Mayor Rahm Emanuel and the City of Chicago. Imagine Doing More! is made possible thanks to the generous support of BMO Harris Bank, Allstate, the Hive Chicago Fund at Chicago Community Trust, the Susan Crown Exchange, the Oppenheimer Family Foundation, and other generous donors to the Chicago Public Library Foundation. Imagine Doing More! is running now through September 1. Use #ImagineAtCPL and #CPLteens on social media to join the conversation and follow YOUmedia on Twitter (@YOUmediaChicago), Facebook (youmediachicago) and Instagram (youmediachicago). Rev. Jesse Jackson, Sr. honored during the HollyRod Foundation Design Gala with the “Matthew T. Robinson, Jr. Award of Courage” in Malibu, California In a poignant letter filled with hope and love, courage and the commitment to carry on, Rev. Jesse L. Jackson, Sr., announced to the world last year that he was battling Parkinson’s, “a disease that bested my father.” Since then, Rev. Jackson has shared his story of disease and determination countless times as he crisscrosses the country and navigates the globe in the crusade for peace and justice. “God continues to give me new opportunities to serve,” Rev. Jackson

wrote. “This diagnosis is personal, but it is more than that. It is an opportunity for me to use my voice to help in finding a cure for a disease that afflicts 7 to 10 million worldwide. Some 60,000 Americans are diagnosed with Parkinson’s every year.” On Saturday, July 14, 2018, Rev. Jackson was honored at the starstudded, celebrity-packed HollyRod Foundation DesignCare gala in Malibu, Ca., for his fight against Parkinson’s and his determination to continue serving and inspiring. The gala was a a fundraiser for the

foundation, dedicated to providing compassionate care to those living with autism and Parkinson’s disease. “Inspired by a father and a son,” HollyRod was formed in 1997 by actress, Holly Robinson Peete and her husband and former NFL quarterback, Rodney Peete, who were also married by Rev. Jesse Jackson, Sr. They share history, a commitment to social causes and to this cause, especially. Ms. Robinson Peete’s father, Matthew T. Robinson, Jr., like Rev. Jackson’s father, was “bested” by

Parkinson’s. The Peete’s eldest son, RJ, was diagnosed with autism. Rev. Jackson received the “Matthew T. Robinson, Jr. Award of Courage.” “I will continue to try to instill hope in the hopeless, expand our democracy to the disenfranchised and free innocent prisoners around the world,” Jackson wrote in his Parkinson’s announcement, adding, “As we continue in the struggle for human rights, remember that God will see us through, even in our midnight moments.”
