Steele joined more than 100 professionals representing over 40 companies, including the MWRD, for the Annual Science Works Career Fair at the Museum of Science and Industry. The Museum-wide career fair, with an array of dynamic speakers, handson activities and one-on-one discussions, brought young people and their families together to learn about interesting jobs in the science, technology, engineering and mathematics fields. Commissioner Steele also recently facilitated two workshop discussions at the Field Museum for the 2nd Annual Green Team Summit sponsored by Faith in Place, a non-profit organization empowering Illinois residents of all faiths to be leaders in caring for the Earth. U.S. Senator Tammy Duckworth (D-IL) recently met with the South Shore Chamber of Commerce and local business owners to hear their concerns on small businesses resources and discussed her future legislative priorities. Tonya Trice, who is the Executive Director of the South Shore Chamber of Commerce, said due to the upcoming Obama Presidential Center being added to the community, it is time to leverage resources on the local, state and federal levels. “There are plenty of opportunities available in South Shore, we just need resources,” she said. During the meeting, Trice explained that from 47th Street to 95th Street, almost a billion dollars annually leaves the Black community. “We have lost over 200,000 South Shore residents, but we’re hoping to recapture the revenue and re-invest it back into the community and create opportunities for people interested in future resources,” Trice said. Duckworth currently serves on the United States Senate Committee on Commerce Science and Transportation and the Environment & Public Works Committee. She also sits on the U.S. Senate Committee on Small Business & Entrepreneurship to support small businesses, which Duckworth says “are the engines of the economy.”

Local entrepreneurs said there’s a strong need for potential business owners to gain more knowledge and resources to start their own businesses. Trice said a lot of people don’t realize that the South Shore Chamber of Commerce provides small business owners with the essential skills necessary to start and grow a business. “We could use more technical assistance to get the word out a little more, but we connect businesses to capital and teach them how to write a business or marketing plan,” Trice said. “We also teach banking skills, market research and how to negotiate a commercial lease.” Recent reports, according to Trice, have shown that businesses which work with their local Chamber of Commerce save up to $3700 in their first year of business. Duckworth highlighted that when she served as a Congresswoman, she conducted several seminars and training events where small business administrations, banks and the local Chamber of Commerce trained entrepreneurs who were looking to start women and minorityowned businesses, adding, the process of creating a business is tricky. In the future, Duckworth pledged to hold additional seminars in the South Shore area on the local, state and federal levels. ALZHEIMER’S ASSOCIATION SURVEY REVEALS STRONG SUPPORT OF ILLINOIS MEDICAID FUNDING The 2017 State of Illinois Alzheimer’s Disease Survey released by the Alzheimer’s Association Illinois Chapter recently revealed the strong support among Illinois residents for prioritizing Medicaid funding to ensure proper care for those in Illinois affected by Alzheimer’s disease. “In Illinois alone there are 220,000 people living with Alzheimer’s disease and that number is projected to increase more than 18 percent by 2025,” said Erna Colborn, Chapter Executive for the Alzheimer’s Association Illinois Chapter. “We must ensure that our state focuses on a long-term course of fiscal stability, ensuring access to vital programs and services for those in Illinois affected by dementia.” Alzheimer’s is America’s most expensive disease to care for, with 2017 Medicaid costs exceeding $1.5 billion in Illinois alone. Of the 2,304 Alzheimer’s Association’s State of Illinois Alzheimer’s Disease Survey respondents, over half indicated that they or someone they know is currently covered under Medicaid. Due to the lack of a state budget, many senior services and resources have been, or were in jeopardy of being eliminated or greatly reduced throughout the last two years. Ninety-six percent of the respondents agree that the Illinois legislature should prioritize funding for Medicaid to ensure Illinoisans with Alzheimer’s disease receive the care they require. In addition to maintaining funding, 93 percent of survey respondents support higher reimbursement rates for Medicaid providers that care for those with dementia. Many Americans with Alzheimer’s receive healthcare under their state’s Medicaid program, however, Illinois’ Medicaid program has one of the lowest reimbursement rates in the country. These rates also do not adequately compensate providers for the higher cost of caring for individuals with Alzheimer’s and other dementias.

Democrats Call for FCC Oversight Hearing after POTUS Threatens Freedom of the Press

U.S. Senator Tammy Duckworth (D-IL) recently joined Brian Schatz (D-HI), Tom Udall (D-NM), Maggie Hassan (D-NH) and other Democratic members of the U.S. Senate Committee on Commerce, Science and Transportation in calling on Chairman John Thune (R-SD) and Ranking Member Bill Nelson (D-FL) to hold a hearing on President Trump’s attacks on the media, which pose a threat to the freedom of the press. The Senators also highlighted their concerns regarding Federal Communication Commission (FCC) Chairman Ajit Pai’s delayed response to the President’s efforts to interfere with the FCC television station license renewal proceedings – raising questions about the FCC’s ability to act independently. “The FCC Chairman’s failure to quickly respond and denounce these threats is shocking and raises questions about the ability of the FCC to truly act independently under Chairman Pai’s leadership,” the Senators wrote. “It is imperative that FCC Chairman Pai and his fellow Commissioners address this Committee and respond to the President’s stated desire for regulatory abuse of his perceived critics at the FCC.” The letter was also signed by U.S. Senators Ed Markey (D-MA), Richard Blumenthal (D-CT), Cory Booker (D-NJ), Catherine Cortez Masto (D-NV) and Amy Klobuchar (D-MN).

SBA Lending Activity in FY17 Shows Consistent Growth WASHINGTON – The U.S. Small Business Administration today announced fiscal year 2017 lending numbers showing increasing loan levels in small business lending through the 7(a) and 504 loan programs, as well as increases in lending to women, veterans and emerging communities. SBA approved over 68,000 loans in the 7(a) and 504 loan programs in FY17. These programs provided over $30 billion to small businesses. SBA’s flagship loan program, referred to as 7(a), provides small businesses with guaranteed loans covering the vast majority of small business needs including working capital, fixed and intangible asset financing, as well as refinance and export support through term and revolving loans. In FY17, the 7(a) program supported a consistent number of loans -- more than $25.44 billion combined across 62,430 loans. The SBA continues to streamline and improve access to its loan program for small loans and emerging communities, delivering more than $5 billion in smaller loans of $350,000 or less in FY17. 504 loans provide small businesses with long-term fixed rate financing to acquire fixed assets, and are available through Certified Development Companies (CDCs), SBA’s communitybased partners. In FY17, the 504 program remained at zero subsidy, and grew to $5 billion in loan volume. During FY17, SBA lending had a significant positive effect on businesses that have historically faced greater challenges in obtaining conventional loans. Minority business owners received a record combined $9.58 billion in 7(a) and 504 approved lending, or 31 percent of the SBA’s loan portfolio. 7(a) lending to women-owned businesses (both majority and

minority owned) grew in total dollar and volume. FY17 lending exceeded $7.5 billion, an increase of $298 million from FY16. FY17 504 lending to women-owned businesses reached $955.2 million, a $277 million increase over the previous fiscal year. Loans to veterans totaled $1.15 billion for 7(a) and 504 lending. There has been yearly growth in SBA’s loan programs, reflecting the important role of its lending partners. In FY17, SBA added 241 new lenders that have contributed to a healthy loan portfolio and one of the lowest loss rates in the SBA’s history. During the fiscal year, SBA launched its online lender referral tool Lender Match. Lender Match is an upgrade to LINC (Leveraging Information and Networks to access Capital). This tool helps connect small business borrowers with participating SBA lenders. Lender Match is available to all SBA 7(a) lenders nationwide, including nonprofit lenders that offer free financial advice and specialize in micro lending, loans in SBA’s Community Advantage program, and the SBA’s CDC/504 loan program. Lenders previously signed up for LINC will continue receiving referrals on the Lender Match platform. During FY17, the SBA approved 27,263 disaster loans for a total of $1.7 billion. That total includes 24,121 home disaster loans for a total of $1.3 billion, and 3,142 business disaster loans for a total of $296 million. The SBA processed 84,705 home loan applications and 10,882 business disaster loan applications—a total of 95,587 disaster loan applications processed. (BPT) - With temperatures becoming more comfortable, there’s a good chance Brooke Curran is logging miles on a run through her hometown of Alexandria, Virginia. Though her training often requires her to run dozens of miles each time she laces up, Curran wasn’t always a serious runner. In her mid-twenties, she was a stay-at-home mom with three young kids. She took up running then as a way to get out of the house and steal a few moments for herself each day. “Even if it was just a few miles a couple times a week, it gave me such a sense of accomplishment,” said Curran. Following the shock of September 11, 2001, she decided it was time to get serious about checking items off her bucket list, and right at the top was running a marathon. During one of her marathon training runs, Curran experienced shortness of breath and a painful burning in her chest. Having always considered herself pretty fit, she was concerned about the onset of these new symptoms and immediately made an appointment to see her respiratory specialist. He diagnosed her with asthma and exercise-induced bronchospasm (EIB). “People often think EIB and asthma are just the same thing. But even though the symptoms are similar, asthma and EIB are actually very different conditions,” said Dr. Purvi Parikh, a New York City-based allergist

and immunologist and national spokesperson for the Allergy and Asthma Network. “As runners begin to lace up their sneakers and get outdoors this time of the year, it’s important to know the difference. EIB symptoms are temporary and can be triggered by aerobic activity like running - while asthma is characterized by chronic inflammation of the large and small airways of the lungs. Many people with asthma also have EIB.” Though surprised by her diagnosis, Curran’s doctor reassured her that EIB is a treatable condition. After discussing her symptoms, Curran’s doctor prescribed an inhaler with a dose counter so that she could keep

track of how much medication she had left. To prevent EIB symptoms, Curran uses her inhaler 15 to 30 minutes prior to each workout or race, as directed by her doctor. Since then, EIB hasn’t stopped Curran from hitting her stride. Around the time of her diagnosis, she decided she wanted to unite two of her greatest passions - running and her local community - and launched the RunningBrooke Foundation. Since 2009, Curran has run over 100 marathons, including at least one on every continent - including Antarctica - and at least one in every state, to raise money for her foundation. To date, she has raised more than $1 million for at-risk and underserved kids in Alexandria. And Curran has no plan of slowing down, now that she is able to manage her EIB symptoms. “As I travel the world to compete, it’s crucial that I know how many doses remain in my inhaler and if I need to refill before I hit the road for my next run,” said Curran. “Thanks to my dose counter, I can keep track of the medicine that helps me keep running for the kids who need it most.” To learn more about the RunningBrooke Foundation, visit RunningBrooke.org. One Good Deed Deserves A Kick In The Pants

Have you ever had the feeling that any good deed you try is counteracted by a good swift kick in the pants? Last week a friend phoned, asking me if I could help a friend of his who was moving from Florida to Virginia and had nobody to help him. Immediately I agreed to help all I could. After hanging up my phone, I wondered what I had gotten myself into. I told him to have this person call me. I figured if he doesn’t call, I wouldn’t have to help. No sooner had this thought rambled through the little gray cells, then the telephone rang. It was this person requesting my assistance. On Sunday morning, an hour before services, this person showed up at church. He introduced himself and we got acquainted. “All I have,” he assured me, “are 25 boxes of books that I need to take to the post office so I can mail them to where I am going.” Well, I mused, this may not be as bad as I thought. On awakening Monday morning, I was trying to think of some way to graciously bow out of the whole mess. I have a problem pronouncing the word “no.” I’m thinking of consulting a speech therapist to help me. My watch told me I was running a little late. I wish my watch would tell me how to get out of such predicaments. But when I inquired, it didn’t give a tick. Then an idea burst in my noggin. If he said anything about me being late I will get mad, turn around and go home. Or, if he wasn’t ready to move the boxes when I got there, I would, in a huff, turn around and stomp off and go home. It’s been such a long time since I got mad or angry that

I wasn’t confident of my plan. But, I reasoned to myself, it’s worth a try. I found myself running about 45 minutes late. I was grinning to myself, thinking this would be enough to make him say something about my tardiness. I had the auspicious job of lifting every box from the truck up on to the dolly on the dock, several feet over my head. I was wondering while working, just why he asked for help. Really, this was not a two-man job. He could have done this quite nicely all by himself. Then the real reason slipped out from under a nearby rock where it had been hiding. “The school where I will be teaching,” he began, “will reimburse me for all my expenses in moving. But ...” I was now ready for the rest of the story. “But, I am a little short on cash and was wondering if you could help me? I’ll be glad to send the money back to you.” Then I got mad. I thought he wanted a hand up when in reality he wanted a hand out. Driving home I was reminded of what the Bible said, “And let us not be weary in well doing: for in due season we shall reap, if we faint not. As we have therefore opportunity, let us do good unto all men, especially unto them who are of the household of faith.” (Galatians 6:9-10). I remembered what someone told me once. Find Medicare Confusing? Start Here SPIRITUALLY SPEAKING: CONFIDENCE PLUS DISCIPLINE EQUALS POWER By James Washington (The Dallas Weekly, NNPA Member) I have two words for you today; confidence and discipline. Both of which, when viewed spiritually, exude Godly principles. Put this on the Holy Spirit, but discipline is an amazing thing. When applied to faith, be it natural or supernatural, the result is spiritual confidence. Spiritual confidence and discipline, without ego or arrogance, gives you an attitude of awareness and knowledge and dare I say power? The example I’d like to use is of those saints in the Upper Room, when the Holy Spirit came upon them on the day of Pentecost and instilled everyone there with well, confidence and discipline. These people ultimately came to demonstrate a level of faith that was used via the power and grace of God to spread the Word of God all over the world. If you look at the before and after of this Pentecostal happening, you’ll begin to see my point. Prior to this, the faithful were huddled in secrecy, being faithful to the belief that what Jesus had told them, was indeed true. God would send another. That ‘Other” turned out to be the Holy Spirit, who imbued them with more of what they already had. Now their confidence in the truth of Jesus, coupled with their discipline to spread that word, manifested itself in their ability to communicate the gospel to the world. The world has not been the same since. The question then becomes, in what is your confidence and discipline based? Where do you get the necessary power to have your gifts fortified? Does your faith give you the strength to acquire the discipline necessary to know what you should be doing in the Lord’s name and then do it? I believe the result is the power to know that you can do anything through Christ Jesus, provided you were called to do it. I also believe scripture illustrates to us that without spiritually based discipline, it is practically impossible to stand up to the trials and tribulations of life, but also impossible to withstand the temptations that seek to control our sometimes out of control behavior. The good news here is that wherever the Holy Spirit resides, change will occur, the right kind of change. Of those anointed in the Upper Room, many were faced with the opportunity to make their lives easier, if they would simply maintain the secrecy of their faith. Spiritually based faith and confidence gave each the power to boldly speak the truth. Remember Peter denied Christ three times without confidence. Some would call that cowardice. After Pentecost, he was buoyed by confidence and discipline. Power is the Word that comes to mind here. You remember Paul at Ephesus? “When Paul placed his hands on them, the Holy Spirit came on them and they spoke in tongues and prophesied.” Acts 19:6. Here, these twelve men were already baptized but knew nothing of the Holy Spirit. After, we are told, they began to preach the gospel. Can’t you see the power gained and their growing confidence? There is nothing restrictive about this kind of discipline. It is in fact quite liberating. They knew that they knew the same way we know that we know. It’s that change thing again. It’s called being set apart and not having to apologize or keep it a secret. I believe it lets us stand up as Christians in the face of criticism, adversity and temptation. We may still fall, but we will not fail because our infrastructure has been fortified. Let me be clear. I believe that discipline coupled with confidence invites the Holy Spirit to take up permanent residence in your soul. It’s what I’m looking for and what I’m praying for, for me and for you. And look out world when that happens. Like someone once said to me, I’m a different kind of soldier. Believe it or not, so are we. May God bless and keep you always. (BPT) - Navigating Medicare can be challenging. In fact, according to a 2017 UnitedHealthcare survey, nearly 40 percent of Medicare beneficiaries find the program confusing. Learning the basics can help you cut through the confusion and make an informed decision about which coverage option may be the right fit for you. Here’s a quick guide to five important Medicare terms to help prepare for the upcoming open enrollment period. What is open enrollment, you ask? Well, read on. 1. Open Enrollment Period If you are already enrolled in Medicare and want to make changes to your health plan, you can do so during the annual open enrollment period, which runs from Oct. 15 to Dec. 7. For most people, this is the one opportunity each year to make changes to your Medicare coverage. Changes made during this year’s open enrollment period take effect on Jan. 1, 2018. 2. Original Medicare Original Medicare is made up of Part A and Part B and is offered by the federal government. Simply put, Part A helps cover services such as inpatient care at a hospital or a skilled nursing facility. Part B helps cover doctor’s office visits and outpatient physical and occupational therapy services.

According to Dr. Efrem Castillo, Chief Medical Officer for UnitedHealthcare Medicare & Retirement, “Original Medicare generally covers 80 percent of health care costs, leaving you responsible for paying the remaining 20 percent. It also does not have an out-of-pocket maximum, meaning that if you have unexpected health care costs, you could end up with a hefty bill.” Original Medicare does not cover things like prescription drugs, long-term care, hearing aids and the exams needed for fitting them, or routine dental or vision care. 3. Medicare Advantage Medicare Advantage plans, also known as Medicare Part C, are offered by private insurance

companies. Medicare Advantage plans combine Medicare Parts A and B into one plan (which means you only need to carry one card), and can offer additional benefits such as vision, hearing, dental and even gym memberships. Most plans also provide prescription drug coverage. In addition to the all-in-one coverage, Medicare Advantage plans also have an annual out-of-pocket maximum, making it easier for you to estimate your health care costs, even when facing an unforeseen health event. 4. Medicare Supplement Insurance (Medigap) A Medicare Supplement policy is also known as Medigap and is offered by private companies. It can help pay for some things not covered by Original Medicare, such as copays, coinsurance and deductibles. Medigap plans typically have a higher monthly premium but little or no outof-pocket costs when you access care. However, Medigap plans don’t cover prescription drugs, so you would need to enroll in a separate Part D plan. 5. Medicare Part D Medicare Part D helps cover prescription drugs. Castillo explains, “You have two options for prescription drug coverage. Either enroll in a standalone Part D plan, or you can get drug coverage through most Medicare Advantage plans.” Make sure that the plan you select covers the prescription medications you need. (BPT) - There was a time you could run a small business with a bank account, a telephone, an internet connection and some sort of physical base. These days, cybersecurity has been added to this list as a necessity nearly every small business owner needs to consider. This is especially true for small businesses such as law offices or accounting firms that deal with a client’s highly sensitive information. Despite recognizing the need for effective IT security to guard against the next cyberattack, 83 percent of businesses say organizational difficulties put their company at risk, according to a global survey conducted by Citrix. In addition, 74 percent of businesses say they need a new IT framework to improve security and reduce risk. Because of the highly technical and complicated nature of cyberattacks, many small business owners don’t understand the enormity of these threats, and most learn the hard way. For example, Dr. David Krier, whose Volunteer Voyages lost over $14,000 through fraudulent withdrawals, learned that banks do not always offer protection against these attacks. His organization was not reimbursed for the money the cyberthieves stole. The situation is not improving. Recently, CBS reported a drastic rise in phishing scams. In 2017, 200 organizations were victims of a phishing scam that resulted in the theft of the data of several hundred thousand employees. “Because most of the news coverage happens when big companies like Equifax or Target are attacked, many small business owners mistakenly believe that only larger companies are at risk of a security breach,” says Nate Spilker, vice president, product management at Citrix. “The fact is, the majority of cyberattacks will have a detrimental impact on small businesses if they do not have a cybersecurity plan in place.” Cybersecurity is a

very real and very serious matter, but the more you know about it, the better you can prepare against an attack. These seven steps lay the groundwork for establishing an advanced and cost-effective way for small businesses to better guard against the ever-present reality of a cyberattack. 1. Assess current security tools Your company’s data is only as safe as the technology it employs. Instead of thinking how well protected you are, consider bringing in an outside consultant to expose your vulnerabilities. This will help you to honestly analyze the current tools your company uses and understand where you can improve. 2. Invest in staffing It can be challenging for a small business to hire new employees. But because the cyber threat is so real and potentially devastating, hiring knowledgeable and experienced security personnel might be the most important step you can take to protect your business. 3. Encrypt your data You may trust your personal photos and music to the web, but your business’s and your clients’ data raises a whole other host of concerns. Many businessclass cloud services employ encryption technology, which transforms data in an indecipherable code that can only be opened with

a specific key as it travels between secure destinations. 4. Think beyond passwords It’s safe to say most people are unable to remember all their passwords. Not only are passwords cumbersome, but poor password practices can create major security problems. In fact, 91 percent of security professionals think passwords will be a thing of the past within a decade. Many security experts now recommend user authentication technology to make protecting data both easier and more effective. 5.
