Those are just some of the more than 300 new laws that take effect in the new year.
The minimum wage increase is actually the result of a 2019 law that phases in a state minimum wage to $15 an hour by 2025. This year, it will increase by one dollar to $12 an hour.

It applies to residents of housing units that are designated as affordable housing for low- and very-lowincome families. The bill passed both chambers in its final form on May 30 and Gov. JB Pritzker signed it into law Aug. 6.
Giannoulias was in Belleville Tuesday to promote the initiative and highlight a $2.5 million grant to the Metro East Auto Theft Task Force, which brings together law enforcement agencies from Madison, Monroe and St. Clair counties.
Other departments have received funding as well, including the Expressway Safety Enforcement Group, which received $10.2 million. It’s the first fiscal year in which funds for the enforcement group were approved through the council. A spokesperson for Giannoulias said the enforcement group was an initiative of the Illinois State Police.
Other new laws include:

Vehicle taxes: SB58 raises the private vehicle tax, which is a sales tax paid on the purchase of vehicles, by $75 for each model year where the purchase price is less than $15,000 and by $100 for vehicles priced above that amount. However, the registration fee for trailers weighing less than 3,000 pounds will drop to $36 instead of $118.
In a March news release announcing the funding, ISP Director Brendan Kelly said the effort to patrol expressways “brings together the full force of patrol, investigations, license plate readers, air operations, and other assets.”
The Illinois Statewide Auto Theft Task Force received $3.4 million. That unit was established in 2019 and is based out of the south Chicago suburb of Thornton.

The Metro East task force was relaunched in 2019 after its state funding was cut in 2014 in the lead-up to a two-year state budget impasse that led to drastic cuts across state government. The task force, based out of the St. Clair County Sheriff’s Department, has since received annual funding from the secretary of state’s office.

College admissions: HB226, establishing the Higher Education Fair Admissions Act, prohibits public colleges and universities from requiring applicants to submit SAT, ACT or other standardized test scores as part of the admissions process, although prospective students may choose to submit them if they wish.
The task force has a heavy Secretary of State Police presence, giving it statewide authority, according to Giannoulias’ spokesperson Henry Haupt.
That unit recovered 1,400 stolen vehicles valued at $33 million over the 12-month period ending in July, which marked an 84 percent increase from the previous year, according to Haupt. The task force’s work led to 426 auto theft-related criminal charges over the same period.

The grants were allocated by the Illinois Vehicle Hijacking and Motor Vehicle Theft Prevention and Insurance Verification Council. Lawmakers in Springfield created the group in 1991 under the authority of the Illinois Criminal Justice Information Authority. According to the council’s website, between 1991 and 2014, the annual number of motor vehicle thefts in Illinois dropped 70 percent from 75,214 to 22,854.
In March 2015, ex-Gov. Bruce Rauner issued an executive order freezing state grants for that fiscal year, which meant the council had no money to distribute.
Drug prices: SB1682 requires pharmacies to post a notice informing consumers that they may request current pharmacy retail prices at the point of sale.
Capt. Matt Jany of the Metro East task force said Tuesday when funding was cut, “everybody realized that there was actually a void and a need for this task force.”
In 2018, lawmakers gave the secretary of state authority over the council, and the General Assembly began allocating funding again in 2019.
In May 2022, lawmakers expanded the council’s scope to emphasize vehicular hijacking prevention, and the General Assembly allocated another $30 million to supplement the fund’s $21 million balance as part of a broader election-year budget package aimed at addressing crime. Otherwise, the funding for the council’s grants primarily comes from an annual $1 assessment on car insurance policies.

FOID card changes: HB562 enacts several changes to the Firearm Owner Identification card law. Among other things, it provides for a streamlined renewal process for FOID cards and Concealed Carry Licenses for people who voluntarily submit fingerprint records. It also allows the Illinois State Police to issue a combined FOID card and Concealed Carry License to qualified applicants, and it establishes a new Violent Crime Intelligence Task Force to take enforcement action against people with revoked FOID cards.
Another $1.8 million was allocated to the Tri-County Auto Theft Task Force, which is based in Joliet and focused mainly in Will, Kankakee and Grundy counties. It also covers Kendall County and recently expanded into Iroquois County. The unit was launched in the early 1990s but it also lost funding amid the budget impasse.
The Greater Peoria Auto Crimes Task Force received $2.1 million, a new allocation for the fiscal year according to Giannoulias’ office. It is run through the Peoria Police Department in partnership with the SOS Police, which gives the unit statewide jurisdiction.
An SOS spokesperson said Peoria previously had a unit called the State and Local Auto Theft Enforcement Task Force, but it lost funding amid the budget impasse.

The Chicago Major Auto Theft Investigations, run through the Chicago Police Department, received $1.5 million. Crime statistics from CPD show motor vehicle thefts in that city from January through mid-August are up 104 percent from one year ago. CPD has logged 19,062 motor vehicle thefts through Aug. 14, up from 9,346 over the same period in 2022.

He was joined by state officials, Chancellor Robert Jones, students, and faculty to celebrate the back-to-school season and wish students, teachers, and families across Illinois a successful year ahead.
“It’s been my mission as governor to make higher education more affordable for every Illinoisan, no matter their background. And I couldn’t be prouder to say we’re doing exactly that,” said Governor JB Pritzker. “By restoring public funding directly to our universities, we’re eliminating the need for major tuition hikes, so students know what to expect semester after semester.”
During the event, Gov. Pritzker shared his administration’s recent FY24 budget investments to improve college affordability. This includes increasing funding for the Monetary Award Program (MAP) to an all-time high, ensuring awards for all eligible applicants. With these new investments, every student at or below median income will be able to attend community college for free in Illinois. The budget also included an additional $115 million to in-state scholarship funding, bringing the total amount to a record-breaking $750 million.
Gov. Pritzker also highlighted notable investments that will directly impact students attending institutions within the University of Illinois system, including a total state investment of $632 million ($41 million more than FY23). Other public universities across Illinois will also see funding increases, as the investments for higher education institutions grew by 7%, the largest increase in more than 20 years.
The Pritzker Administration is also investing in higher education infrastructure through the historic Rebuild Illinois Capital Plan. Campuses across Illinois will see nearly $2.8 billion dedicated to public universities and community colleges. The U of I system specifically will receive $504 million of those allocated funds.

8 flour tortillas (6 inches each)
1 cup Monterey Jack cheese, shredded
2 tablespoons olive oil

Prepare rice according to package directions; add collard greens and corn to water during last 5 minutes.
Preheat oven to 450 F. Drain rice and vegetables; transfer to saucepan. Stir in black beans, pumpkin puree and taco seasoning.
Spoon 1/3 cup rice mixture into center of one tortilla; sprinkle with 2 tablespoons Monterey Jack cheese. Roll up tightly. Place seam side down on parchment paper-lined baking sheet. Repeat with remaining tortillas, filling and cheese. Brush taquitos with olive oil; sprinkle with remaining cheese.
Bake 10-15 minutes, or until tortillas are crisp and cheese is melted.
Serve taquitos with sour cream, salsa and guacamole for dipping. Garnish with fresh cilantro.

In medium bowl, combine ricotta, egg, 1/4 cup Parmesan cheese and Italian seasoning.
Place 1 cup sauce in bottom of 2-quart baking dish. Spread half of quinoa evenly over sauce. Top with half of ricotta mixture. Top with 1 cup sauce. Sprinkle with 1 cup mozzarella. Repeat layers, finishing with remaining mozzarella and Parmesan cheese.

(StatePoint) With cold and flu season upon us, it’s time to protect yourself, not only from those seasonal threats, but also from other health risks.
“During the holidays, our lives get very busy with family and friends,” said Dr. J.B. Sobel, chief medical officer for Cigna Healthcare’s Medicare business. “Before then, please take time to ensure you get the preventive care you need to stay healthy.”
Preventive care is critical for everybody, but particularly for older adults, and especially in fall when risks can increase, Sobel said. Recommendations vary based on age, gender and health status, but the following are some of the most common for seniors, according to Sobel.
Vaccinations
There are a number of vaccines older adults need to consider to protect themselves. Flu and pneumonia, for example, are among some of the most common causes of senior deaths. There is no “onesize-fits-all” approach to vaccination. Timing and frequency vary, depending on your health history. Ask your health care provider which vaccines are appropriate for you.
• Flu. This vaccine is administered annually, generally before the end of October, and is designed to match the latest circulating flu strains.
• Pneumonia. Administration varies based on health history. If you’re 65 or older and you’ve never had the vaccine before, then you’ll likely need two shots, which are administered a year apart.
• Shingles. The Centers for Disease Control and Prevention (CDC) recommends two doses of the shingles vaccine for healthy adults aged 50 and older, spaced two to six months apart, to prevent shingles and related complications.
• COVID-19. Ask your doctors about current recommendations for prevention of COVID-19 infections.
• RSV. Earlier this year, the Federal Drug Administration approved two separate vaccines to address respiratory syncytial virus (RSV) in older adults. RSV, a common respiratory infection, usually causes mild, coldlike symptoms, but can be more severe in older adults and children. Talk to your doctor about whether you should get an RSV vaccine.
Health Screenings
The following health screenings are commonly recommended for older adults.
• Mammogram. Breast cancer is the second leading cause of cancer death in women in the United States, according to the CDC. Every woman is at risk, and risk increases with age. Fortunately, breast cancer can often be treated successfully when found early. The U.S. Preventive Services Task Force (USPSTF) recommends women 50 to 74-years-old at average risk get a mammogram every two years.
• Colorectal screening. Colorectal cancer risk increases with age. Screenings can find precancerous polyps early, so they can be removed before they turn into cancer. The USPSTF recommends colorectal cancer screening for adults age 45 to 75. Though colonoscopy is the most comprehensive test, there are other options you may consider with the help of

your provider.
• Bone density scan. USPSTF recommends women aged 65 and older, and women 60 and older at increased risk, be routinely screened for osteoporosis, a disease in which bones become weak and brittle. Screening may facilitate treatment that helps prevent fractures.
• Eye exam. Routine eye exams can identify early signs of eye disease that are more likely as people age. People with diabetes in particular are prone to retinopathy, which leads to vision loss. It’s recommended that people with diabetes have annual retinal screenings.
• Mental health checkup. Many people experience seasonal depression during fall. Mental health is strongly linked to physical health. Talk to your health care provider about both, including your personal and family history. They can connect you with additional mental health resources.
To prevent unpleasant surprises, Sobel suggests talking with your health care provider, pharmacist or insurer about preventive care costs. Fortunately, costs are often covered fully by Medicare or Medicare Advantage, he said.
