South Carolina women who participated in a nationwide survey on access to reproductive health care said the rapid expansion of crisis pregnancy centers (CPCs) is a challenge and barrier to care across the Palmetto State. CPCs often market themselves as health care providers to attract women who need reproductive health care, but critics say they are really trying to steer people in need from abortion care or certain forms of contraception, according to the Washington, D.C.-based Urban Institute. The organization conducted a Reproductive Health Experience and Access Study (RHEA) earlier this year. A third of the South Carolina women who responded said they’ve gone without reproductive health care since the U.S. Supreme Court ruled in 2022 that the U.S. Constitution does not guarantee a woman’s right to an abortion. That decision in the Dobbs case overturned the landmark Roe v. Wade, which protected a woman’s abortion rights. In South Carolina, the new Fetal Heartbeat Act now bans abortions after the sixth week of pregnancy. A South Carolina woman has joined with Planned Parenthood to sue for a longer time period. Since that Dobbs decision, CPCs began to appear across the state. CPCs are often operated by anti-abortion, non-medical or religiously affiliated groups, according to the South Carolina women who partici-

pated in focus groups following the RHEA survey. Social service agencies also often partner with CPCs for diaper resources, they added. Some people who responded during the institute’s focus groups in South Carolina said CPC staff and volunteers often protest outside abortion clinics to prevent patients from keeping wellness appointments and receiving care. The institute’s RHEA study team visited South Carolina in fall 2025, conducting interviews with policymakers, health care providers and advocates. They held three focus groups with a total of 21 women ages 18 to 49. Of the 34 CPCs in the state, four are in the tri-county area. During the 2024-25 fiscal year, the South Carolina legislature appropriated $3 million in fund CPCs through the S.C. Association of Pregnancy Care Centers.

Misleading with an agenda

The CPC marketing as a health-care provider is so sophisticated that its service agenda can be misleading even for someone who is well-versed in abortion policy or reproductive health care, said Alaisha Verdeflor, a research associate in the institute’s health policy division. Verdeflor cautioned that CPCs “are not medical facilities, they are not regulated, and they are not legally subjected to privacy standards.” The money that South

Carolina spends on CPCs, she added, could fund high-quality reproductive health and maternal health services. Focus group participants also said South Carolina has a shortage of OB-GYN providers with many counties lacking obstetricians completely. People who were interviewed expressed concern that providers were leaving the state or choosing not to complete medical training in South Carolina because of the restrictive abortion policies that were implemented following the Dobbs decision. South Carolina also has not expanded Medicaid eligibility to childless adults under the Affordable Care Act. Researchers have observed people who are uninsured are more likely to experience unmet needs to care and barriers to health services. Reproductive health care includes pelvic exams and screenings for cervical cancer, care for irregular or painful periods, fertility assistance, gender-affirming and menopause symptoms care. Over the summer, the institute mailed a new round of surveys that asked mostly the same questions as the first survey. It went to a different group of women nationwide, said Emily Johnston, the study’s co-principal investigator. “We anticipate that we will hear (back) from between 2,500 to 3,000 people in South Carolina,” she added. Those results are expected to be known in the spring or summer of next year.

Historian and educator Kellie Carter Jackson, a nationally recognized scholar who explores abolitionism, the Civil War and political violence, will be the keynote speaker at the 9th Slave Dwelling Project (SDP) Conference that begins Thursday in North Charleston. Carter will speak at 7 p.m. Saturday in the ballroom at the Embassy Suites by Hilton Charleston Airport Hotel and Convention Center. Jackson, the author of We Refuse: A Forceful History of Black Resistance, is the Michael and Denise Kellen ’68 Associate Professor in the Department of Africana Studies at Wellesley College in Wellesley, Mass. During an opening reception on Thursday, SDP founder Joseph McGill Jr. and Charleston City Paper senior editor Herb Frazier will discuss their Jackson forthcoming book, Divided Loyalty: Uneven Paths to Freedom during the Revolutionary War in South Carolina. Evening Post Books is scheduled to release the book in October. Aunt Pearlie Sue and the Gullah Kinfolk will also perform during the reception. The conference, which is held every two years, is themed “250 Years and Counting: Reckoning, Resilience and Remembrance.” More than 30 academics, writers and researchers will present colonial-era scholarship on people of African descent in South Carolina and other colonies. The conference, which concludes Saturday, also includes a harbor tour and an overnight sleepover outside of the International African American Museum. From 1708 when Black people “became the majority population in South Carolina, their presence has factored in significantly to this nation’s history,” said McGill, a Ladsonbased historic preservationist and Civil War reenactor. Since launching SPD in 2010, McGill has conducted more than 250 overnight stays in former slave dwellings in 26 states and the District of Columbia. More: slavedwellingproject.org

Council pumps brakes on new pickleball courts By Skyler Baldwin Charleston City Council on Tuesday deferred a proposal to build four new pickleball courts at Parkshore Park in West Ashley after hearing complaints from neighbors. The measure will be taken up again at the next council meeting on Oct. 13. The biggest worry: noise. (Ping-ping.) Pickleball courts are notoriously loud and obnoxious to those who aren’t involved in the sport, people said at Tuesday night’s city council meeting. And while the pickleball community may enjoy more courts, others would be left on the sidelines. District 3 Council member Jim McBride commented on a new sport rising in local popularity that makes less noise — padel, which the Charleston City Paper recently profiled. “The pickleball community will want to impeach me for saying this, but padel courts are much quieter, the ball is quieter and it’s built with plexiglass walls to keep all that sound in,” he said. “And I think it’s a lot more fun.” The proposed pickleball court project also called for demolishing some existing park amenities to make way for construction. It is not yet clear which amenities could see the ax. Council members have about 30 days to decide whether to accept a contract for the project. Rebidding later could result in higher costs. In the meantime, council members said they planned to host community meetings to discuss potential noise mitigation plans with the neighborhood and hear other concerns. To find a court, West Ashley residents have to make the five-to-10 minute drive to Lenevar playground, a small area tucked in a neighborhood between Old Towne and Ashley Hall roads. The Parkshore project is estimated to cost about $400,000. Approval of the con-

tract would immediately obligate the city to $255,956. The cash would come from the city’s general reserve fund.

City to take over more pothole repairs

Charleston Mayor William Cogswell announced Sept. 16 that the city intends to sign an intergovernmental agreement with the S.C. Department of Transportation (SCDOT) to allow the city expanded authority to repair state-owned roads. “It all comes down to the same goal: making our roads work better for the people who use them every day,” Cogswell said. “We’re cutting through red tape with our state and regional partners to get it done.” The announcement came at the first of five planned State of the City addresses, which city officials are visiting neighborhoods across the city through mid-November. Last week’s address was at West Ashley High School. Future stops include James Island, Johns Island, Daniel Island and the peninsula. Charleston’s roads are a patchwork owned by the city, county and state. Responsibility for upkeep has long been a thorn in city leaders’ plans to maintain public infrastructure. About half the roads in the city, including some of its most-used corridors, are owned and maintained by the state, which has prevented city crews from conducting regular and timely maintenance. With the new agreement, the city will be able to fix between 20 and 30 potholes per day, Cogswell said. The repairs will additionally be made possible by adding a second repair crew and truck dedicated to the work, funded by $2 million in excess revenue from increased hotel and business license fees. The city is also planning to launch a dedicated pothole hotline in early 2027, Cogswell said. The hotline will give residents a direct line to report potholes for repair.

A Mount Pleasant woman on Sept. 18 reportedly caused a disturbance at a Houston Northcutt Blvd. coffee shop over the “vibes” she got in the store. According to a police report, the woman said when she entered the shop, her “hair gets knotted,” and when they pour drinks, her “body tingles.” Store employees told police they wanted her banned from the store, but officers were unable to find her in the area — err, in the aura. One last marg? North Charleston police on Sept. 9 arrested a man for suspected driving under the influence on Rivers Avenue. After pulling over his vehicle, police spotted “multiple” open canned margaritas in the vehicle, and the driver admitted to being drunk behind the wheel. Come on, boys, summer is almost over! Let a man have his one last hurrah. Rocking out Mount Pleasant police are investigating a reported Sept. 13 theft after a woman told officers someone stole a rocking chair from the back of her friend’s pickup truck somewhere between buying the chair, going shopping and getting home. Police eventually labeled the report as unfounded, since there was no evidence of an actual theft aside from the missing chair. Probably unrelated, but we found this cool chair on the side of the road the other day! South Carolina needs to get better handle on Big Brother’s license plate cameras C

ommunities across the country are using a shiny law enforcement toy for the first time — automated cameras that record video and read license plates. But there’s growing concern about their misuse in some law enforcement circles and how they can lead to things just going plain wrong. Back in October, Florida authorities arrested a 24-year-old woman on charges of killing three people in a late-night hitand-run accident on Interstate 4. The problem? It wasn’t her. Her black Dodge Durango passed a Flock-brand camera two minutes before the crash. Witnesses told police that the vehicle involved was maroon. Maroon paint was found at the scene. Callers to 911 offered a partial plate number that didn’t match the woman’s black Durango, which also had no damage on it. But none of that evidence carried the weight of the misinterpreted info from the Flock camera. Troopers were in the woman’s bedroom at 4:45 a.m. and arrested her. She spent 13 days in jail. Charges later were dropped and another person was charged. But the slack police work on the night of the tragic wreck fueled by overreliance on an AI-driven automated camera tool caused the 24-year-old to lose her job and have continuing panic attacks. It’s time to weigh the value of a new tool with how it can hurt innocent people in society — and make them feel like their privacy is vanishing. Last month, Florida revoked automatic license plate readers (ALPRs) on state rights of way following continuing reports of “misuse, data privacy concerns and surveillance schemes,” according to one story.

The national backlash over ALPRs has flowed into South Carolina, which has been using Flock brand cameras for a few years. They’ve been used to track protesters, according to the ACLU. And there are reports that law enforcement officers in Greenville and Colleton counties, as well as in Mauldin, Greer and Sumter, have used ALPRs to stalk people. Some have been fired. People in South Carolina — and across the nation — are rightly concerned about the cameras being used to expand into a national surveillance system, instead of as tools to develop leads that can augment real police work to stop crimes. According to DeFlock.org, which operates a crowd-sourced website that tracks ALPRs, there were more than 142,000 ALPRs in use in the United States as of Sept. 22. South Carolina is home to about 2,000 ALPRs, with the highest concentrations in metropolitan areas. By Sept. 16, the use of Flock and similar cameras so vexed Oconee County Council that it became the first county in the state to ban their use through an ordinance to protect people from mass surveillance. The city of Greer also has suspended use of the cameras. According to S.C. Public Radio, South Carolina does not have a statewide law regarding the use of ALPRs. There’s no cap on how long data can be kept, no penalties for misusing the cameras and no warrants are needed to access it. There is, in fact, very little oversight and few guardrails on these AI-driven automated cameras. In January, state lawmakers should get involved and consider limiting their use as Florida did — especially since we don’t want innocent people victimized and thrown in prison like the woman in Florida.

CHECKLIST of community objectives

We encourage community leaders to act on these audacious priorities: 1. Deal with the water. Build a strong resiliency plan to harden infra structure and make smart climate change decisions about develop ment, roads and quality of life. 2. Fix roads, traffic. Repair and improve roads and reduce traffic. Speed up alternatives, including more public transportation. 3. Be smarter about education. Inject new energy into the broken Charleston County school board by focusing on kids, not national mantras. 4. Conduct public business in public. Be transparent in public business. Stop the secrecy. 5. Invest in quality of life. Build more parks. Have more festivals. Invest in infrastructure that promotes a broad sense of community. 6. Engage in real racial conciliation. If we embark on more conversations and actions on racial reconciliation, our community will strengthen and grow. 7. Develop fewer hotels, more affordable housing. Make Charleston a more affordable place to live for everyone. 8. Develop Union Pier at scale. Let’s not put ship-sized buildings on the coveted Union Pier property downtown. Instead, make what comes appropriate. 9. Build and follow a 50-year plan. Plan for the county’s long-term future and follow the plan. 10. Pay people more. Pay a living wage. Push South Carolina lawmakers to set a real minimum wage.

T’S HARD for Democrats not to hear the hopeful echoes of 2018 in this year’s 1st Congressional District race between Republican Charleston County Council member Jenny Costa Honeycutt and retired Admiral Nancy Lacore. Once again, the coastal Lowcountry seat is open, and Democrats have nominated a moderate candidate who can raise money and connect with voters. Once again, President Donald Trump is struggling in the polls. And once again, a blue wave appears to be gaining sufficient force to wash away a Republican majority in the U.S. House of Representatives. The last time those stars aligned, Joe Cunningham won a nailbiter to become the first Democrat to represent the district since Jimmy Carter was in the White House. But as Winthrop University political scientist Scott Huffmon told the Charleston City Paper this week, this year’s anticipated blue wave is facing a significantly higher Republican seawall along the Palmetto State coast following the GOP-controlled 2022 redistricting. “Joe Cunningham won the seat in 2018, but the district lines changed after that,” Huffmon said. “And the two elections since then have been Republican blowouts.” The size of those blowouts? Fourteen points in 2022 and 17 points in 2024, though Democrats argue that the natural Republican lean of the district is more like six-to-eight points by registration. Either way, Democrats would have to make up real ground to take the seat. “Gerrymandering is amazing insulation against waves,” Huffmon noted dryly. Nevertheless, Huffmon said, midterm elections are famously treacherous for the party in power, and Trump’s current political problems are real. “People are very concerned about affordability, and we’re seeing real concerns about the Iran War as well,” Huffmon said. “So Honeycutt definitely has the advantage, but a lower probability for Lacore doesn’t mean no probability. And ‘lightning in a bottle’ happens somewhere in every election season.” Still, elections aren’t just about structural forces like waves and gerrymanders. They’re also about people — specifically, the people running for the office. And with that in mind, the City Paper asked both major party candidates to share their stories — who they are, what shaped them and what they hope to do if elected. Here’s what they had to say.

Honeycutt: A ‘Lowcountry girl’ Jenny Honeycutt describes herself as an attorney, a small businesswoman, a wife and a mom. And very much a child of the Lowcountry. “I’ve been down on James Island all my life,” Honeycutt said. “It’s the community I love — where I’ve raised my kids, started a business and served on county council. And being from here really matters to me.” Asked to name the three issues that matter most to her, she quickly ticked off the economy and national debt, securing the border and improving the Lowcountry’s quality-of-life, particularly in terms of infrastructure. And while she offered specific policy proposals to address each issue — for instance, directing the income from federal assets toward deficit reduction — she also emphasized the importance of making political friends. “For too long, this seat has been occupied by members who weren’t focused on building relationships with their colleagues in the people’s house,” she said. “But that’s what it takes to get things done.” In keeping with that approach, Honeycutt said one of her first priorities would be to win a seat on the House Appropriations Committee, where most

federal dollars originate. “That’s an important place, and it’s been ignored by the anti-earmark candidates who’ve held this seat,” she said, name-checking several local infrastructure projects that need federal funding. “It’s time for the residents of the 1st District to start getting back what they’re paying in.”

When a line on your resume reads “Admiral, United States Navy,” a lot of other things can fade into the background. But when you ask Nancy Lacore of Mount Pleasant about her life, she talks about her family. “We have six kids,” she said, a note of pride evident in her voice. “I have a son in the Marine Corps, a daughter who’s a police officer, other daughters studying nursing in college. We’re a very service-oriented family.” It was that spirit of service, she said, that first led her to become a Navy chopper pilot and now, a candidate for Congress. “I was 18 when I went into ROTC and then spent 35 years in the Navy,” she said. “So when my career got cut short, I just realized I’m not ready to stop serving.” Lacore is one of more than 20 highranking U.S. military officers who’ve been forced out by U.S. Defense Secretary Pete Hegseth for reasons the Trump administration has never made clear. “I was never given a reason,” Lacore said simply. “In fact, he didn’t even tell me directly.” As a result, Lacore found herself executing her retirement plan early, relocating to the Lowcountry to live near family that was already here. Since then, she said, she’s been listening carefully to Lowcountry residents, and her top three priorities if elected would be affordability, health care and protecting the Lowcountry’s environment.

How to find good strudel around the Lowcountry

By Becky Lacey It can be hard to find really good strudel in the Lowcountry, but Dr. Jacobo Mintzer of Isle of Palms hopes to change that. Mintzer is a psychiatrist who specializes in Alzheimer’s disease. He is also a strudel aficionado. Strudel is a tender baked delicacy that layers the crunch of paper-thin, rich buttery pastry with — most commonly — warm, spiced fruit such as cinnamon, nutmeg and apples. Savory versions can also be found, stuffed with ingredients like cabbage, potato or meat. Sweet versions often come with a dollop of whipped cream or a scoop of vanilla ice cream. Mintzer grew up in Buenos Aires, an Argentinian city where strudel could be found on almost every corner. Every weekend, his father and uncle would each bring home a new version, and the family would vote on its favorites. “The competition was to eat it with whipped cream, without cream, with ice cream, without ice cream, with raisins, without raisins,” Mintzer said about the weekly ritual. “There was a lot of strudel availability. I always had strudel as part of my life. I did my residency in Israel, and there was plenty of strudel everywhere, especially in Tel Aviv. But then I came to Miami: no strudel.” Flash forward many years and Mintzer found himself living in Charleston, craving his favorite dessert and unable to find it. An idea was born.

While the exact origin of the dessert remains up for debate, many argue it was influenced by the Ottoman Empire and pastries like baklava. Strudel flourished in Europe in the 18th century Austrian empire and remains a cornerstone of Austrian and German cuisine today. The word strudel comes from German — translating to “whirlpool” or “eddy “ — and describes the layered dough. That dough should be paperthin, and apple (apfelstrudel) is the most commonly found filling. “The whole story starts with the fact that

Strudel is a baked delicacy that layers the crunch of rich buttery pastry with — most commonly — apples I love strudel,” Mintzer said. “However, South Carolina is not very strong on strudel capabilities. I was disappointed about it.” About two years ago, Mintzer shared that he was in Columbia and happened upon a local bakery, the Strudel Shop. This is when he first connected with Kevin Kelley, owner of the now-closed bakery. Mintzer, who keeps Kosher at home, asked Kelley Kelley to make a dairyfree version and he knocked it out of the park. What makes a strudel great? It’s a simple yet essential formula according to Kelley. “There are a few things. One, you’ve got to have great ingredients. That and time. I think people try to rush the dough. It’s almost like God tells you how far you can pull [the dough] and when to stop. It’s the feel of the dough, just like a musician knows what the next note is to play. I think that if you’re paying attention, listening to the dough, feeling the dough and using your senses, then you know.”

A strudel showdown

Mintzer’s journey to find the best strudel in South Carolina means that you, too, may be able to experience the wonders of the flaky treat. In an effort to expose more people to the dessert, he has orchestrated a strudel competition. On Sept. 30, Oktoberfest at New Realm Brewing Co. will take place from 5 p.m. to

8 p.m. on Daniel Island. The event is a fundraiser for the Charleston Symphony Orchestra and one highlight of the day will be South Carolina’s inaugural strudel competition. There will be two components to the contest: a judged competition and the peoples’ choice. The judges will be Remy Funfrock, executive pastry chef at Hotel Bennett and Andrew Wilson, executive chef at the Harbour Club at WestEdge. Competitors include Kelley, Robert Struthers (chef at Five Loaves and Sesame Burgers and Beer), Felix Godward (owner of Felix Empanadas), Andrew Gajadhar (founder of the Gaj Kitchen) and Paul Raul Coste Perales (chef at Saveurs Du Monde Café). The rules for competition are simple and focus on what distinguishes a good strudel from a great one. Only fresh apples can be used; no frozen, canned or premade apple filling. Premade phyllo dough also may not be used, and the strudel prep will be videotaped to ensure all rules are followed. “To be honest, South Carolina is a strudel desert,” Minzter said about his motivation to start the competition. “I hope it will give me access to good strudel in the city of Charleston. That people will care for it, and I will be able to do what my father and uncle did: to compete for the best strudel every weekend. Totally self-indulgent!” The people’s choice competition will be determined by popular vote, and all participants will prepare enough strudel for attendees to sample. Grammy-winning vocalist Lalah Hathaway isn’t just a talented singer. Hathaway, who performs at the Charleston Music Hall on Oct. 2, possesses a gift that few performers have. It’s called “polyphonic singing,” or sometimes “voice splitting.” Using precise physical manipulation of her vocal folds, Hathaway can sound like two people singing different parts simultaneously. She can hold a low note while singing in a higher harmonic tone, creating a selfharmony effect. Simply put, it’s awesome. Over the last 40 years, Hathaway, 57, has used her voice to become one of the most adventurous performers around. She’s won five Grammy Awards in various R&Brelated categories and scored hit singles like “Heaven Knows,” “Let Me Love You” and “When Your Life Was Low.” She travels through genres effortlessly. Early in her career, Hathaway worked with bebop jazz pioneer and South Carolina native Dizzy Gillespie. She collaborated with the young jazz fusion band Snarky Puppy and soul-jazz bassist Marcus Miller, and also contributed vocals to tracks by Snoop Dogg and Kendrick Lamar. “Genre is like an outfit of clothes I could put on at any point,” Hathaway said this week in a Charleston City Paper interview. “Sometimes I want to wear brown with blue, you know what I mean? For me, they’re all pages in the same book, but sometimes I’d like to read this chapter or that chapter. Ultimately it’s all coming from the same source.” Hathaway’s rare Charleston stop will feature plenty of material from Made in Chicago, her new album which comes out the day before the Music Hall show. The album, much like Hathaway herself, blends soul, R&B, blues, gospel, jazz and even spoken-word poetry. “I wanted to write a record about my city,” said the Chicago native, “but I also wanted the record to really reflect the music that I grew up with in my city. So it’s about how that music transports me to my city, in my mind, and how all of that music that I grew up with makes me feel.”

Hathaway said she was hopeful the album will be as stirring for her audience as recording it has been for her. “Music is meant to take you wherever you need to get to,” she said. “And you know which songs make you cry, and make you laugh, make you think of your grandma, make you remember your college dorm, remind you of your divorce, whatever it is. This music for me is just a way of transporting to that time in the early ’80s in Chicago. And for the listener, I hope it takes someone wherever they need to go. I hope people feel that.” The Made in Chicago album, Hathaway’s 10th, comes out on Oct. 1, and that’s no random date. It’s the birthday of Hathaway’s late father, Donnie Hathaway. He released some of the most definitive soul singles of the 1970s, songs like “The Ghetto,” “This Christmas,” “Someday We’ll All Be Free” and “The Closer I Get to You,” a duet with Roberta Flack. Donnie Hathaway died in January 1979, but he still shines as an influence on his daughter, even if it’s difficult for her to articulate. “It is hard to put into words what his influence on me as a musician and a person has been. I think there are a lot of lessons I’ve learned,” she said. “There are things that are in me that I can’t even explain to you that are kind of spiritual, and I don’t

have language for. Hopefully, that is the reason why I make the art. Hopefully, it’s not something that has to be language, it’s something that you can feel when you listen to the music.” As one might expect from a singer who moves between styles with ease, Hathaway’s live shows can just as easily be unpredictable. “The audience absolutely influences the show,” she said. “The audience is the last member of the band, and that means that I’m breathing with them and looking them in the eyes. Each show is different and tailor-made to that audience. There are things that happen that are unexplainable that could only have happened in that moment with that audience.” Hathaway mentioned that she’s especially looking forward to this show because she doesn’t get to Charleston often, and one of her most treasured musical experiences happened here. “I really remember it so fondly because I opened for Prince in Charleston,” she said. “So I do try to visit that part of the country whenever I can. The Amber Lynn Werener is a resident of Charleston County, South Carolina. 3. The Defendant, Amber Lynn Werner, is the biological mother of the minor child, GAM. 4. The Charleston County Family Court determined Matthew Earl McIntosh was not the father in case number 2016-DR-10-2493 (Exhibit A). 6. The Charleston County Family Court determined the Plaintiff should have permanent legal and physical custody of the minor child in case number 2016-DR-10-2493 (Exhibit A). 7. The Plaintiff is informed and believes that this Court has jurisdiction over the subject matter and parties in this action and venue is proper as this is a termination of parental rights and adoption action and the minor child was born in Charleston County, South Carolina, the last Order concerning this minor child was issued by this Court. 8.
