Chapleau, like most other municipalities, is mandated to cover the following: Ontario Provincial Police; the operation of the drinking water and sewage plants; the local Public Health unit; various programs of the Manitoulin Sudbury District Services Board; the local ambulance service; and MPAC ( Municipal Property Assessment Corporation ) local property assessments. In each case our financial obligations is determined by provincially set formulae. Each payment arrangement is different. But in all cases our billing is mandatory and ,for that reason, each is a top priority when budgeting for each year. Time to review a few numbers to give greater perspective. The present bill (2022) for O.P.P. town services is $478,973.00 annually for regular policing services. This amount is calculated by the number of households in a community. Our ambulance services total $128,769.00 each year. We share total costs with 17 other communities in the Manitoulin Sudbury District. Notes from a Mayor Part 8 The opinions expressed are those of the Mayor and no other Councillor. THE OPERATIONS BUDGET – PART 1 Apologies for the long delay between this and the last article. The discussion on the Operating Budget covers several diverse topics and will be in two parts. WHAT IS THE OPERATIONS BUDGET? Let's stick with the household example: every household has bills it must pay and improvements it must make. So to a municipality. The Operating Budget is all those things that keep the municipality functioning efficiently – the day to day, week to week, month to month, season to season activities and expenses - water, hydro, sewage, landfill, roads, sidewalks, health and safety, and social services. Nothing glamorous but very essential. All figures used in this article are found in the 2022 Municipal Operations Budget, a public document available to every ratepayer. The Operations Budget covers many different areas and concerns too numerous to detail adequately in these short articles. Our focus today is on several expenses which the municipality is compelled to pay; these are

children care programs. These are all done through the MSDSB ( Manitoulin Sudbury District Services Board ) based in Espanola. The cost for these is $72,379.00. A service which does a great job in town is the local Public Health Unit. As with the others we pay an annual fee, $105,855.00 for 2022. One of the most important obligation of any municipality is the operation of the drinking water plant and the sewage plant. Since the Walkerton disaster the Ontario government has established a list of regulations for the operation of both types of plants which require trained personnel in water management. We own the facilities but, to assure public safety and efficient operation, we contract services from a professional agency, OCWA – Ontario Clean Water Agency. Our drinking water service is contracted for $282,109.00 annually and the sewage plant contract is $94,036.00. These amounts have spiraled sharply upwards over the last few years. Added to this amounts is $125,000.00 for chemicals ,an item previously paid for by OCWA. Our last obligatory cost is for the services of MPAC ( Municipal Property Assessment Corporation) which totals $26,054.00. The total for these mandatory costs is $1,188,175.00 annually.
