Policy Impact Series:
Arizona’s Growing Energy TerriMeeting Kimble Demand
When we talk about Chandler’s growth, we often focus on what we can see: new businesses, expanding companies, redevelopment projects and the jobs and opportunities they bring to our community. But growth requires a strong foundation, and energy is an important part of it. As Chandler continues to grow, we need to make sure our energy infrastructure is growing with us. Arizona’s electricity demand is growing as more people move to our state, businesses expand and industries such as semiconductors, advanced manufacturing, technology and data centers continue to invest here. Chandler is at the center of much of this activity, making our energy future especially important to our local business community. For businesses, energy is more than keeping the lights on. Reliable and affordable power supports day-to-day operations, allows companies to plan for expansion and can influence where businesses choose to invest and grow. As Arizona competes for new jobs and investment, having the infrastructure to support that growth will be an important part of our economic future. Meeting this demand will take thoughtful planning and continued investment in our energy infrastructure. It will also require collaboration among utility providers, policymakers, businesses and local communities.

Some of the best leaders I know understand that leadership extends beyond their organization. They take the time to understand their community, listen to different perspectives and recognize how the decisions being made around them affect the people they serve.

they serve. Through immersive, full-day sessions, participants gain firsthand insight into Chandler’s government, education system, public safety, business community, infrastructure, health services and other areas that influence our community every day. For local employers, that perspective can be incredibly valuable. When people understand how their community works and the issues affecting the people they serve, they can make more informed decisions and better understand the environment in which their business operates. They also build relationships with leaders across the community, creating connections that can benefit both the individual and their organization.
Perhaps most importantly, the Leadership Institute is an investment in people. Encouraging an emerging leader to participate gives them the opportunity to step outside their day-to-day role, challenge their thinking and grow their confidence. It is a meaningful way to show your team that you see their potential and are willing to invest in their continued growth. Applications for the next Leadership Institute class are currently open. I encourage you to look within your organization and identify an emerging or established leader who would benefit from the experience. Supporting someone through the program is an investment not only in their professional growth, but in the future of our business community. Colorado River Decision Provides New Framework for Arizona Water Management The Colorado River remains one of the most important water resources in the American West, supporting more than 40 million people, millions of acres of agriculture and some of the nation's fastest-growing communities. However, prolonged drought and historically low reservoir levels have placed unprecedented pressure on the river system. On August 21, the U.S. Department of the Interior and Bureau of Reclamation finalized new operating guidelines for the Colorado River for 2027 and 2028, along with a broader 10-year framework for managing Lakes Powell and Mead through 2036. The decision follows more than three years of negotiations involving the seven Colorado River Basin states, tribes and other stakeholders. Under the new guidelines, Arizona, California and Nevada will collectively reduce Colorado River water deliveries by 1.25 million acre-feet in each of the next two years. If the Lower Basin states implement their proposed sharing agreement, Arizona's reduction will be approximately 760,000 acre-feet annually, compared with 440,000 acre-feet for California and 50,000 acre-feet for Nevada. The agreement also calls for at least 700,000 acre-feet of additional voluntary conservation and storage over the two-year period. These actions come as the Colorado River Basin experiences its 26th consecutive year of drought. Reclamation reports that the winter of 2025-2026 produced the lowest observed snowpack on record, while Lake Mead and Lake Powell have reached historically low elevations. Chandler's Proactive Approach For Chandler, the impact of these reductions is significantly different than it might be for a community that relies more heavily on the Colorado River. Chandler's drinking water portfolio is diversified, with approximately 57% coming from the Salt and Verde rivers, 37% from the Colorado River and 6% from groundwater.

Policy News The City has spent decades preparing for drought and investing in water infrastructure. Chandler has secured more than 500,000 acre-feet of long-term water storage underground, maintains multiple water treatment and reclamation facilities, operates more than 30 groundwater wells and has developed infrastructure to recover stored water when surface water supplies are reduced. The City also reuses its wastewater for purposes including irrigation, industrial uses and aquifer recharge. Under the current Lower Basin proposal, Chandler anticipates a reduction of approximately 16% in its Colorado River supplies in 2027 and 2028. Importantly, the City states that this reduction will not affect its ability to meet customer demand. The reductions are expected to primarily affect water that Chandler currently delivers for underground storage. Chandler's long-term planning also includes a 100-year Assured Water Supply Designation from the State of Arizona, reflecting the City's efforts to secure sufficient water supplies and infrastructure for current and future needs. For the business community, water reliability is fundamental to economic development, housing, manufacturing, technology and continued investment in the East Valley. The Colorado River challenges are not going away, but Chandler's decades of planning, conservation and infrastructure investment have positioned the community to respond to changing water conditions while supporting responsible growth. The Chandler Chamber of Commerce will continue to monitor developments surrounding the Colorado River and advocate for policies that protect Arizona's water future, support infrastructure investment and maintain a reliable foundation for businesses and our community.

Through the Career Awareness Program, the Chandler Chamber partners with local schools to bring businesses and industry professionals into elementary classrooms. It’s an opportunity to introduce students to your industry through hands-on activities, conversations and real-world examples. The opportunity to partner with the Chandler Chamber and lead hands-on activities was a great way to introduce students to careers in sustainability. Their curiosity and excitement made our time so meaningful. It was really fun to see their interest come alive.”

Chandler City Council Appoints Deryck Lavelle as City Attorney The Chandler City Council appointed Deryck R. Lavelle as City Attorney at the August 13 City Council meeting and today he begins that role to lead the city’s Law Department and serve as legal advisor to the City Council and municipal government. Lavelle has more than 24 years of legal experience spanning municipal and county government, private practice and international law. His career has focused on public service, strategic legal counsel and collaborative leadership in support of effective, transparent government.
Deryck Lavelle
“Deryck brings a deep understanding of municipal operations, a strong public-service background and a practical approach to solving complex issues,” said Mayor Kevin Hartke. “His experience working across large, diverse organizations as well as his prior work in private practice and international law will be tremendous assets to Chandler. We are pleased to welcome him to our community.”
For the past 12 years, Lavelle has served the City of Phoenix, most recently as Chief Assistant City Attorney in the Phoenix Law Department. In that executive leadership position, he helped oversee one of Arizona’s largest municipal law departments and advised city leadership on matters involving governance, ethics, elections, economic development, litigation, risk management, public policy and real estate. “I am honored by the City Council’s confidence and excited to join Chandler,” Lavelle said. “This community is recognized for innovation and commitment to strong city services. I look forward to working with the City Council, City Manager and Law Department to provide sound legal guidance and support the city’s continued success.” Before joining Phoenix, Lavelle practiced civil litigation with Fennemore Craig, representing clients in complex commercial and civil matters. He also served as a Deputy County Attorney in the Civil Division of the Maricopa County Attorney’s Office. Earlier in his career, Lavelle supported the New York and Sydney, Australia, offices of Skadden, Arps, Slate, Meagher & Flom LLP. Lavelle earned a Juris Doctor from California Western School of Law, a Master of Arts with Distinction in International Law and Politics from the University of Hull in England, and a Bachelor of Arts in Government from Georgetown University in Washington, D.C. Chandler’s Law Department Drafts city ordinances and resolutions and provides written and verbal legal opinions to the City Council, City Manager, city departments, boards and commissions. Mayor’s Article
Chandler's Voice at the Statewide Table By: Mayor Kevin Hartke Serving as President of the League of Arizona Cities and Towns these past two years has been a tremendous honor and an important opportunity to make sure Chandler's voice is heard in the conversations shaping Arizona's future. Chandler is a city built on collaboration, innovation and a strong sense of community. Our businesses, schools, nonprofits, residents and leaders all play a role in what makes our community a special place to live and work. In my role with the League, I have the privilege of bringing that Chandler perspective to leaders from cities and towns across our state.
The League brings municipal leaders together around the issues that matter most to our residents and businesses: dependable infrastructure, public safety, water, housing, transportation, workforce development and local decision-making. Arizona's communities vary greatly in size, economy and character, but we are strongest when we learn from one another and work toward practical solutions. The recent League annual conference was a valuable reminder that local government works best when leaders have the chance to share ideas and address challenges together. For Chandler, that means advocating for the flexibility to make decisions locally because we are closest to the people and businesses affected by those decisions. It also means ensuring state policy recognizes that a one-size-fits-all approach does not always serve Arizona's diverse communities well. I have been honored to represent the League and Chandler on the Arizona Commerce Authority Board of Directors and will continue to serve on the Greater Phoenix Economic Council Board of Directors. These roles allow me to bring Chandler's economic priorities into statewide and regional discussions while helping promote our state and region as a place where businesses can grow, innovate and compete. For Chandler's business community, these conversations have a direct impact. Employers need access to talent, reliable workforce development programs, a sustainable water future and the infrastructure required to support continued investment. They also need a public sector that listens, responds and helps create the conditions for long-term success. Chandler has earned a reputation as a hub for technology, advanced manufacturing, entrepreneurship and community-centered growth. That success did not happen by accident. It reflects decades of partnership among our business community, educational institutions, residents and city leaders. As I serve in these state and regional roles, my goal is to represent Chandler's interests with clarity and purpose: to advocate for policies that support a healthy business environment, protect local control and strengthen our quality of life. I am grateful for the Chamber's partnership and for the many businesses that continue to invest in Chandler's people, possibilities and future.

Saving One Life When a Chandler homeowner began hearing tiny meows coming from inside the walls of her home, she knew something was wrong. After the fire department and a contractor carefully opened sections of the walls, two tiny kittens were rescued, but their story wasn’t over yet. Their feral mother had tucked her litter away in the attic, likely searching for a safe place away from the family’s six large dogs. Unfortunately, the kittens had fallen into the walls below. A trap was set in the attic, and within two hours, mom was safely reunited with her babies. Two days later, another cry came from the wall. A third kitten was found after spending days without his mother. Despite concerns that he might not survive, he quickly recovered. With support from Saving One Life, the furry family received a safe place to grow, veterinary care, and daily socialization. Once the kittens were old enough, their mother was spayed and returned to the outdoor home she preferred, while all three kittens went on to find loving forever families. Stories like this happen because members of our Chandler community are willing to step up when animals need them most. Whether you adopt, foster, volunteer, donate, or simply help spread the word, you can be part of the next life-saving story.

Virtual Ribbon Cutting for The Mosaic School The grand ribbon cutting for the Mosaic School marked the beginning of an inspiring new chapter for Chandler and families of students with exceptional needs. Founded by two mothers who personally understand the journey of raising children with unique needs, Mosaic School was born from a shared vision to create a school where every student is understood, valued, supported, and empowered to thrive. The founders bring both personal experience and professional expertise to this mission. One is a social worker dedicated to supporting children and families, while the other is a school administrator and special education teacher who understands the needs of students from both the classroom and leadership perspectives. Together, their experiences shaped a vision for a school that sees beyond challenges and focuses on each student’s strengths, potential, and individuality. The ribbon cutting celebrated more than the opening of a new school. It celebrated two mothers who transformed their personal experiences and professional passions into a place of hope and possibility for other families. Mosaic School is a school where students can learn, grow, belong, and discover what they are capable of becoming. For its founders, this moment is more than a milestone—it is the beginning of a mission to create meaningful change for exceptional learners and their families. The Mosaic School is located at 6400 W. Del Rio St., Chandler, AZ 85226. For more information, visit their website or call 480-269-6602.

Public Meetings Announced for Proposed Utility Rate Changes The City of Chandler is planning proposed utility rate adjustments to help address rising operating, maintenance, and capital improvement costs. The proposed increases include 9% for water, 6.5% for wastewater, 9% for reclaimed water, and 4.5% for solid waste. For a residential customer using approximately 10,000 gallons of water per month, the proposed changes would result in an estimated increase of about $5.73 per month. The City says costs for essential services such as chemicals and electricity used to provide safe drinking water and treat wastewater have continued to rise. Chandler has also experienced increased contracted costs for solid waste and recycling collection, waste hauling, and construction materials. Additional funding is also needed to maintain and improve aging infrastructure throughout the city. Planned projects include water main replacements, well construction and rehabilitation, sewer assessments, and other water and wastewater facility improvements. The proposed rate adjustments would apply across customer classifications, including single-family, multi-family, non-residential, landscape, and industrial water customers, as well as single-family, multi-family, and non-residential wastewater customers. The Chandler City Council is scheduled to discuss the proposed rates during two public meetings. A public hearing and first reading of the ordinance will take place Oct. 15 at 6 p.m., followed by final consideration of the ordinance on Nov. 19 at 6 p.m. If approved, the new utility rates would take effect for bills issued on or after Jan. 4, 2027.
