Z Modular: Redefining Multifamily Housing in Arizona

With the multifamily industry under relentless pressure to deliver housing faster, better, and more affordably, Z Modular is doing something genuinely extraordinary right here in the Valley.

Modular housing flips the traditional construction model on its head.

Instead of building an apartment community entirely on-site, Z Modular manufactures steelframed residential modules in a controlled factory environment. Those modules are built largely indoors — up to 90% complete – and then transported to the project site for final assembly.

The approach dramatically shortens construction timelines while improving quality, consistency, and predictability.

The speed advantage is striking. By allowing site work and building construction to happen simultaneously, Z Modular has cut development timelines roughly in half. Projects that once took 14 to 18 months can now be delivered in as little as nine months. As the company continues to scale, the goal is to reduce the timeline even further.

Projects that once took 14 to 18 months can now be delivered in as little as nine months. As the company continues to scale, the goal is to reduce the timeline even further.

Beyond construction, Z Modular is one of the only companies in the U.S. that controls the entire process end to end, serving as developer, designer, manufacturer, builder, general contractor and property manager.

That level of ownership removes friction from every phase of development, resulting in fewer delays, tighter quality control and far greater certainty for developers and residents alike.

Nowhere is this innovation more visible than at Z Modular’s Chandler manufacturing facility.

The plant is a showcase of what modern construction can be: highly automated, technologically advanced and purpose-built for scale.

It represents a fundamental shift away from weather-dependent, labor-fragmented job sites toward a precise, repeatable manufacturing process. With massive off-site production capacity, Z Modular can deliver thousands of units efficiently without compromising quality.

Just as important is what this model means for Arizona’s workforce.

Z Modular’s factory-based approach creates stable, year-round jobs and supports apprenticeship programs that offer clear career pathways. Workers gain specialized, in-demand skills in a safer, more predictable environment. That represents a critical advantage at a time when the construction labor shortage continues to challenge the industry.

“It’s like putting something together from IKEA for the 10th time rather than the first,” said Barry Zekelman, Chairman and CEO of Zekelman Industries. “We want to provide an easy solution. We want to provide something repeatable, something sustainable, and to put these factories in communities where we can employ people that do it…here in America” .

The company’s impact in Arizona is visible in the communities it has brought to life and those currently under development.

FLATZ 602 in Phoenix and FLATZ 520 in Maricopa are leasing modern, factory-built housing that combines high quality with exceptional speed to market.

Z Modular has more Arizona projects in the pipeline, including in San Tan Valley, Laveen, Avondale and Casa Grande. Additionally, the upcoming FUZE Ballpark community in Glendale illustrates Z Modular’s ability to scale its innovative design for larger, mixed-use multifamily projects.

Z Modular is not simply responding to Arizona’s housing needs. Ir is redefining how multifamily housing can be built: Faster, smarter and with lasting benefits for Arizona residents, property owners and workforce.

Strengthening Our Nonprofits: A New Chandler Partnership

Chandler’s nonprofit sector is one of our community’s greatest strengths, and we are about to invest in it in a new way. The Chandler City Council just approved an agreement with the Chandler Chamber Community Foundation to launch the Nonprofit Blueprint, a comprehensive program designed to build capacity for nonprofit organizations serving our city.

Nonprofits are often the quiet backbone of a thriving business climate. They stabilize families, expand educational opportunity, strengthen our workforce and improve quality of life. These are factors that help attract and retain talent here in Chandler. In many ways, nonprofits serve as extensions of the services our residents and businesses rely on every day.

The Nonprofit Blueprint will select a cohort of 15 nonprofits to participate in four group training sessions covering governance, strategic planning and impact, funding and financial readiness, and communications and sustainability. Participants will receive one-on-one coaching and technical assistance tailored to their specific needs. It could help them develop a strategic plan, set up internal systems, create evaluation frameworks or strengthen their marketing presence. The nine-month program kicks off with applications in April and concludes in September with recognition at a City Council meeting.

Here’s what makes this initiative especially impactful: each nonprofit that completes the program receives a $5,000 capacity-building award to invest in operational improvements, technology upgrades, staff training or consultant support. They will also earn a Blueprint Membership with the Chandler Chamber, including professional headshots, business resources and free admission to Chamber networking events. These are real tools that help nonprofits connect with potential partners, donors and volunteers.

For the business community, this partnership reflects the same spirit that has defined Chandler for more than a century, bringing people together to solve problems and create opportunities. When nonprofits are stronger, our entire ecosystem benefits: companies gain mission-aligned partners, employees find ways to give back and vulnerable residents receive better, more coordinated services.

I encourage Chamber members to take inventory of the nonprofits you support or collaborate with and personally encourage them to apply when applications open in April. Introduce the Chamber’s Foundation team to emerging or smaller organizations you see doing promising work but struggling to scale. Engage with the selected nonprofit cohort at Chamber networking events to develop relationships that can complement the training they receive.

I am optimistic about what this collaboration will mean for Chandler. Together, we can build a community where every organization has the capacity to succeed in its mission, and every resident feels the benefits of that success.

Chandler Chamber Highlights Member Engagement on National Policy with CNN Feature and Strategic Connection to Congressman Stanton

The Chandler Chamber of Commerce is proud to announce a substantive media engagement involving our member, FALCO LLC, and United States Congressman Greg Stanton. The Chandler Chamber facilitated and coordinated an initial meeting between FALCO and Congressman Stanton, as part of its commitment to connecting members with influential policymakers.

On CNN’s The Lead with Jake Tapper, Congressman Stanton and FALCO COO Greg Fraley appeared in a nationally broadcast interview addressing the economic impact of federal tariff policy, an issue that significantly affects American manufacturers.

During the segment, Fraley explained how recent tariffs have raised input costs for raw materials, and increased the cost of doing business. Congressman Stanton emphasized the importance of stable federal economic policy that supports domestic manufacturers and helps companies like FALCO remain competitive.

“I want to thank the Chandler Chamber of Commerce for spotlighting FALCO — a standout Chandler manufacturer and exactly the kind of business our community should be proud of,” said Congressman Greg Stanton. “Their advocacy brought FALCO’s story to the national stage, with COO Greg Fraley attending the State of the Union as my guest to show firsthand how Trump’s sweeping tariffs are hurting Arizona businesses, workers, and families.”

FALCO, a member of the Chandler Chamber and Chandler-based manufacturer, represents a vital part of Arizona’s industrial strength. The company’s participation on a major national news platform illustrates how local businesses can shape policy discussions and offer insight into the real world effects of federal decisions.

“We are incredibly proud of FALCO leadership for bringing the lived experience of Chandler businesses to a national audience,” said Terri Kimble, President & CEO of the Chandler Chamber. “This feature reflects our mission to elevate local perspectives on issues that have wide ranging national importance.”

AI in Action

By 2029, Chandler’s workforce is projected to grow by an impressive 11.5%, fueled largely by the manufacturing, healthcare, and construction sectors. But behind that growth is the full force of artificial intelligence (AI).

That’s why the Chandler Chamber of Commerce recently hosted the AI in Action: Building an Intelligent Workplace event, helping business leaders and educators better understand practical, meaningful AI implementations. The message from everyone was this: clear: AI is here, and those who learn to use it thoughtfully will have a massive advantage.

So, what does AI look like in action across Chandler?

For small business owners, it’s game-changing. Entrepreneurs are using AI tools to handle time-consuming tasks like responding to customers, managing appointments, and even answering calls. For many small businesses operating without large teams or budgets, AI acts like a virtual assistant, freeing up valuable hours so owners can focus on their “creative genius.” Instead of replacing personal touch, AI is enhancing it, allowing business owners to spend more time doing what they do best.

In education, the impact is just as exciting. In Chandler Unified School District, teachers are embracing AI to support personalized learning (tailoring teaching to connect with students’ unique interests), build lesson plans, and generate practice questions. What used to take an entire evening can now take less than 30 minutes, making teachers more available to engage students and build relationships.

The most important takeaway of the event was that AI should be viewed as an augmentation, not a replacement, for human talent. Think of it as a “force multiplier,” amplifying creativity and expanding what one person or team can accomplish. AI isn’t replacing Chandler’s workforce; it’s empowering it.

Legislative District 13 Lawmakers Outline Key Priorities

State budget strategy, education funding, economic growth, and emerging technology were among the major topics at the Chandler Chamber’s February Policy Impact Series with Representative Jeff Weninger, Representative Julie Willoughby, and Senator JD Mesnard from Legislative District 13.

Tax conformity has taken center stage at the start of the legislative session. According to Chandler’s Legislative District 13 delegation, this task has proven to be more contentious than in years past, as the Legislature and the Governor do not agree on the rules of conformity. The Governor’s newest proposal would tie Arizona’s tax code conformity to the state budget. Lawmakers stressed that this procedural delay creates uncertainty for families, employers, and tax professionals seeking clarity during tax season.

Education, particularly the future of Proposition 123, also drew strong attention. The voter-approved measure to increase school funding expired in June 2025. Since then, the state has used the General Fund to backfill the funding gap, ensuring that public schools continue to receive the same level of support. Lawmakers are weighing several options. However, negotiations have stalled, as there is not yet enough consensus on any single path forward. Regardless of the ultimate outcome, lawmakers emphasized the importance of modernizing the State Land Department to better manager long-term demands and create a more sustainable funding source for public education.

Arizona’s continued growth was another key theme. Lawmakers spoke about a bill that would study the strategic placement of data centers on state-owned land. For communities like Chandler that already host data centers, the conversation is especially relevant. Chandler State Representatives said the goal is to better align infrastructure with long-term demand, ensuring thoughtful growth rather than reactive development in city centers. The conversation also touched on water policy as the Colorado River negotiations continue. Lawmakers reaffirmed that while public perception often centers on scarcity, legislators noted that statewide water usage today is comparable to levels seen when Arizona was nearly it’s population.

Beyond that, Chandler’s Legislative District 13 delegation emphasized the importance of local control, noting that broad statewide mandates don’t always account for the unique needs of individual communities. For employers, housing affordability and availability remain critical factors in attracting and retaining talent.

One thing is certain: the policies this session will have real impacts on Chandler businesses. Staying informed and engaged is essential as lawmakers continue to shape the state’s economic future.

Arizona AG Kris Mayes: Protecting Arizonans

Since taking office, Arizona Attorney General Kris Mayes has built a record defined by consumer protection, criminal prosecution, and fierce advocacy for ordinary Arizonans. Leading the state’s largest law firm, her office has taken on bad actors at every level to protect Arizonans and taxpayer dollars.

On the consumer front, the office recovered a record $5.2 million for Arizonans in 2024 while fielding nearly 22,000 complaints tied to scams and deceptive practices. The office has also sounded the alarm on crypto ATM fraud, which cost Arizonans $177 million last year alone.

In criminal enforcement, the office opened more than 3,000 cases, charged 1,357 defendants, and secured $14.5 million in restitution for victims. A landmark fraud investigation into Arizona’s AHCCCS sober living system resulted in 138 indictments and more than $150 million recovered.

On elder abuse, AG Mayes established the first ever elder abuse unit in the history of the attorney general’s office. The unit has seen major success forcing assisted living facilities to remove secrecy clauses and installing the first-ever court-appointed receiver to take control of a facility with a history of dangerous conditions.

The fentanyl crisis has drawn major focus as well. Working with other law enforcement partners the AG’s office has seized over 27 million fentanyl pills and by working with public health it has distributed 55,000 naloxone units statewide.

Mayes has also taken on corporate power directly - blocking the Kroger-Albertsons merger, suing a software company for alleged rent price-fixing, and intervening in utility rate hike proceedings on behalf of ratepayers.

On water, Mayes filed a landmark lawsuit against Fondomonte Arizona, a Saudi-owned farm that consumed enough groundwater in a single year to supply 93,000 homes. She also secured an $11 million settlement with Riverview Dairy to help rural residents and reduce the company’s water footprint.

From safeguarding groundwater in rural Arizona to combating elder abuse and educating the public on their rights, AG Mayes has approached the office as a defender of Arizona’s residents in every corner of the state.
