Kelly served in the United States Marine Corps before opening her own construction Business sub-contracting for Lowes Home Improvement from 2001-2009. In 2010 Kelly was hired at Ascend Performance Material chemical company as an Operations Technician. After being with Ascend for 5.5 years, Kelly then went to Exxon Mobil where she also worked in operations for the next two years. Kelly joined the Air Products & Chemicals team in 2018.

Securing Chandler’s Water Future: What the Business Community Should Know

Policy Series Impact Wrap Up

At the March Policy Impact Series, water leaders delivered a clear message to the business community: Chandler is preparing for a future where water supplies are less predictable—and the city is acting now. Through strategic planning, regional partnerships, major infrastructure investments, and expanded conservation programs, Chandler is building a system designed to keep business and industry thriving.

Chandler draws its water from three main sources: the Salt and Verde Rivers via the Salt River Project (SRP), the Colorado River through the Central Arizona Project (CAP), and groundwater reserves. Together, these supply more than 104,000 acre-feet of drinking water each year, plus nearly 30,000 acre-feet of recycled water used for landscaping, industrial operations, and recharging underground aquifers. Climate shifts and declining river flows are testing all sources, highlighting the importance of smart, long-term water management.

Looking ahead, Colorado River shortages are expected to deepen after 2026, and a historically dry winter left Chandler with only half of its usual SRP allocation. Surface water alone won’t meet the city’s needs. Decades of forward-thinking planning have ensured a robust network of 31 active wells, with more under construction and additional sites reserved for future growth. Groundwater and recycled water are ready to fill the gap, keeping businesses and industries running smoothly. With Colorado River negotiations stalled, the Federal Bureau of Reclamation may step in with its own plan – making Chandler’s proactive approach even more critical.

The city is also making bold investments in its water system. Projects like the Reclaimed Water Interconnect Facility, new aquifer-recharge wells, and upgrades at the Pecos Water Treatment Plant strengthen reliability and ensure that major industries have the water they need to operate and expand.

Businesses can get involved directly through rebates for smart irrigation, landscape conversions, and other conservation measures. Chandler is leading by example, removing over 2 million square feet of turf in retention basins and modernizing its water management systems for maximum efficiency.

With thoughtful planning, strong business engagement, and community-wide participation, Chandler is positioned to remain resilient, competitive, and water-secure for years to come.

Dr. A.J. Chandler Park Renovations

The City of Chandler has contracted Willmeng for improvements to Dr. A.J. Chandler Park on both sides of Arizona Avenue, between Buffalo and Boston streets. Crews are currently working to begin grading activities and installation of underground utilities�

Scheduled to continue through Friday, April 3, crews are working to install sewer pipeline in the east side (northbound) of San Marcos Place from just north of the parking lot to just north of Commonwealth Street.

To accomodate this work, ONLY SOUTHBOUND traffic is permitted in San Marcos Place near Commonwealth. Ingress to the parking area north of Boston is available, but Ingress is only via Boston Street.

During construction, parking along Arizona Avenue is limited and a few angled parking spaces along San Marcos and Arizona Place are not available; however, parking structures and surface street parking continue to offer parking throughout the downtown.

Loop 202 (Santan Freeway)

Widening: Loop 101 to Val Vista Drive

As a courtesy to Chandler residents and businesses, we want to connect you to information as the Arizona Department of Transportation (ADOT) begins construction to widen the Loop 202 Santan Freeway to:

• Add 2 lanes in each direction between Price and Gilbert roads,

• Add 1 lane in each direction between Gilbert Rd. and Val Vista Dr.,

• Widen Loop 202 entrance and exit ramps, and

• Widen bridges over Arizona Ave., Union Pacific Railroad and the Consolidated Canal.

The project is expected to continue into 2027.

Upcoming & current closures and restrictions are scheduled as follows:

At the Loop 101 (Price Freeway):

• The southbound Loop 101 (Price Freeway) ramp to eastbound Loop 202 (Santan Freeway) is currently closed through approximately March 8.

• Please note that the southbound Loop 101 high occupancy vehicle (HOV) ramp to eastbound Loop 202 remains open. HOV occupancy restrictions and hours remain in effect.

Loop 202 (Santan Freeway):

• Eastbound Loop 202 closure between Price Road and Arizona Avenue has been postponed. ADOT will notify the public once the work has been rescheduled.

At Alma School Road:

• The eastbound Loop 202 off-ramp at Alma School Road remains closed through approximately early April for ramp reconstruction.

At Arizona Avenue:

• Westbound Loop 202 exit ramp at Arizona Avenue is closed for reconstruction until late April.

• Northbound Arizona Avenue will be closed between Willis Road and Pecos Road from 10 p.m. Friday, April 10, to 11:59 p.m. Saturday, April 11. Southbound Arizona Avenue will be then closed between Pecos Road to Willis Road From 12:01 a.m. Sunday, April 12, to 5 a.m. Monday, April 13.

• DETOUR: Drivers may use Pecos or Germann Roads to navigate around the closures.

• Northbound Arizona Avenue will be narrowed to two lanes between Willis and Pecos roads from 8:30 a.m. Monday, March 16, until 5 p.m. Friday, April 3.

• Eastbound Loop 202 entrance ramp at Arizona Avenue will be closed nightly from 9 p.m. until 5 a.m. starting Monday night, March 23, and ending Wednesday morning,

At McQueen Road:

• Eastbound Loop 202 entrance ramp at McQueen Road is closed for reconstruction until mid-May.

• Westbound Loop 202 exit ramp at McQueen Road will be closed from 10 p.m. Friday, April 3, until 5 a.m. Saturday, April 4.

• The Westbound Loop 202 will also be narrowedto two lanes during this time.

At Cooper Road:

• Eastbound Loop 202 exit ramp at Cooper Road is closed for reconstruction until late May.

• Westbound Loop 202 entrance ramp at Cooper Road will be closed from 10 p.m. Friday, April 3, until 5 a.m. Saturday, April 4.

• The Westbound Loop 202 will also be narrowedto two lanes during this time.

At Lindsay Road:

• Will be closed in both directions at Loop 202 the following times:

• From 10 p.m. Friday, March 27, to 2pm. Saturday, March 28.

• Nightly from 9 p.m. to 5 a.m., beginning Wednesday, April 1, and ending the morning of Friday, April 3

• From 10 p.m. Friday April 3, to 5 a.m. Monday, April 6.

• From 10 p.m. Friday, April 10, to 5 a.m. Monday, April 13.

Gen Z is making shopping malls cool again

Gen Z shoppers are revitalizing U.S. shopping malls by seeking social, in-person experiences and amenities, which has spurred measurable increases in mall traffic and in-store purchases.

The ‘80s are calling and its not to Gen X.

Shopping malls — once the mainstay of teens during the 1980s and 1990s — are enjoying a resurgence. And it’s thanks to Gen Z shoppers who are craving in-person and social outlets over online shopping conveniences.

Annabelle Saco, 24, of Bloomfield, Michigan, does a combination of shopping online and at the mall — and she’s seen an increase of shoppers her age in those spaces.

“The mall is an experience,” Saco told USA TODAY. “You go there and you see all different kinds of people and its just getting out of your isolation in your home.”

Going to the mall also satisfies the need to get something right away and reduces the amount of time returning online purchases, she said.

More Gen Z shoppers are at malls

Shoppers like Saco are a key reason why mall traffic traffic is on the rise.

According to Placer.ai, which uses a panel of tens of millions of devices and machine learning to make estimations for instore visits across the country, traffic to indoor malls was up 4.6% in January and February from the previous year.

“The resurgence of the mall category directly correlates with Gen Z shoppers’ desire for community and inperson connection,” Elizabeth Lafontaine, director of research at Placer.ai, told USA TODAY. Mall-based retailers and brands are harnessing the power of social media to connect directly with Gen Z audiences, Lafontaine said, both physically in-stores and digitally, as younger shoppers use social media to share tips and for trend research.

Shoppers between the ages of 18 and 24 bought 62% of their total general merchandise purchases in stores last year, according to Circana. Shoppers ages 25 and older made 52% of their purchases in person, Circanasaid.

Gen Z is expected to spend $12 trillion by 2030, according to NielsenIQ and World Data Lab.

West Coast Gen Z shoppers head to mall the most

Gen Z’s share of foot traffic at malls increased 57% year over year, according to PwC data.

But the young shoppers are selectively going back to the mall, said Ali Furman, PwC U.S. consumer markets industry leader.

They are returning to value-oriented shopping malls, which have stores and brands that are often also located in suburban strip malls rather than high-end luxury brands, Furman told USA TODAY.

There’s also variances across the country, she said. Along the West Coast, Gen Zers are frequenting malls more, with California being the top state with a 62% gain in foot traffic, Furman said.

“The simple experience of shopping in person feels novel,” Furman said. “It is a sensory and social experience they can’t replicate through their screens.”

Furman said her team also believes that Generation Alpha, or those who are 13 years old and younger, are not far behind the Gen Z shoppers in spurring a return to the mall

Extras entice Gen Z shoppers

In a survey of 3,000 shoppers in the U.S. and Canada by Lightspeed Commerce, 75% of 18–24-year-olds say “third spaces” inside stores, which include cafés, lounges or social areas, influence where they choose to shop. USA TODAY was given an exclusive first look at the survey results.

Gen Z as a generation feels very isolated, so it’s not a surprise they are leading the charge back to in-person stores and malls, said Dax Dasilva, CEO of Lightspeed Commerce.

“This stems from this generation growing up a lot during the pandemic and having a very different reality than most of us,” Dasilva told USA TODAY, saying that many members of Gen Z want to meet up with friends at a store or mall to combat the loneliness.

Sixty seven percent of respondents said stores with social or community features make them feel less isolated. It’s a good opportunity for retailers to go beyond the merchandise to create social moments to entice the younger generation “to go to the store and find a reason to stay in the store and have it be a part of their social dynamic,” he said.

Retailers bringing in other spaces to entice shoppers

Retailers are listening.

Brooklyn, New York retailer WOODstack is trying to build on shoppers’ desire to mix retail with an experience. The retailer is partnering with a chef to open a restaurant attached to its retail shop next month, said Jude Sainjour, WOODstack’s head buyer and divisional merchandise manager.

“Opening this space is us just doubling down and elevating that concept of creating that community,” he said. “People don’t want to feel super transactional anymore.”

Thank you to each of you that participated in our search for CGCC’s next Vice President of Academic Affairs (VPAA), which is a key leader for the CGCC community. As you are aware, this was a competitive national search that resulted in three finalists. The finalist stage of the process included a tour of the Williams campus, faculty forum, staff/ community forum, interview with PLC, a one on one interview with the College President and reference checks of each finalist. Robust feedback was received throughout the process, and every bit of this was used to arrive at a decision.

I would like to reiterate my gratitude to Dr. Woodrum, Dr. Weber and Ms. Patton for their leadership as trichairs of the search committee. Additionally, our entire search committee did excellent work during this search process, and it is greatly appreciated.

Lastly, I would like to express appreciation for the leadership that Dr. Gabriela Rosu and Mr. Chris Schnick demonstrated throughout the course of this academic year. Their roles of interim Sr. Associate VP’s of Academic Affairs were a unique approach to academic affairs leadership, and their commitment to our CGCC faculty, staff and students was evident in how they took these roles on.

Below is a bit more about Dr. Welborn’s background - he will be joining us on June 1, 2026, at CGCC. Please join me in welcoming him to the Pack!

Howl Yeah!

Dr. Ty Welborn brings 25 years of community college experience as an educator and administrator, driven by a deep commitment to student success and institutional excellence. His career includes faculty roles in both academic and career and technical education programs, as well as progressive leadership positions as Program Director, Division Chair, Dean, and currently Interim Senior Associate Vice President of Academic Affairs and Institutional Research at Phoenix College. In this role, he provides leadership for academic operations, strategic planning, institutional effectiveness, and data governance.

His recent accomplishments include leading Phoenix College’s Higher Learning Commission 10 year reaffirmation of accreditation, tion, including development of the assurance argument and oversight of the peer review site visit. He also guided the development and approval of the college’s first baccalaureate degree programs, led efforts to redesign academic program review and assessment processes to strengthen continuous improvement and accountability, and actively supports the college’s Achieving the Dream initiative focused on improving student retention and successful gateway English and Math course completion.

A U.S. Army veteran and first-generation college graduate, Dr. Welborn believes deeply in the community college mission to transform lives through access and opportunity. His leadership philosophy emphasizes servant leadership, shared governance, data-informed decision-making, and equity-minded practice. Having served in elected faculty leadership roles and across multiple governance bodies, he brings a strong appreciation for collaborative decision-making. SRP Board of Directors Approves Temporary Summer Rate Decrease

Today, the Salt River Project (SRP) publicly elected Board of Directors approved a temporary overall 3 percent summer price decrease through a reduction in its Fuel and Purchased Power Adjustment Mechanism (FPPAM).

This decrease, which is effective with the May 2026 billing cycle through the October 2026 billing cycle, will provide bill relief to customers during the hottest time of the year.

The average residential customer will experience a monthly bill decrease of $5.57 during this time. Actual bill impacts will vary based on customer usage and price plan.

The FPPAM recovers the costs of fuel, including natural gas; purchased power agreements, including those for solar, wind and storage; and market purchases. These costs are passed through to customers without any overhead. SRP’s goal is to keep the FPPAM balance, which is the difference between the total costs of fuel and purchased power and the amount recovered from customers, within the Board-approved target range. Because fuel and purchased power costs can change quickly and often, SRP reviews the FPPAM balance regularly and may recommend adjustments to the FPPAM price as needed.

SRP management is projecting the FPPAM balance will be more than planned at the end of April 2026 due to higher-than-projected retail sales and lower-than-forecast natural gas and market power costs.

This temporary FPPAM decrease will reduce customer bills and help align summer prices with the lower fuel and purchased power costs SRP expects to incur.

SRP management will continue to review the FPPAM balance following the summer price reduction to determine if additional adjustments are needed.

As a not-for-profit utility, SRP has the lowest electricity prices of any major utility in the state and delivers among the most reliable power of any large utility in the nation, according to eia. gov.

SRP offers a variety of energy efficiency rebates and resources to help customers manage their energy use and save money on their bills. Information on bill assistance programs can be found at srp.net/heretohelp.

These are small things that make a big impact for families. It’s one of those events that captures the heart of our city: practical help delivered with genuine care.

Chandler-Based HR Tech Firm Secures $450M to Accelerate Growth

Vensure Employer Solutions, a global leader in HR technology and workforce solutions, announced that Stone Point Capital Markets, a division of Stone Point Capital LLC, a private equity firm based in Greenwich, Connecticut, led a senior secured financing of $450 million to support Vensure Employer Solutions.

The financing was comprised of an additional $450 million Delayed Draw Term Loan. The Delayed Draw Term Loan was upsized from $300 million at launch and will be used to provide capacity for Vensure to continue pursuing its Merger & Acquisition strategy.

This financing positions us to maintain the rapid growth we’ve experienced since partnering with Stone Point Capital.”

James M. Cox Foundation $275,000 Grant Brings Water-Saving Irrigation

March 31, 2026

A major community investment will be celebrated this Saturday as the James M. Cox Foundation presents a $275,000 grant to the Bonneville Environmental Foundation (BEF) in support of SRP’s Community Irrigation Revitalization Initiative (CIRI), a project making on-theground improvements to aging private flood irrigation systems in underserved South Phoenix neighborhoods.

The James M. Cox Foundation check presentation will be held as part of a community event to celebrate the new partnership and provide information to residents. The event will highlight efforts to improve water efficiency, reduce flooding, and revitalize critical flood irrigation infrastructure in high-poverty Phoenix neighborhoods. Residents benefiting from the grant will be able to engage with SRP staff and learn more about the potential benefits of flood irrigation for their community.

The James M. Cox Foundation grant significantly increases the impact of this important initiative, empowering water efficiency improvements to a private flood irrigation system that serves up to 238 homes. These systems, built between the 1920s and 1970s, have exceeded their intended lifespan, leading to water loss, flooding, and reduced community green space.

CIRI improvements are expected to help the community conserve an estimated 76 million gallons of water over five years, supporting SRP’s 2035 Sustainability Goals and strengthening neighborhood resilience.

Chuck Wolf is the owner of Caring Transitions of Central Arizona. He is married to his lovely partner in business as well, Tina Patterson. Together they have six boys and two dogs. They have been in Chandler for over ten years and are originally from California. They have been in business for over seven years, and members of the Chandler Chamber for six years.

Chuck enjoys being a member of the Chandler Chamber of Commerce and has met some amazing people. He is the Ambassadors Chair, and is excited to be a part of such a great group.
