At its meeting on Oct. 7, the St. Clair Shores City Council voted 6-1 to deny site plan approval for a Kroger gas station on Harper Avenue at Nine Mile Road. Mayor Pro Tem and Councilwoman Candice Rusie cast the opposing vote.
