The CESA 7 CTE Network provides a structured, collaborative forum designed to strengthen Career & Technical Education programming across the region. The network connects educators, administrators, postsecondary partners, employers, and state consultants to share best practices, align programming with workforce needs, and stay informed on state initiatives and funding opportunities. Through intentional collaboration and professional learning, the CTE Network supports continuous program improvement and regional alignment. Meeting dates are TBD.
The Northeast Wisconsin Youth Apprenticeship Consortium (NEWYA), led by CESA 7, delivers a scalable, school-embedded model that removes barriers to participation and strengthens district career readiness systems. Anchored by dedicated, on-site Youth Apprenticeship coaches, NEWYA integrates workbased learning within Academic and Career Planning (ACP) and regional career pathways while ensuring strong employer partnerships and measurable student outcomes.
The CESA 7 Carl Perkins Consortium facilitates district access to federal funding under the Strengthening Career and Technical Education for the 21st Century Act, commonly known as Perkins V.

The Regional Special Education Network (RSN) supports Wisconsin local educational agencies (LEAs)/school districts in advancing educational equity, academic progress, and the social/emotional competency of students with disabilities by providing coordinated technical assistance to promote continuous systems improvement, foster collaboration and develop educational leadership capacity. The purpose of the RSN aligns with Wisconsin's Framework for Multi-Level Systems of Supports, which “...means providing services, practices, and resources for each and every learner based upon responsiveness to effective instruction and intervention.”
RSN support is provided to districts at low-to-no cost regardless of Cooperative Educational Service Agency (CESA) membership.
In addition to providing technical support, engaging in continuous improvement, and developing leadership capacity, the RSN can serve as a broker or facilitator to district-level leaders, fostering collaboration between districts and WI DPI supports, specifically around IDEA Indicators. IDEA Indicators are the check-points used by the federal government to ensure that states receiving federal funds are implementing IDEA in an effective and compliant manner (i.e., the rights and protections of students with disabilities are being carried out)



The induction program is designed for first or second year special educators and special educators holding a License with Stipulations. There will be no cost to the school district. Participating districts will receive an incentive per participant to offset the cost associated with participation in the induction program. Districts will be reimbursed following the completion of all three induction opportunities. Districts must commit to the release time needed for new educators to participate in these induction activities. Participation in the induction program will not result in DPI licensure, but is intended to supplement any Educator Preparation Program.
25-35 participants will be selected in each CESA to participate in the induction program. For more information, contact your local CESA.

The Wisconsin Special Education Mediation System provides assistance to parents (or adult students) and school districts in resolving special education disputes. WSEMS offers mediation and facilitated IEP meetings at no cost to either party. Below are some frequently asked questions regarding mediation and IEP facilitation. At CESA 7, WiMLSS coaches partner with districts and schools to support this work through professional learning, ongoing coaching, and targeted technical assistance helping teams strengthen systems, use data effectively, and sustain implementation aligned to local priorities.
