Congratulations on your selection as a delegate. Your presence here tonight reflects your commitment to strong governance, thoughtful leadership, and the continued success of the students and communities we serve.
This evening brings us together to engage in meaningful work that shapes the direction of CESA 7. Delegates will participate in key decisions, including the election of members to the Board of Control—an eleven-member body that provides governance, sets policy, and ensures the agency remains responsive to the needs of our districts.
This year, under the forward-thinking leadership of new Agency Administrator Aaron Malczewski, CESA 7 has continued to be responsive to the needs of our districts through both existing programs and services as well as new ones. Under his leadership, we are working to help prepare our students for a very different world than the one we know, a challenging task. CESA 7 staff, in partnership with our districts and other resources, are working together to shape the future of education. We welcome all of you on this journey with us.
Transforming Education Together: The Year in Review
As Wisconsin’s premier educational service agency, CESA 7 remains committed to our mission of transforming education together. This past year has been marked by a dedication to innovation and a strong focus on the high-impact services that our member districts depend on most. From our targeted and personalized school improvement programs and special education services and coaching to our comprehensive business solutions and expert superintendent searches, we continue to set the standard for excellence in educational leadership.
We recognize that today’s challenges require more than traditional solutions. That is why we have expanded our pathways to educator licensing programs to address staffing shortages and launched our new multi-state cybersecurity purchasing consortium —an initiative already proving its value by saving districts thousands of dollars. By leveraging our collective strength, we aren't just solving problems; we are ensuring that more resources stay where they belong: with our students. Everything we do is driven by our shared commitment to excellence for every learner.
We are grateful for your leadership and your engagement in this important work. Your voice and participation help ensure that CESA 7 remains strong, innovative, and deeply connected to the needs of our member districts.
We encourage you to stay connected beyond tonight. Take part in our trainings, connect with our staff, and consider attending a future Board of Control meeting. CESA 7 is here to serve and support—today and into the future—as we continue this work together.

Re: CESA 7 Annual Convention of School District Delegates
Please take notice that, pursuant to Wisconsin Statutes governing Cooperative Educational Service Agencies, Cooperative Educational Service Agency No. 7 (CESA 7) will hold its Annual Convention as follows:
Location: CESA 7 Office, 595 Baeten Rd., Green Bay, WI 54304
Meeting Room - Lambeau Lodge (C)
Date/Time: Wednesday, May 13, 2026, at 6:30 p.m.
Each member school district of CESA 7 is entitled to representation at the Annual Convention by one school board member designated as the district’s voting delegate.
The purpose of the Annual Convention is to conduct the official business of the agency, including the election of members to the CESA 7 Board of Control.
At the 2026 convention, delegates will elect representatives to the CESA 7 Board of Control for districts whose terms are expiring.
Please notify your district’s designated CESA 7 Convention Delegate of the time and location of this meeting.
The agenda will be distributed to delegates prior to the meeting.
Refreshments will be available prior to the meeting. The convention is expected to last approximately 45–60 minutes.

Northeast Wisconsin Youth Apprenticeship (NEWYA) reached a major milestone with 2,005 students placed—representing an impressive 97.3% growth since 2022.
The Class of 2025 achieved an outstanding 86.4% completion rate, reflecting strong student commitment and program effectiveness. With a remarkable 780% return on investment, the program continues to deliver significant economic and educational impact, strengthening both workforce development and student success.
