The Celina Police Department works to protect 50,000 residents and provide public safety services while partnering with community members on programming.
GOALS Increase non-sworn personnel to further provide administrative support to police operations. Implement the “lockbox” program to enhance the department’s ability to serve the communities elderly.
Complete development and implementation of updated departmental standard operating procedures.
COMMUNITY OUTREACH Our VIPS, Volunteers in Policing, completed their first full year of service to the community with over 1285 volunteer hours We held out Second Annual Celina PD Traffic Car Meet in June. We had an opportunity to work with the Youth Men’s Service League and teach about changing a tire. Hosting a Community Open House Event to showcase our new Police Headquarters in September. We helped host the First Back the Blue Golf Tournament with the Celina Police Foundation.
ACCOMPLISHMENTS We moved into our new Police Headquarters in July 2024 Passed Texas Police Chiefs Association Foundation annual accreditation. Implemented the Watch Commander Program for staff lieutenants in patrol to lead and manage patrol operations. Phase 1 resulted in two Watch Commanders being assigned with a goal of moving to a 24/7 Watch Commander format in October 2026 Fulfilled a goal of enacting the Human Trafficking Free Zone program designed to increase awareness, train professionals, support survivors, and prevent exploitation of victims from human trafficking. Enhanced traffic safety by fielding additional traffic officers and conducting added Commercial Vehicle Equipment inspections Staffed and equipped our Digital Forensic Unit capable of supporting criminal investigations Purchased and deployed our Crime Scene Unit vehicle to support field operations and crime scene processing capabilities.
Continue to focus on increasing recruitment, retention, and promtional representation for a more diverse department. Continue to enhance relationships with community and external stakeholders through efforts such as citizen engagement programs, personnel selection, and poilcy development. Increase the Drone program to have dedicated operator on each patrol shift. Grow the Crash Investigations Team.

CRIME UPDATE Continue to readily adapt to increased calls for service (9.14% increase) 2023 Calls for service: 23,406 2024 Calls for Service: 25,892 Focus on traffic safety by reducing accidents and dangerous driving. Improve our average response time to Priority 1 calls to less than 5 minutes. The City of Celina is ranked in the top 10% of the safest cities in Texas.
