CITY UPDATES CITY COMPLETES LAND EXCHANGE WITH PROSPER ISD The City and Prosper ISD have completed a land exchange pursuant to an Interlocal Real Property Exchange Agreement approved by the City Council in April 2026. The transaction officially closed this week, completing the exchange of the property previously identified as Earthman Park, located near Carey Road and Smiley Road, for property that will expand the City’s public parkland holdings in southwest Celina. Prosper ISD plans to utilize the former Earthman Park property as the site of a future high school. As part of the agreement, Prosper ISD also provided the City with an additional $2 million. The property acquired by the City, adjacent to the planned Mosaic Public Park, is subject to three deed restrictions: (1) the property may only be used for a public park and uses ancillary to a park; (2) no development may occur on the property for three years; and (3) any future lighting installed on the property must comply with the City’s applicable lighting ordinances.
Combined with approximately 188 acres of existing public parkland adjacent to the Mosaic development, the completed exchange increases the City’s parkland holdings in the area to nearly 300 acres. The transaction represents a significant long-term investment in public parkland strategically located within the rapidly growing southwest area of Celina while also providing Prosper ISD with property for a future educational facility.
CITY TO HONOR BOARDS & COMMISSIONS MEMBERS The City of Celina will host its annual Boards & Commissions Banquet on Tuesday, September 29, at 6:00 PM at Two29 on the Square. The annual event provides an opportunity for the City Council and City staff to recognize and thank the residents who volunteer their time and expertise to serve on the City’s boards and commissions. Boards and commissions play an important role in supporting City services, providing community perspective, and helping advance the City’s strategic priorities. Members dedicate significant time to reviewing information, participating in meetings, considering issues that impact Celina’s future, and providing recommendations that support the City Council and staff in the decision-making process. As Celina continues to grow, the service of these volunteers remains an important part of maintaining strong community involvement in local government. Their willingness to contribute their knowledge, experience, and time strengthens the City’s ability to thoughtfully plan for growth while continuing to provide high-quality services to residents. The annual banquet is an opportunity to celebrate that commitment and express the City’s appreciation for the individuals who choose to serve Celina and contribute to the continued success of the community.
CONSTRUCTION PROGRESSES AT THE DOWNTOWN CENTER Swinerton, the City’s general contractor for the Downtown Center, continues to advance construction throughout the facility as work progresses on the roof, exterior envelope, Atrium, and interior building systems. Recent milestones include completion of major roof structural elements and the mass timber roof at the Atrium, while drywall, mechanical, electrical, and plumbing activities continue across multiple levels. WORK COMPLETED Recent construction milestones include:

Completion of penthouse framing and sheathing.
•
Completion of Level 4 southwest exterior framing and sheathing.
•
Completion of concrete substrate preparation along the east elevation.

Completion of the CLT mass timber roof installation at the Atrium.

Completion of the learning staircase structure in the basement.
•
Completion of in-wall electrical rough-in on Level 2.
•
Completion of in-wall plumbing rough-in at the Level 2 and Level 3 bathrooms.

Completion of roof parapet framing.

Installation and setting of rooftop equipment.
•
Brick installation along the west elevation.
•
Preparation for air barrier and waterproofing installation along the east elevation.

Installation of curtain wall steel supports at the Atrium.

Installation of stair treads and the overhead door at the Atrium.
•
Interior framing and access flooring activities in the basement.
•
Drywall installation on Levels 2 and 3, including perimeter walls.
•
Final electrical rough-in activities on Level 3.
•
Installation of mechanical, electrical, and plumbing equipment in the mechanical rooms on Levels 2 and 3.
UPCOMING WORK The next phase of construction will continue to advance the building toward enclosure while progressing interior systems and finishes, including: •
Beginning PVC roofing installation the week of September 28.

Continuing roof parapet and rooftop equipment installation.
•
Advancing exterior brick, air barrier, waterproofing, and curtain wall activities.
•
Continuing drywall installation and interior build-out across Levels 2 and 3.
•
Continuing installation of mechanical, electrical, and plumbing equipment and systems throughout the facility.
Construction continues to progress across the Downtown Center as Swinerton advances the building toward enclosure and moves interior spaces closer to final finishes. The Downtown Center remains one of the City’s
most significant capital projects and will bring together the Celina Public Library, City services, community spaces, and public amenities in the heart of Downtown Celina.
INTERIOR AND SITE WORK ADVANCES AT FIRE STATION #4 Crossland Construction, the City’s general contractor for Fire Station #4, continues to advance construction across the facility and surrounding site. Recent progress has focused on completing exterior building components and interior finishes, while mechanical, electrical, plumbing, and fire suppression systems continue moving toward final trim-out and commissioning. WORK COMPLETED Recent construction milestones include: •
Installation of overhead and bi-fold doors.
•
Installation of glazing and aluminum storefront frames.
•
Completion of texture and paint on interior walls within the living quarters.
WORK IN PROGRESS Crews are currently advancing several site, interior, and building system activities, including: •
Construction of site sidewalks connecting Fire Station #4 to the adjacent Celina Police Department.

Tape and bed work on hard-lid ceilings.
•
Mechanical, electrical, plumbing, and fire sprinkler trim-out within ceiling grid areas.

Installation of exterior metal wall panels.
UPCOMING WORK The next phase of construction will focus on site improvements, interior finishes, and building system start-up, including: •
Site grading in preparation for landscaping.

Construction continues to progress throughout Fire Station #4 as Crossland Construction advances interior finishes, building systems, and site improvements toward the project’s next major milestones.

Recent progress includes completion of several major site infrastructure and interior improvements, while crews continue building system programming, electrical installation, and preparation for the next phase of site work and interior finishes. WORK COMPLETED Recent construction milestones include: •
Completion of site utilities, including water, stormwater, and sanitary sewer infrastructure.

Completion of site layout in preparation for paving.

Completion of lime stabilization for paved areas.

Completion of flooring installation.

ANNUAL STREET MAINTENANCE CONTINUES ON S. KENTUCKY ST The City of Celina’s Annual Street Maintenance (ASM) Program continues to preserve and improve local road-
ways through targeted repairs and ongoing maintenance. The next phase of this year’s program will include asphalt spot repairs along S. Kentucky St between W. Main St and W. Elm St. SCHEDULE (WEATHER PERMITTING) •

TRAFFIC IMPACTS •
S. Kentucky St between W. Main St and W. Elm St will be closed to through traffic for the duration of the work.

Local access and emergency vehicle access will be maintained at all times.
•
Motorists are encouraged to use alternate routes when possible.
•
The contractor will actively manage traffic control throughout the project to help maintain safe and efficient access around the construction area.
This project is part of the City’s continued investment in the safety, quality, and longevity of Celina’s roadway infrastructure. DETECTIVE FRANK ALEGRE RECOGNIZED BY DO GOOD HEROES This week, the Celina Police Department welcomed the National Life Group Do Good Heroes foundation to recognize Detective Frank Alegre for his outstanding service and contributions to the Celina community. Detective Alegre was honored for his commitment to serving others both through his work with the Celina Police Department and through his personal efforts outside of his professional responsibilities. The recognition highlights the positive impact he continues to make through his dedication to public service and the community. The City congratulates Detective Alegre on this well-deserved recognition and appreciates the Do Good Heroes foundation for recognizing individuals who demonstrate an exceptional commitment to serving their communities.

DALLAS NORTH TOLLWAY PHASE 4A PROJECT: LANE CLOSURE NOTIFICATION As part of the continued progress on the DNT Phase 4A project, construction crews will soon implement targeted lane closures to support key project activities. These closures are necessary to facilitate the transport of topsoil, conduct mass haul operations, perform area cleanup, and set structural beams. It is important to note that full closure of the left lanes is not anticipated. Friday, September 25, through Saturday, September 26: •
