CITY UPDATES FIRE STATION #4 CONSTRUCTION PROGRESS Crossland Construction, the City’s general contractor for Fire Station #4, continues to advance construction across the facility, with recent progress focused on exterior finishes, pedestrian infrastructure, and interior buildout. Work is increasingly transitioning toward finish installation and building systems as the project moves through its next phase of construction. WORK COMPLETED Recent construction milestones include: •
Completion of exterior brick and stone installation.

Completion of building sidewalks.
•
Sheetrock installation, taping, and bedding within the living quarters.
WORK IN PROGRESS Crews are currently advancing several exterior and interior activities, including: •
Building and site sidewalk construction.
•
Installation of overhead doors.
•
Interior painting and texture application.
•
Installation of exterior metal wall panels.
UPCOMING WORK The next phase of construction will focus on site improvements, life-safety systems, and interior finishes, including: •
Site grading in preparation for landscape installation.

Fire suppression system trim-out.
•
Installation of ceiling grid.
•
Completion and close-up of hard-lid ceilings.
Construction continues to progress across both the interior and exterior of Fire Station #4 as Crossland Construction works toward completion of the facility.
CONSTRUCTION PROGRESSES AT THE CLUBHOUSE AT OUSLEY PARK Crossland Construction, the City’s general contractor for The Clubhouse at Ousley Park, continues to advance construction across the facility and surrounding site. Recent progress has focused heavily on site preparation and infrastructure, while interior building activities continue to move toward final finishes and building system start-up. WORK COMPLETED Recent construction milestones include: •
Completion of site utilities, including water, stormwater, and sanitary sewer infrastructure.
•
Completion of site layout in preparation for paving.
•
Completion of mass grading across the site.
•
Demolition of existing sidewalks in preparation for new paving improvements.
WORK IN PROGRESS Crews are currently advancing several site, electrical, and interior activities, including: •
Lime treatment for pavement subgrade preparation.
•
Meter installation for permanent power from Oncor.
•
Installation of light fixtures.
UPCOMING WORK The next phase of construction will focus on paving preparation, exterior structural elements, building systems, and interior finishes, including: •
Drilling piers for the front canopy.

Installation of form boards in preparation for paving.
•
HVAC system start-up.
•
Installation of millwork and countertops.
•
Installation of ceiling tile and light fixtures.
Construction continues to progress across The Clubhouse at Ousley Park as Crossland Construction advances both site improvements and interior finishes toward the next major project milestones.
ASM PROGRAM ADVANCES ROADWAY IMPROVEMENTS The City of Celina’s Annual Street Maintenance (ASM) Program continues to preserve and improve local roadways through targeted repairs and ongoing maintenance. Two upcoming projects will include asphalt spot repairs along N. Illinois St and N. Florida Dr. N. ILLINOIS ST – W. PECAN ST TO W. MAPLE ST SCHEDULE (WEATHER PERMITTING) •
Start Date: September 16

Estimated Completion Date: October 2
TRAFFIC IMPACTS •
N. Illinois St between W. Pecan St and W. Maple St will be closed to through traffic for the duration of the work.
•
Local access and emergency vehicle access will be maintained at all times.
•
Motorists are encouraged to use alternate routes when possible.
•
The contractor will actively manage traffic control throughout the project to help maintain safe and efficient access around the construction area.
N. FLORIDA DR – CR 57 (WRF) TO FM 455 SCHEDULE (WEATHER PERMITTING) •
Start Date: September 14

Estimated Completion Date: September 25

CITY EXPANDS DEVELOPMENT SERVICES AND PUBLIC WORKS TEAMS This week, the City of Celina welcomed two new employees to the organization, strengthening the Development Services and Public Works departments. These additions support the City’s continued commitment to maintaining a highly skilled workforce and providing exceptional service as Celina continues to grow.

RAINWATER CROSSING TO CELEBRATE ENTRANCE GRAND OPENING Rainwater Crossing will host its Entrance Grand Opening on Thursday, September 17, at 10:00 AM at the intersection of G.A. Moore Pkwy and Coit Rd. The celebration will also feature the unveiling of Scout’s Tree, a 30-foot stainless and Corten steel sculpture created by renowned artist Brad Oldham. The new art installation will serve as a distinctive landmark at the entrance to the Rainwater Crossing development.
COLLIN COUNTY TO HOST FINAL HAZARD MITIGATION PUBLIC MEETING Collin County will host its third and final public meeting for the 2026 Collin County Hazard Mitigation Plan Update on Wednesday, September 16, at 6:00 PM in the Celina Police Headquarters Community Room. Hazard mitigation focuses on reducing the potential impacts of natural hazards by identifying risks and taking proactive measures before future events occur. The Hazard Mitigation Plan helps participating communities better understand local hazards, risks, and vulnerabilities while identifying strategies to reduce those risks and prioritize resources where they can have the greatest impact. The public meeting provides residents and stakeholders an opportunity to learn more about the planning process and provide input as the County works to finalize the updated plan. Community members may also participate by completing the public survey and reviewing the plan. The update supports continued regional coordination and preparedness by helping Collin County and participating communities identify long-term strategies that strengthen resiliency and reduce the potential impacts of future natural hazards.
DALLAS NORTH TOLLWAY PHASE 4A PROJECT: LANE CLOSURE NOTIFICATION As part of the continued progress on the DNT Phase 4A project, construction crews will soon implement targeted lane closures to support key project activities. These closures are necessary to facilitate the transport of topsoil, conduct mass haul operations, perform area cleanup, and set structural beams. It is important to note that full closure of the left lanes is not anticipated. Monday, September 14, through Saturday, September 19: •
The northbound and southbound left lane of Dallas Pkwy from First St to FM 428 will be closed daily from 6:30 AM to 6:30 PM.
Monday, September 21, through Saturday, September 26: •
All lanes of eastbound and westbound Collin County Outer Loop between northbound and southbound Dallas Pkwy will be closed nightly from 8:00 PM to 6:00 AM.
