CITY OF CELINA APPOINTS WILL JANNEY AS DIRECTOR OF ENGINEERING
The City is pleased to announce the appointment of Will Janney as Director of Engineering, effective June 8. In this role, Janney will lead the City’s engineering operations and oversee the planning, design, and delivery of critical infrastructure initiatives that support Celina’s continued growth. His responsibilities will include guiding transportation, utility, drainage, and capital improvement projects that strengthen connectivity, enhance public services, and advance the City’s long-term quality of life and sustainability goals.
Janney brings nearly 20 years of engineering and infrastructure experience across both the public and private sectors, most recently serving in engineering leadership roles with the City of Frisco since 2016, where he oversaw more than $500 million in capital improvement projects. His background includes managing major roadway expansions, water and wastewater infrastructure, stormwater systems, and large-scale utility coordination, as well as leading multidisciplinary teams and collaborating with developers, consultants, and contractors.
A licensed Professional Engineer, Janney holds a Bachelor of Science in Civil Engineering from the Colorado School of Mines and a Master of Business Administration from the University of Texas at the McCombs School of Business, bringing a strong combination of technical expertise and strategic leadership to the City of Celina. CITY TO HOST ANNUAL LIFE CONNECTED. SERVICE DAY ON MAY 30
Life Connected. Service Day will take place on Saturday, May 30, from 8:00 AM to 1:00 PM, beginning with a community kickoff on the Downtown Square. This annual initiative reflects the City’s continued commitment to fostering a connected, service-oriented community where residents support one another through meaningful acts of care and volunteerism. Volunteer teams will mobilize across the City to assist residents with minor home repairs, yard work, and exterior upkeep projects.
The event also provides an opportunity for families, civic organizations, local groups, and individual volunteers to actively engage in community service while strengthening relationships among neighbors. By encouraging residents to serve alongside one another, Life Connected. Service Day reinforces the values of civic engagement, neighborhood stewardship, and community connection that contribute to Celina’s quality of life.
In addition to providing direct assistance to residents in need, the initiative supports broader City goals related to community well-being, neighborhood beautification, and resident engagement. Programs such as Life Connected. Service Day help cultivate a stronger sense of belonging, enhance neighborhood pride, and further strengthen the relationships that make Celina a vibrant and connected community.
N. OKLAHOMA DR CIP UTILITY CONSTRUCTION AND ROAD CLOSURE UPDATE
Beginning Monday, June 1, SYB Construction Co., Inc. will initiate utility construction operations along E. Malone St as part of the N. Oklahoma Dr Capital Improvement Project (CIP).
During this phase of construction, E. Malone St will be fully closed between N. Louisiana Dr and N. Texas Dr to allow crews to safely and efficiently complete the required utility improvements while minimizing impacts to surrounding businesses and residents. N. Oklahoma Dr will also be fully closed to through traffic, and vehicles will not be permitted to cross the roadway during active construction operations.
To maintain local accessibility, traffic will remain accessible from both N. Louisiana Dr and N. Texas Dr; however, a signed detour route will be implemented directing motorists from N. Texas Dr to E. Pecan St and around to N. Louisiana Dr to accommodate local travel during construction activities.
Residents and motorists should anticipate temporary traffic modifications, including lane closures, reduced street parking, intermittent construction noise, and other traffic control measures during working hours. Construction activities are expected to occur Monday through Friday from 7:00 AM to 5:30 PM, with occasional Saturday work as necessary to maintain project schedule.
The City respectfully asks the public to use caution when traveling through the construction area and to follow
all posted signage and traffic control devices to ensure the safety of both the traveling public and construction personnel. City staff will continue coordinating with the contractor to minimize disruptions and provide updates as construction progresses.
TEMPORARY CLOSURE OF SOUTH ENTRANCE AT OLD CELINA PARK
Beginning at midnight on Monday, June 1, the south entrance to Old Celina Park will be temporarily closed to allow crews to remove the existing entrance and construct a new concrete driveway connection into the park. Austin Bridge & Road will conduct overnight paving operations to align the park entrance with the adjacent roadway grade and will work continuously through the night to help minimize disruptions to the public. The work is anticipated to be completed by approximately 3:00 PM on Monday, weather permitting.
During the closure, vehicular access through the south entrance will not be permitted to ensure a safe and efficient work environment for both construction personnel and park visitors. Barricades will be installed at the closure location, and digital message boards may also be utilized to notify motorists and park patrons of the temporary access restrictions. In coordination with the closure, Parks staff will be on-site beginning Sunday evening to notify visitors that all vehicles must be removed prior to the entrance closing at midnight.
While the south entrance is closed, all northern entrances to Old Celina Park will remain open and accessible for continued access to park amenities, including the playground and other recreational facilities. Additional asphalt work is anticipated at the northern entrances in the coming weeks; however, at least one northern entrance will remain open at all times to maintain public access to the park.
FM 428 OVERNIGHT PAVING OPERATIONS RESUME NEXT WEEK
Austin Bridge & Road will resume nighttime paving operations along FM 428 beginning Sunday, May 31, through Friday, June 5, between the hours of 8:00 PM and 5:00 AM. During construction activities, two-way traffic control with a single lane open will be in place between the Dallas North Tollway and FM 455. Flaggers and traffic control personnel will be on-site throughout operations to safely assist motorists through the work zone.
Beginning Tuesday, June 2, crews will initiate roadway reconstruction operations along the northbound and southbound lanes of FM 428 between Old Celina Park and the Parkside development. This phase of work will include removing approximately 8 inches of the existing roadway surface, followed by installing a new asphalt section consisting of an 8-inch base layer and an additional 4-inch asphalt surface. The roadway reconstruction work is anticipated to be completed during a single overnight operation before crews transition into adjacent driveway sections. All operations are being conducted overnight to help minimize traffic impacts and disruptions to residents, businesses, and the traveling public.

Boards & Commissions Applications will open on Monday, June 1, and remain available through Monday, June 29. This application period provides residents with an opportunity to actively engage in local government and contribute to the continued growth and success of the community.
Serving on a City board or commission allows individuals to align their professional expertise, experience, and personal interests with the strategic needs of the City. Board and commission members play an important advisory role by providing feedback, recommendations, and insight to City leadership, helping to inform decision-making and support the continued advancement of Celina as a premier place to live, work, and thrive. Civic participation through boards and commissions is a vital component of transparent and responsive governance, and resident involvement remains essential to shaping the future of Celina.
TEMPORARY N. ARIZONA DR ROAD CLOSURE FOR DOWNTOWN CENTER
Beginning Monday, June 8, Swinerton, the general contractor for the Downtown Center project, will temporarily close a section of N. Arizona Dr through Friday, August 8, to support ongoing construction operations associated with the project.
The temporary closure is necessary to facilitate Timberlab’s mobilization activities and maintain the overall construction schedule while additional roof work continues onsite. Granting temporary closure access N. Arizona Dr will provide the contractor with the necessary operational space to safely and efficiently complete planned activities without impacting the progression of other critical project components. City staff continues to coordinate closely with the contractor team to minimize disruptions to surrounding businesses, residents, and traffic circulation throughout the duration of the closure. Additional updates regarding traffic impacts, detour routes, and construction progress will be communicated as the project advances.
DOWNTOWN PATIO BRINGS MONTHLY PROGRAMMING TO LIFE IN JUNE
The City continues to activate and enhance Downtown through a series of programmed activities at the Downtown Patio, located behind Tender BBQ and Lucy’s on the Square. These offerings are designed to increase downtown vibrancy, support local business activity, and provide residents with accessible opportunities for
recreation, wellness, and community engagement. Throughout the month of June, the Downtown Patio will host a diverse schedule of events intended to appeal to a wide range of ages and interests, including family-friendly workshops, live entertainment, and fitness programming. DALLAS NORTH TOLLWAY PHASE 4A PROJECT: LANE CLOSURE NOTIFICATION
As part of the continued progress on the DNT Phase 4A project, construction crews will soon implement targeted lane closures to support key project activities. These closures are necessary to facilitate the transport of topsoil, conduct mass haul operations, perform area cleanup, and set structural beams. It is important to note that full closure of the left lanes is not anticipated.
