CELINA PUBLIC LIBRARY TO HOST SUMMER READING KICK-OFF PARTY
The Celina Public Library will host its annual Summer Reading Program Kick-Off Party on Saturday, May 23, from 10:00 AM to 1:00 PM in front of City Council Chambers located at 112 N. Colorado St. The event serves as the official launch of the Library’s Summer Reading Challenge and is designed to promote literacy, lifelong learning, and community engagement among residents of all ages.
The kickoff event will feature family-oriented activities including games, music, prizes, and interactive programming intended to encourage participation in the Summer Reading Program throughout the summer months. Library staff will also provide information regarding program registration, reading tracking opportunities, and available participation incentives.
The Summer Reading Program remains a key community initiative that supports educational enrichment and continued learning opportunities outside of the traditional school year. Through this annual program, the Library seeks to foster increased community involvement while promoting reading and educational achievement among youth and families. Residents are encouraged to attend the event, register for the Summer Reading Challenge, and participate in the various activities planned as the City launches another summer of literacy-focused programming and community connection.
MEMORIAL DAY EVENTS AND CITY SERVICE UPDATES
As the community prepares to observe Memorial Day, the City of Celina will honor the occasion through commemorative events and adjusted municipal operations. The following updates provide information regarding the annual Memorial Day Ceremony, City administrative office closures, and residential waste collection services.
MEMORIAL DAY CEREMONY
The Celina Area Heritage Museum will host its annual Memorial Day Ceremony on Monday, May 25, at 9:00 AM on the Downtown Square. This longstanding community tradition provides residents an opportunity to gather in remembrance and gratitude for the men and women who made the ultimate sacrifice while serving in the United States Armed Forces.
The ceremony will include moments of reflection and recognition honoring those who gave their lives in defense of the nation and acknowledging the lasting impact of their service and sacrifice on the freedoms enjoyed by future generations. Following the ceremony, attendees are invited to participate in a reception hosted by the museum to encourage fellowship, community engagement, and continued remembrance. Residents of all ages are encouraged to attend as the community comes together to honor and remember the nation’s heroes on Memorial Day.
ADMINISTRATIVE OFFICES
City of Celina Administrative Offices will be closed on Monday, May 25, in observance of Memorial Day. Regular business hours will resume on Tuesday, May 26. The City encourages residents to take time throughout the holiday to honor and remember the brave individuals who made the ultimate sacrifice in service to the country.
WASTE COLLECTION SERVICES
Community Waste Disposal (CWD) will continue trash and recycling collection services on its regular schedule during the Memorial Day holiday. There will be no interruptions or delays to collection services. Residents are encouraged to place trash and recycling carts out on their regularly scheduled collection day.
OCP PLAYGROUND SPLASH PAD TO OPEN MEMORIAL DAY WEEKEND
The new OCP Playground Splash Pad is scheduled to open Memorial Day Weekend on Saturday, May 23, providing an additional recreational amenity designed to enhance family-oriented outdoor experiences within the community. The splash pad will offer residents and visitors a new opportunity to stay active, cool off, and enjoy the outdoors throughout the summer season. The amenity features 12 ground-level water jets that create an interactive play environment for children and families visiting the park.
In addition to its recreational value, the splash pad was intentionally designed with water conservation principles in mind. The system allows operational water to drain into the park pond, where it is repurposed for landscape irrigation. The feature also utilizes a push-button activation system, providing five minutes of water flow per activation to ensure efficient and responsible water use.
Seasonal operations will run from Memorial Day Weekend through Labor Day Weekend. Hours of operation are scheduled for Monday through Thursday from 8:00 AM to 2:00 PM, and Friday through Sunday from 8:00 AM to 8:00 PM.
CELINA MAIN STREET EARNS 2026 MAIN STREET AMERICA ACCREDITATION
Celina Main Street has been designated as a 2026 Accredited Main Street America program in recognition of its continued commitment to meeting rigorous national performance standards. This designation reflects the program’s dedication to advancing preservation-based economic development and community revitalization through the nationally recognized Main Street Approach™.
Each year, Main Street America and its partners announce a roster of designated programs that demonstrate excellence in strengthening downtowns and commercial districts through sustained, community-driven efforts. Celina Main Street is proud to be one of 838 nationally accredited organizations and part of a broader network of more than 1,600 communities across the United States leading transformative downtown revitalization initiatives.
Main Street America recognizes two tiers of national designation - Accredited and Affiliate. These designations serve as a mark of excellence and a signal to residents, civic leaders, partners, and funders that a program is aligned with a nationwide movement that has more than 45 years of proven success in generating economic impact, fostering vibrant and welcoming communities, and creating lasting positive change.
DOWNTOWN CENTER CONSTRUCTION PROGRESS UPDATE
Swinerton continues to advance construction activities on the Downtown Center project, with significant progress occurring across structural, mechanical, electrical, plumbing, and utility infrastructure components. Current efforts remain focused on structural steel erection, waterproofing, mechanical, electrical, and plumbing rough-ins, and preparation for upcoming building enclosure and mass timber activities. The following outlines recent accomplishments, ongoing work, and upcoming activities.
WORK COMPLETED
• Elevator shaft concrete masonry unit work has been completed through the basement and Levels 1 and 2.
• Curbs and topping slabs have been poured through Level 3.
• Basement framing of primary fire-rated walls has been completed.
• Bathroom underfloor plumbing rough-ins have been completed in the basement and Levels 1 through 3.
• Fire suppression rough-ins have been completed in the basement and Levels 1 through 3.
• Stair 2 erection has been completed.
• Gas stub-up installation within the Council Chambers mechanical yard has been completed.
WORK IN PROGRESS
• Level 1 perimeter curb waterproofing is underway.
• Perimeter hollow structural section steel erection for storefront installation on Level 1 is ongoing.
• Atrium steel erection is ongoing.
• Level 4 curbs and topping slabs are in progress and tracking toward completion the week of May 18.
• Overhead mechanical, electrical, and plumbing rough-ins are ongoing.
• In-wall mechanical, electrical, and plumbing rough-ins are ongoing.
• Roof steel erection is underway.
• Raised floor layout activities are in progress.
UPCOMING WORK
• Underfloor mechanical, electrical, and plumbing and cable tray rough-ins will commence.
• Exterior storefront framing on Level 2 is scheduled to begin.
• Stair 3 erection is scheduled to begin.
• Joint trench directional boring operations are scheduled to begin.
• Joint trench pull box installation and tie-in activities are scheduled to begin.
• Gas meter set and tie-in activities are scheduled to begin.
• Timberlab mobilization for mass timber installation is anticipated in the coming weeks.
FIRE STATION #4 PROJECT CONSTRUCTION UPDATE
Crossland Construction continues to advance construction of Fire Station #4, with steady progress across structural systems, building enclosure preparation, and mechanical, electrical, and plumbing installation. Current efforts are focused on structural steel completion, concrete placement activities, and continued interior system rough-ins within both the living quarters and apparatus bay areas. The following outlines recent accomplishments, ongoing work, and upcoming activities.
WORK COMPLETED
• Structural steel installation for the living quarters has been completed.
• Concrete masonry unit work for the east apparatus bay has been completed.
• Apparatus bay mezzanine structural steel installation has been completed.
WORK IN PROGRESS
• Mezzanine concrete pours are underway, including the storm shelter lid concrete pour.
• Apparatus bay joist installation and structural steel work are ongoing.
• Training tower block construction is progressing on the east elevation.
UPCOMING WORK
• Roofing installation for the living quarters is scheduled to begin.
• Continued in-wall mechanical, electrical, and plumbing installation will proceed.
• Fire sprinkler overhead rough-in is scheduled to begin during the second week of June.
THE CLUBHOUSE AT OUSLEY PARK CONSTRUCTION PROGRESS UPDATE
Crossland Construction continues to advance interior construction activities for The Clubhouse at Ousley Park, with notable progress in mechanical, electrical, plumbing, audiovisual, and security systems, as well as interior finish installation. Current efforts are focused on ceiling completion, systems trim-out, and preparation for upcoming flooring and finish carpentry work. The following outlines recent accomplishments, ongoing work, and upcoming activities.

• Overhead mechanical, electrical, and plumbing rough-in work has been completed.
• Light fixture installation has been completed.
• Ceiling grid installation has been completed.
WORK IN PROGRESS
• Ceiling tile installation is underway.
• Security and audiovisual equipment trim-out activities are ongoing.
• Utility layout for Phase 2 civil construction is in progress.

• Flooring and tile installation will commence.
• Millwork and countertop installation is scheduled to begin.
SWINERTON TO HOST COFFEE WITH THE CONTRACTORS
Swinerton will host its next Coffee with the Contractors on Wednesday, May 27, at 9:00 AM at their field office, located at 112 N. Arizona Dr. As construction continues to advance on the Downtown Center project, this event serves as a valuable opportunity for stakeholders to engage directly with project managers and team members. Attendees will receive important updates on the progress, timeline, and next steps for this key development in the heart of Downtown Celina.
DALLAS NORTH TOLLWAY PHASE 4A PROJECT: LANE CLOSURE NOTIFICATION
As part of the continued progress on the DNT Phase 4A project, construction crews will soon implement targeted lane closures to support key project activities. These closures are necessary to facilitate the transport of topsoil, conduct mass haul operations, perform area cleanup, and set structural beams. It is important to note that full closure of the left lanes is not anticipated.
Tuesday, May 26, through Saturday, May 30:
• The northbound and southbound left lane of Dallas Pkwy from First St to FM 428 will be closed daily from 6:30 AM to 6:30 PM.
