CITY UPDATES
ONCOR PROJECT STATUS & COMMUNITY IMPACT UPDATE
The City provided the following update from Oncor Electric Delivery to our residents regarding ongoing electrical infrastructure improvements across the community. These projects are designed to strengthen system reliability and capacity, support the City’s continued growth, reduce the likelihood of service interruptions, and enhance long term electric service delivery for residents and businesses.
PROJECT #1: S. PRESTON RD
This project is approximately 65 percent complete. While crews are currently addressing accessibility challenges, progress remains ahead of the scheduled May 30 completion date.
PROJECT #2: DOWNTOWN AREA
Work within the downtown area is approximately 50 percent complete. Crews continue to navigate access related constraints, with an anticipated completion date of May 30. This timeline remains subject to change based on weather conditions and site accessibility.
PROJECT #3: PRESTON RD, BEECH ST, AND W. GLENDENNING PARKWAY AREAS
Construction activities for this project are scheduled to begin this week and are expected to span approximately six to seven weeks, contingent upon weather conditions and equipment access.
Work along W. Glendenning Parkway is anticipated to commence on Monday, May 4. Temporary overnight road closures will be implemented from 10:00 PM to 5:00 AM, with a designated traffic control provider on site to ensure public safety and minimize disruption.
The City appreciates the community’s continued patience as these essential infrastructure improvements are completed. Upon completion, these upgrades will significantly enhance the reliability and resilience of Celina’s electrical system and support the demands of ongoing growth.
PRESTON ROAD CORRIDOR CONSTRUCTION UPDATE
The City provided residents with the following update on two active construction projects along the Preston Rd corridor. While these projects are being managed by separate entities, both are strategically aligned to enhance traffic operations, improve safety, and support long-term mobility within this critical and heavily traveled area.
TRAFFIC SIGNAL IMPROVEMENTS PROJECT
The first project is being led by the Texas Department of Transportation (TxDOT) and focuses on targeted traffic signal and intersection enhancements. Improvements include the addition of offset left-turn lanes at the intersections of Punk Carter Pwky and Preston Rd, as well as John Campbell Trail and Preston Rd. Construction activities are impacting both northbound and southbound lanes during implementation.
The addition of offset turn lanes is intended to improve driver visibility, reduce the likelihood of turning-related collisions, and increase overall intersection efficiency. Signal upgrades will further contribute to safer, more coordinated traffic movement along the corridor. Substantial completion of this project is anticipated by the end of May, weather permitting.
HOME DEPOT RIGHT TURN LANE PROJECT
The second project is being managed by the City and involves the construction of dedicated right-turn lanes to accommodate two future access points into the Home Depot development, located at the northwest corner of Ownsby Pkwy and Preston Rd. This work is primarily affecting southbound traffic along Preston Rd.
LANE CLOSURES & TRAFFIC IMPACTS
Lane closures associated with both projects are occurring within a concentrated segment of Preston Rd between Frontier Pkwy and the Collin County Outer Loop. To reduce impacts on peak travel periods, construction activities and related lane closures are scheduled between 9:00 AM and 3:30 PM.
While distinct in scope and management, both projects play a vital role in improving roadway safety, enhancing traffic flow, and supporting continued growth along the Preston Rd corridor. The City appreciates the public’s patience and cooperation and encourages motorists to remain attentive, exercise caution, and plan for potential delays when traveling through the area.
TXDOT FM 428 CONSTRUCTION & TRAFFIC IMPACT REPORT
The City of Celina has received the following update from the Texas Department of Transportation regarding the current status of the FM 428 improvement project. Construction activities are actively underway between the Dallas North Tollway and FM 455. Crews are continuing the removal of the existing roadway as part of a full depth reconstruction effort. This process includes a continuous paving operation, where new pavement is placed immediately following removal to deliver a smoother and more durable driving surface.
The most significant traffic impacts are anticipated to occur over the next three to four weeks, weather permitting. During this period, motorists should expect lane restrictions from 9:00 AM to 3:30 PM for daytime operations and from 8:00 PM to 5:00 AM for nighttime operations. Traffic patterns will continue to shift as work progresses along the corridor. As construction advances, intermittent nighttime impacts may also occur at key intersections, including Sunset Boulevard, Hot Springs Way, and Rocky Mountain Court.
Motorists are encouraged to plan accordingly, allow for additional travel time, and exercise increased caution when traveling through the construction zone. The City appreciates the public’s continued patience as these critical roadway improvements progress and work toward enhancing long term mobility and roadway quality within the community.
CELINA FRIDAY NIGHT MARKET RETURNS TO DOWNTOWN
The City will host the Celina Friday Night Market, presented by Renewal by Andersen of North Texas, on Friday, May 1, from 6:00 to 9:00 PM in Downtown Celina. This monthly event continues to serve as a key community activation, bringing residents and visitors together in a welcoming, family-friendly environment.
The market will feature more than 60 vendors offering a diverse selection of homemade, handmade, and homegrown goods. Attendees can expect a variety of locally produced items, including handcrafted products, seasonal produce, baked goods, fresh eggs, and free-range meats. In addition, Downtown restaurants and food trucks will provide a range of ready-to-eat dining options, further supporting local businesses.
Live music entertainment will be provided throughout the evening on The Rodeo SC Stage, with a featured performance by Prosper’s Side Hustle. The event also offers opportunities for residents to engage with local artisans, farmers, and small business owners, reinforcing community connections and supporting the local economy. Staff will continue to monitor weather conditions and will provide updates as necessary to ensure public safety and event readiness.
CELEBRATING CULTURE AND COMMUNITY AT CELINA’S CINCO DE MAYO
The City, in partnership with El Puente de Celina, will host the annual Cinco de Mayo celebration on Saturday, May 2, from 2:00 to 9:00 PM on the Downtown Square in Celina. This community event commemorates Mexico’s 1862 victory over the Second French Empire and serves as a meaningful opportunity to celebrate cultural heritage while fostering community engagement.
The event will feature live music, traditional dance performances, a variety of local food and market vendors, and family-friendly activities designed to appeal to residents of all ages. The celebration continues to be a well-attended annual gathering that highlights the diversity and vibrancy of the Celina community.
In addition to its cultural significance, the event provides a philanthropic benefit, with all net proceeds supporting scholarships for students at Celina High School. These efforts contribute to the development of future community leaders and reinforce the City’s commitment to education and youth engagement.
OHIO ST/LOUISIANA DR RECONSTRUCTION PUBLIC MEETING NOTICE
The City’s Engineering Department invites residents, business owners, and community stakeholders to attend a public meeting regarding the Ohio St and Louisiana Dr Reconstruction Project. The meeting is scheduled for Monday, May 4, at 6:00 PM in the Celina Council Chambers, located at 112 N. Colorado St in Downtown Celina.
This meeting will provide an overview of the proposed project design and planned improvements following the City Council’s award of the design contract to Halff on January 14, 2025. Attendees will have the opportunity to learn more about the project, ask questions, and provide feedback or share concerns. Public engagement remains a critical component in the development of infrastructure projects of this nature. The City encourages all interested and impacted parties to attend, remain informed, and participate in shaping this important community initiative.
FM 1461 (E. FRONTIER PKWY) CONSTRUCTION & LANE CLOSURES
Beginning Wednesday, May 6, daily lane closures will be implemented along FM 1461 (E. Frontier Pkwy) between Wellspring Pkwy and FM 2478 (Custer Rd). Certified flaggers will be present throughout the work zone to direct traffic and maintain two-way vehicle flow during construction activities. The scope of work includes shoulder improvements and the construction of dedicated turn lanes associated with the Prosper Middle School development. These enhancements are intended to increase roadway capacity, improve drainage infrastructure, and enhance overall traffic safety within the corridor.
Lane closures are anticipated to occur daily over an approximate three-month period. All construction activities are scheduled for completion prior to the start of the upcoming fall school term, ensuring minimal disruption at the beginning of the academic year.
CITY AND CELINA ISD HOST JOINT TOWN HALL MEETING
The City, in partnership with Celina Independent School District, invites residents to attend an upcoming Joint Town Hall Meeting focused on the continued growth and future of the community. The Joint Town Hall Meeting will be held on Wednesday, May 6, from 6:00 to 8:00 PM at Two29 on the Square, located at 229 West Pecan Street in Celina. Dinner will be provided beginning at 6:00 PM, with presentations scheduled to begin at 6:30 PM.
This collaborative event will provide updates on the City’s ongoing development efforts, major initiatives, and strategic priorities, as well as key insights from Celina ISD regarding district progress and future planning. Attendees will have the opportunity to hear directly from City and school district leadership regarding the
initiatives and investments shaping the community’s future. Residents are encouraged to attend, engage in dialogue, and remain informed as the City and Celina ISD continue working collaboratively to support responsible growth and long-term community success.
CITY WELCOMES NEW PUBLIC WORKS TEAM MEMBERS
The City is pleased to announce the addition of two new team members to the Public Works Department. These individuals join the City at a critical time of continued growth and infrastructure expansion, bringing valuable experience and a commitment to supporting the delivery of essential municipal services.
DALLAS NORTH TOLLWAY PHASE 4A PROJECT: LANE CLOSURE NOTIFICATION
As part of the continued progress on the DNT Phase 4A project, construction crews will soon implement targeted lane closures to support key project activities. These closures are necessary to facilitate the transport of topsoil, conduct mass haul operations, perform area cleanup, and set structural beams. It is important to note that full closure of the left lanes is not anticipated.
Monday, May 4, through Saturday, May 9:
• The northbound and southbound left lanes of Dallas Pkwy from First St to FM 428 will be closed daily from 6:30 AM to 6:30 PM.
Friday, May 8, through Saturday, May 9:
• All eastbound and westbound lanes of Punk Carter Pkwy between northbound and southbound Dallas Pkwy will be closed overnight from 8:00 PM to 6:00 AM.
Friday, May 15, through Saturday, May 16:
• All eastbound and westbound lanes of Punk Carter Pkwy between northbound and southbound Dallas Pkwy will be closed overnight from 8:00 PM to 6:00 AM.
