TxDOT’s FM 428 construction project continues to result in ongoing asphalt and roadway conditions between FM 455 and the Dallas North Tollway that are directly impacting resident travel and causing vehicle-related concerns. While this work is being managed by the Texas Department of Transportation (TxDOT) and is not a City of Celina project, City staff is actively elevating resident feedback and documented concerns to TxDOT and Austin Bridge & Road.
Staff will continue communication efforts throughout the duration of construction and will maintain active coordination with TxDOT and the contractor to advocate on behalf of the community. Austin Bridge & Road has also notified the City that construction operations will transition to a night shift beginning on Friday, May 15, as part of ongoing project sequencing.
In addition, Austin Bridge & Road has confirmed they will assume responsibility for the cost of cleaning vehicles affected by construction-related activity. Residents whose vehicles have been impacted may contact Sherri Eubanks, Claims Administrator for Austin Bridge & Road, directly at (214) 897-2436 for assistance and claim processing.
A notification letter was distributed to residents directly impacted by the ongoing reconstruction of County Road 52 and Celina Parkway, as well as associated roadway improvements along FM 428. The communication was also coordinated through affected homeowners associations (HOAs) to ensure broad distribution within impacted neighborhoods. The purpose of the correspondence was to provide updated construction timelines, outline anticipated traffic control and access modifications, and explain project sequencing and coordination activities with regional partners and utility stakeholders.
The letter reaffirmed the City’s recognition of the inconvenience associated with ongoing construction activity,
including traffic delays and temporary access changes, while emphasizing continued coordination efforts to keep residents informed throughout the duration of the project. It also provided context regarding schedule adjustments resulting from additional infrastructure elements, including a resident-requested right-turn lane at the southbound approach to the Collin County Outer Loop connection and subsequent storm system modifications requested through coordination with Collin County. These enhancements, incorporated following the February 2, 2026 public meeting, extended the original construction timeline.
Residents were previously advised that Phases 1 and 2 would temporarily close southern access to the Collin County Outer Loop for Greenway and Parchaus neighborhoods, with an anticipated completion date of May 10, 2026. Due to the added scope of work and weather-related delays, Phase 1 and 2 completion is now anticipated on or before June 20, 2026. Upon completion, access to the Outer Loop will reopen and Phase 3 will commence, shifting construction to the Celina Parkway connection to FM 428. During Phase 3, access for affected neighborhoods will be rerouted via the Collin County Outer Loop. The overall project remains on track for substantial completion by August 16, 2026, weather permitting.
In addition to this corridor project, the City continues to communicate ongoing FM 428 improvements, which are part of a coordinated regional effort between the Dallas North Tollway and FM 455 to enhance roadway capacity and safety. The letter included a construction update noting continued paving operations east of Dallas Parkway, scheduled for May 14 - 15, with traffic control measures in place to maintain access to adjacent driveways and support emergency vehicle movement as needed.
Traffic management strategies continue to include temporary signalization, pilot vehicle operations, and flagging personnel at key control points to safely guide motorists through active work zones. City staff continue to coordinate closely with contractors and regional partners, including NTTA and TxDOT, to minimize disruptions and advance timely reopening of impacted corridors.
Overall, the communication effort reflects the City’s ongoing commitment to proactive resident engagement, coordination with HOAs and regional stakeholders, and transparent updates regarding complex, multi-phase infrastructure improvements occurring within rapidly growing corridors of the City.

The City continues to strengthen organizational capacity across multiple departments in support of Celina’s rapid growth and expanding service demands. During this reporting period, the City welcomed six new Police Officers to enhance public safety operations and support proactive community policing efforts. Additional staffing was also added within the Public Works Department, Celina Public Library, and the Celina Economic Development Corporation to help maintain service levels, improve operational efficiency, and support ongoing strategic initiatives citywide.
The City invites residents and families to attend the Celina Fire Station #1 Open House on Saturday, May 16, from 10:00 AM to 1:00 PM. The community event will provide residents with an opportunity to meet Celina firefighters, tour the fire station, and experience firsthand the equipment and tools utilized by emergency personnel in daily operations.
Attendees will have the opportunity to view fire engines and ambulances up close, learn more about firefighter operations and living quarters during shifts, and engage with public safety staff in an interactive environment. Family-friendly activities will include cookies and milk with firefighters, face painting, and a sidewalk chalk contest where participants can decorate the fire station driveway for a chance to win hourly prizes. The event is intended to strengthen community engagement, promote public safety awareness, and foster connections between residents and the City’s fire personnel.
Next week, construction activities are anticipated to begin on N. Oklahoma Dr between E. Pecan St and E. Malone St as part of a Capital Improvement Project focused on reconstructing the existing asphalt roadway with new concrete pavement. The project is intended to enhance long-term roadway durability, improve driving conditions, and support continued infrastructure investment within the Downtown area. City staff will meet with the contractor next week to finalize the project Traffic Control Plan and coordinate construction operations to support safe and efficient work while minimizing impacts to Downtown business access.
The project will be completed in two phases, beginning with the segment between E. Pecan St and E. Beech St, followed by reconstruction from E. Beech St to E. Malone St. Additional roadway improvements at the intersection of E. Malone St and N. Oklahoma Dr are also included within the overall project scope. Construction activities are currently anticipated to continue through the end of January 2027.
As part of the continued progress on the DNT Phase 4A project, construction crews will soon implement targeted lane closures to support key project activities. These closures are necessary to facilitate the transport of topsoil, conduct mass haul operations, perform area cleanup, and set structural beams. It is important to note that full closure of the left lanes is not anticipated.

• The northbound and southbound left lane of Dallas Pkwy from First St to FM 428 will be closed daily from 6:30 AM to 6:30 PM.
