CITY UPDATES
CELEBRATING THE START OF SERENADE TEXAS DEVELOPMENT
Huffines Communities extends an invitation to attend the VIP Groundbreaking Ceremony for Serenade Texas on Thursday, March 26, from 10:00 AM to 12:00 PM. The event will bring together industry partners, Serenade Builders, and other key stakeholders to celebrate the commencement of this significant development.
The ceremony will take place near the intersection of Preston Road and Marilee Road, marking the beginning of Serenade Texas, a premier, master-planned community within Celina ISD. The community will encompass over 1,000 homesites across five distinct villages, feature premier builders, a 16-acre lake, a 3,200-square-foot clubhouse, and an extensive trails system.
SWINERTON PROVIDES UPDATE ON DOWNTOWN CENTER ADVANCEMENT
Swinerton, the City’s general contractor for the Downtown Center project, has provided a progress update indicating that the structure has reached a significant milestone with the completion of the concrete deck placements (“topping out”). Crews are currently focused on finalizing vertical structural elements, including columns, with curb installations and topping slabs actively progressing across all floors. Upon completion of these activities, the structural concrete phase of the project will be substantially complete.
Work is advancing concurrently within the basement level, where installation of key building systems is underway. This includes fire suppression infrastructure, electrical conduit, HVAC ductwork, and the framing of perimeter walls.
On the first floor, construction activities include wall layout and the installation of top track, along with ongoing electrical conduit work. Additionally, trenching operations are in progress between the garage and the main building to facilitate the permanent power connection. Overall, the project continues to progress on schedule, with multiple trades actively engaged across different areas of the site.
SWINERTON TO HOST COFFEE WITH THE CONTRACTORS
Swinerton will host its next Coffee with the Contractors on Wednesday, March 25, at 9:00 AM at their field office, located at 112 N. Arizona Dr. As construction continues to advance on the Downtown Center project, this event serves as a valuable opportunity for stakeholders to engage directly with project managers and team members. Attendees will receive important updates on the progress, timeline, and next steps for this key development in the heart of Downtown Celina.
DEVELOPMENT SERVICES DEPARTMENT WELCOMES TWO NEW EMPLOYEES
The City of Celina is pleased to welcome two new team members to the Development Services Department. One employee has joined the Planning Division, and the other has joined the Permitting Division. Their addition strengthens the department’s capacity to support the City’s development initiatives and deliver high-quality services to residents, developers, and the community.
PUBLIC WORKS STREET MAINTENANCE UPDATE
As part of the City of Celina’s ongoing commitment to maintaining high-quality infrastructure, the Public Works Streets Division is conducting road repair and preservation efforts to enhance the safety and longevity of local roadways.

SCHEDULE (Weather Permitting)
• Start Date: Wednesday, March 18
• Estimated Completion: Monday, March 23
TRAFFIC IMPACT
• Access through the construction area will be limited to local traffic for residents.
• The Public Works Department will actively manage traffic control throughout the project.
• Motorists are encouraged to follow posted detour routes or seek alternate routes during construction to minimize delays.
The City appreciates the community’s patience and cooperation as these critical maintenance efforts are completed. Investment in roadway preservation ensures continued safety, functionality, and overall quality of Celina’s transportation infrastructure, supporting the City’s commitment to keeping the community moving forward.
DALLAS NORTH TOLLWAY PHASE 4A PROJECT: LANE CLOSURE NOTIFICATION
As part of the continued progress on the DNT Phase 4A project, construction crews will soon implement targeted lane closures to support key project activities. These closures are necessary to facilitate the transport of topsoil, conduct mass haul operations, perform area cleanup, and set structural beams. It is important to note that full closure of the left lanes is not anticipated. Efforts will be made to ensure that lane closures are coordinated to prevent conflicts within overlapping work zones.
Wednesday, March 18, through Thursday, March 19:
• The northbound right lane of Dallas Pkwy from Frontier Pkwy to Light Farms Way will be closed overnight from 9:00 PM to 6:00 AM.
• The southbound right lane of Dallas Pkwy from US 380 to Frontier Pkwy will be closed overnight from 9:00 PM to 6:00 AM.
Monday, March 23:
• The northbound-to-southbound U-turn lane at First St will be closed from 9:00 AM to 3:30 PM.
Monday, March 23, through Saturday, March 28:
• The northbound and southbound left lanes of Dallas Pkwy from First St to FM 428 will be closed daily from 6:30 AM to 6:30 PM.
