CELINA CELEBRATES 150 YEARS WITH COMMUNITY-WIDE CELEBRATION
As part of the City’s yearlong celebration commemorating 150 years of Celina’s history, community, and culture, the Celina Economic Development Corporation, in partnership with Ramble by Hillwood, the City of Celina, the Celina Chamber of Commerce, and the Celina Area Heritage Museum, will unveil the commemorative Celina 150th Birthday Mural at the Celina EDC Atrium.
The mural serves as a temporary public art installation designed to honor Celina’s rich heritage while celebrating the community’s continued growth and bright future. The installation will remain on display throughout the month of June as a centerpiece of the City’s sesquicentennial celebration. The event will begin with a VIP Ribbon Cutting and Mural Reveal from 4:00 PM to 5:00 PM at the Celina EDC Atrium, located at 302 W. Walnut St. Following the ceremony, the community-wide celebration will continue during Friday Night Market from 6:00 PM to 9:00 PM.
Planned activities include community mural photo opportunities, complimentary commemorative postcards, celebrity toasts at the Atrium, family-friendly activities and entertainment at FORGE, face painting, refreshments and birthday treats, participation from 1418 Coffee, interactive activations by Ramble by Hillwood, and special promotions and celebrations hosted by more than 30 downtown businesses in recognition of Celina’s 150th Birthday. The celebration is intended to bring residents, businesses, and visitors together to honor Celina’s past, celebrate its present, and look ahead to its future as one of North Texas’ fastest-growing communities.
FRIDAY NIGHT MARKET RETURNS TO HISTORIC DOWNTOWN CELINA
The City will host its next Friday Night Market this evening from 6:00 PM to 9:00 PM on the Downtown Square. Presented by Renewal by Andersen of North Texas, the event continues to serve as a premier community gath-
ering that supports local businesses, fosters community engagement, and activates the Downtown district. The market will feature more than 60 vendors offering handcrafted goods, locally produced products, fresh produce, specialty foods, and unique retail items. Attendees will also have the opportunity to enjoy a variety of dining options from Downtown restaurants and food vendors, as well as live entertainment from Myron Oliver on The Rodeo SC Stage.
The Friday Night Market provides residents and visitors with an opportunity to experience the unique character of Historic Downtown Celina while supporting local entrepreneurs and small businesses. The event encourages community connection, promotes economic activity, and highlights the vibrant atmosphere that continues to make Downtown Celina a destination for residents and visitors alike. The Friday Night Market remains one of the City’s signature community events, attracting thousands of attendees throughout the season and contributing to the continued vitality and success of the Downtown area.
E. FRONTIER PKWY TURN LANE PROJECT UNDERWAY
This week, construction commenced on a new turn lane serving the commercial development located at the northeast corner of the E. Frontier Pkwy and S. Preston Rd intersection. To facilitate this work, temporary daily lane closures are in effect along E. Frontier Pkwy between S. Preston Rd and Preston Hills Circle from 9:00 AM to 3:30 PM.
Traffic control measures, including on-site flaggers, have been implemented to maintain the safe and efficient movement of vehicles. Traffic will remain open in both eastbound and westbound directions throughout the duration of construction activities. The project is anticipated to continue for approximately one month, weather permitting. Motorists are encouraged to exercise caution when traveling through the work zone and should expect minor traffic delays during construction hours.
FIRE STATION #4 BEAM SIGNING CELEBRATES CONSTRUCTION MILESTONE
The City will host a Beam Signing event for Fire Station #4 on Tuesday, June 9, from 11:00 AM to 2:00 PM. The event will take place at the future Fire Station #4 site, located adjacent to the Celina Police Headquarters. This come-and-go event will provide City officials and staff with the opportunity to sign the final structural beam before it is installed as part of the station’s construction. The beam signing serves as a significant milestone in the development of Fire Station #4 and offers participants a chance to leave a lasting mark on a facility that will serve the community for years to come.
ONCOR UTILITY IMPROVEMENTS TO SUPPORT FUTURE COSTCO DEVELOPMENT
Beginning June 8, Oncor will initiate utility infrastructure improvements associated with providing electrical service to the future Costco development.
The project includes the installation of utility poles within the public right-of-way along the north side of Ownsby Pkwy between Coit Rd and Preston Rd. Construction activities will occur between the back of curb and the adjacent sidewalk corridor. Traffic control measures will be maintained throughout the duration of the project, including the use of on-site flaggers to assist with traffic operations and ensure public safety. Vehicular access will be maintained in both eastbound and westbound directions along Ownsby Pkwy during construction.
The work is anticipated to take approximately one month to complete, weather permitting. These utility improvements represent an important investment in supporting future commercial development and ensuring the infrastructure necessary to accommodate continued growth within the community. Motorists are encouraged to exercise caution when traveling through the work zone, follow all posted traffic control devices, and remain alert for construction personnel.
N. OKLAHOMA DR RECONSTRUCTION PROJECT UPDATE
Beginning June 8, SYB Construction, the City’s general contractor for the N. Oklahoma Dr Road Improvement Project, will commence reconstruction activities along N. Oklahoma Dr between E. Pecan St and E. Beech St.
This phase of the project includes the reconstruction of the roadway with concrete pavement, the addition of parallel parking, and the installation of new concrete sidewalks to improve pedestrian accessibility, enhance safety, and increase the overall functionality of the corridor. To facilitate construction, N. Oklahoma Dr within the project limits will be fully closed to through traffic, and vehicles will not be permitted to cross the roadway during active construction operations. E. Beech St will remain open and accessible throughout the duration of the work.
Separately, utility improvement activities will continue along E. Malone St. To allow crews to safely complete
this work, E. Malone St will remain fully closed between N. Louisiana Dr and N. Texas Dr during this phase of construction. Construction activities for both projects are anticipated to occur Monday through Friday from 7:00 AM to 5:30 PM, with occasional Saturday work as necessary to maintain project schedules. Access to local businesses and residences will be maintained from both N. Louisiana Dr and N. Texas Dr. A signed detour route will direct motorists from N. Texas Dr to E. Pecan St and around to N. Louisiana Dr while construction is underway. These improvements represent a significant investment in the City’s transportation and utility infrastructure and are intended to enhance long-term mobility, pedestrian connectivity, and overall roadway conditions within the project area. The City appreciates the public’s patience and cooperation during construction and will continue to provide updates as work progresses.
2026 NEIGHBORHOOD INTEGRITY PROGRAM APPLICATION CYCLE UNDERWAY
The City’s 2026 Neighborhood Integrity Program (NIP) application cycle opened on May 15 and is currently in the voluntary pre-application review period, which runs through June 30. The program provides grant funding opportunities for eligible homeowner associations (HOAs) to complete projects that enhance neighborhood appearance, strengthen community identity, improve quality of life, and provide a public benefit to residents.
Eligible applicants include City-registered homeowner associations, excluding developer-controlled HOAs. Priority is placed on established neighborhoods, and funded projects must consist of visible physical improvements that are accessible from a public street or right-of-way and benefit a significant number of residents. The voluntary pre-application review period allows HOAs to consult with City staff prior to submission to ensure applications are complete and meet program requirements.
Program guidelines include HOA matching participation requirements, with City funding levels varying based on total project cost. The maximum City grant contribution is $20,000 per project. Applications must include a detailed project scope, supporting documentation, plans, and cost estimates. HOAs that received funding during the previous grant cycle are not eligible to apply in the subsequent cycle, and all previously funded projects must be completed before a new application can be submitted.

DALLAS NORTH TOLLWAY (DNT) PHASE 4 PROGRESS UPDATE
The Dallas North Tollway (DNT) Phase 4 project will extend the tollway approximately 13.7 miles north of US 380, providing a critical transportation corridor that will enhance regional mobility and create a direct connection between downtown Dallas and the rapidly growing communities of Collin and Denton counties.
PROJECT SCHEDULE
• Phase 4A (US 380 to FM 428): Anticipated opening in late 2027
• Phase 4B (FM 428 to the Grayson County Line): Opening date to be determined
RECENT PROGRESS
Construction activities on Phase 4A continue to advance across multiple segments of the project. Recent accomplishments include:
• Continued wall construction throughout the corridor.
• Ongoing earthwork and drainage improvements.
• Mainline paving operations completed between First Street and Light Farms Way.
• Completion of bridge beams and deck panels at Doe Branch Creek, Punk Carter Parkway, and the Collin County Outer Loop crossings.
• Completion of all bridge decks between US 380 and Light Farms Way.
UPCOMING WORK
Construction efforts will remain focused on advancing the mainline tollway and associated infrastructure improvements. Planned activities include:
• Continued construction of the main lanes, including subgrade preparation and concrete paving operations.
• Ongoing intersection structure work with concrete placement at Doe Branch Creek, Punk Carter Parkway, and the Collin County Outer Loop.
• Construction of frontage road tie-in lanes between future entrance and exit ramps along both the northbound and southbound Dallas Parkway frontage roads. This work is expected to continue through 2026.
• Continued build-out of the FM 428 intersection, with construction anticipated to extend through late summer to early fall 2026.
The North Texas Tollway Authority (NTTA) continues to make steady progress on Phase 4A, with major bridge and paving milestones completed and significant roadway construction activities scheduled throughout the remainder of 2026.
FIRE STATION #4 CONSTRUCTION PROGRESS REPORT
Fire Station #4 continues to progress as Crossland Construction advances structural, enclosure, and MEP systems across the facility. Work is actively underway in multiple areas as the building moves further into vertical construction.
RECENT PROGRESS
Construction activities continue to advance across all major components of the project. Recent accomplishments include:
• Completion of structural steel installation for both the living quarters and apparatus bay.
• Completion of CMU construction for the training tower.
CURRENT CONSTRUCTION ACTIVITIES
Work is actively underway in several key areas of the facility, including:
• Exterior metal stud framing and sheathing.
• Concrete deck installation for the training tower.
• Interior metal stud framing throughout the building.
• In-wall mechanical, electrical, and plumbing (MEP) rough-in work within the living quarters and apparatus bay.
UPCOMING WORK
Construction efforts will continue to focus on building enclosure and interior system installation. Planned activities include:
• Roofing installation for the living quarters.
• Continued in-wall MEP installation across all areas.
• Fire sprinkler overhead rough-in scheduled to begin the second week of June.
• Ongoing metal stud framing throughout the facility.
Crossland Construction continues to maintain steady progress on Fire Station #4, with structural milestones complete and interior systems now advancing as the project transitions further into enclosure and build-out phases.
THE CLUBHOUSE AT OUSLEY PARK CONSTRUCTION PROGRESS UPDATE
The Clubhouse at Ousley Park is a community-focused facility designed to support recreational programming, events, and public gathering space. Construction efforts are currently centered on interior build-out, finishes, and final systems installation.
RECENT PROGRESS
Significant progress has been made across interior construction and finish-out activities. Recent accomplishments include:
• Installation of interior curtain wall framing and glass.
• Completion of cable tray overhead rough-in for audiovisual systems.
• Application of first and second coats of interior paint.
• Installation of light fixtures throughout the facility.
CURRENT CONSTRUCTION ACTIVITIES
Work is actively progressing on interior finishes and systems integration, including:
• Floor and wall tile installation.
• Installation of interior door frames.
• Access control and security system trim-out.
• Electrical and mechanical system trim-out.

• Interior door hardware installation.
• Installation of millwork and countertops.
• Placement of facility signage.
Crossland Construction continues to advance The Clubhouse at Ousley Park through the final stages of interior construction, with finish work and system integration progressing toward project completion.
CELINA POLICE DEPARTMENT EXPANDS COMMUNITY OUTREACH TEAM
The Celina Police Department has welcomed Skylar Wilson as its new Part-Time Community Engagement Coordinator, strengthening the department’s capacity to enhance public outreach and foster meaningful community relationships. In this role, Wilson will support initiatives that promote engagement, transparency, and collaboration between the department and the residents of Celina.

DALLAS NORTH TOLLWAY PHASE 4A PROJECT: LANE CLOSURE NOTIFICATION
As part of the continued progress on the DNT Phase 4A project, construction crews will soon implement targeted lane closures to support key project activities. These closures are necessary to facilitate the transport of topsoil, conduct mass haul operations, perform area cleanup, and set structural beams. It is important to note that full closure of the left lanes is not anticipated.
