CITY UPDATES

ATHLETICS OPERATIONAL STUDY TO GUIDE FUTURE PROGRAM GROWTH

The City of Celina has selected Parkhill to conduct a comprehensive Athletics Operational Study aimed at guiding the future delivery of youth and adult athletic programming. As Celina continues to experience significant population growth, the study will evaluate current athletics operations and identify strategies to ensure programs remain efficient, sustainable, and responsive to the evolving needs of the community.

The study will include a thorough operational assessment, benchmarking against peer communities, evaluation of existing facilities and policies, stakeholder engagement, and the development of a long-term implementation strategy. In addition, the project will examine multiple service delivery models, including City-operated, third-party, and hybrid approaches, to identify opportunities for enhanced operational effectiveness and customer service.

A key component of the study will be identifying the staffing, facilities, and organizational resources necessary to support the continued expansion of athletic programming while aligning with the City’s commitment to lean, efficient operations. The findings from the study will help shape the future of athletics in Celina, ensuring programs and services evolve alongside the community’s continued growth. Project kickoff meetings are anticipated to begin in July 2026, with the final findings and recommendations to be presented in Spring 2027.

N. OKLAHOMA DR IMPROVEMENTS PROJECT UPDATE

SYB Construction, the general contractor for the N. Oklahoma Dr Improvements Project, continues to make steady progress on both roadway and utility improvements.

Roadway crews have completed demolition activities within the current work zone and are finalizing grading operations while stabilizing the subgrade with lime treatment. Paving operations are scheduled to mobilize later this week, with crews beginning concrete formwork and reinforcing steel installation in preparation for roadway paving, which is anticipated to begin next week.

Underground utility work is also advancing as storm drainage installation along E. Malone St nears completion. Utility and structure crews are completing the remaining storm sewer infrastructure before continuing south

along N. Oklahoma Dr toward E. Beech St. Utility installation is expected to be substantially complete within the next two weeks, with associated drainage structures following closely behind.

As work progresses, demolition and grading operations will transition to E. Malone St by the end of the week. Crews are expected to spend the next two weeks preparing the corridor through grading and lime stabilization activities, maintaining the project’s overall schedule and supporting the next phase of roadway construction.

S. ARKANSAS ST UTILITY IMPROVEMENTS ADVANCING OUSLEY PARK PROJECT

Construction activities associated with the temporary closure of S. Arkansas St are now underway as the City continues utility improvements to support The Clubhouse at Ousley Park. A portion of S. Arkansas St between E. Main St and E. Walnut St is currently limited to local traffic access only while crews complete a critical water line tie-in for the project. The temporary traffic restrictions are anticipated to remain in place for approximately one month, weather and field conditions permitting.

This infrastructure improvement represents an important milestone in the development of The Clubhouse at Ousley Park and will help support the continued enhancement of recreational amenities for the community. The City appreciates the patience and cooperation of residents, businesses, and visitors during construction. Motorists are encouraged to use caution, allow for additional travel time, and follow all posted traffic control devices when traveling through the area.

CITY OF CELINA WELCOMES THREE NEW TEAM MEMBERS

The City is pleased to welcome three new team members this week to the Utility Customer Services Division and the Celina Public Library. Their addition reflects the City’s continued commitment to providing exceptional service and meeting the needs of our growing community. We are excited to have them join the Celina team and look forward to the knowledge, skills, and enthusiasm they will bring to their respective departments.

UPDATE ON FM 428 ROAD PROJECT

The City, in partnership with Austin Bridge & Road, continues to make significant progress on the FM 428 improvement project. Construction crews are working on the tie-ins/driveways at the side streets over the next week to create smoother transitions for motorists. As these connections are completed, backfill operations will follow, and the temporary roadway transitions currently in place will gradually disappear as the project advances.

Additional work in the coming weeks will include completion of utility improvements, roadway striping, and seeding operations to restore disturbed areas and complete the corridor. Barring any weather delays or scope changes, crews remain on schedule to wrap up the overall scope of work by early July. We appreciate the patience and cooperation of our residents, businesses, and visitors as these important improvements move toward completion. Please continue to use caution when traveling through the work zone and follow all posted traffic control devices.

SWINERTON TO HOST COFFEE WITH THE CONTRACTORS

Swinerton will host its next Coffee with the Contractors on Wednesday, June 24, at 9:00 AM at their field office, located at 112 N. Arizona Dr. As construction continues to advance on the Downtown Center project, this event serves as a valuable opportunity for stakeholders to engage directly with project managers and team members.

DALLAS NORTH TOLLWAY PHASE 4A PROJECT: LANE CLOSURE NOTIFICATION

As part of the continued progress on the DNT Phase 4A project, construction crews will soon implement targeted lane closures to support key project activities. These closures are necessary to facilitate the transport of topsoil, conduct mass haul operations, perform area cleanup, and set structural beams. It is important to note that full closure of the left lanes is not anticipated.

Monday, June 22, through Saturday, June 27:

• The northbound and southbound left lane of Dallas Pkwy from First St to FM 428 will be closed daily from 6:30 AM to 6:30 PM.
