Local Profile: What Happens After Becoming One Of America’s Fastest-Growing Cities? Celina Is Building The Answer
The City continues to thoughtfully balance preservation of its rich history with investments that support the community’s future. Ousley Park has long served as a gathering place for generations of residents, athletes, and families, and ongoing improvements are designed to ensure the park remains a safe, accessible, and vibrant community asset for years to come.
The Athletics Training Facility, located behind the Ralph O’Dell Senior Center and The Clubhouse at Ousley Park, has been an important part of Celina’s athletic heritage and community identity. In July 2025, City Council was informed that portions of the structure would need to be removed to accommodate the Ousley Park Stream Restoration Project and to provide required emergency services access for The Clubhouse at Ousley Park. After evaluating preservation alternatives, including repurposing the structure into an open-air pavilion, a detailed structural assessment determined that constructing a new pavilion represented the safest, most sustainable, and fiscally responsible path forward while allowing critical infrastructure improvements to proceed.
Deconstruction of the Athletics Training Facility is scheduled to begin on Monday, June 15. The City is committed to preserving the facility’s legacy by incorporating interpretive and commemorative elements into the future pavilion and surrounding park amenities. In collaboration with longtime residents, Celina ISD, former players, and other community stakeholders, these enhancements will celebrate the people, traditions, and achievements that helped shape Celina’s proud athletic heritage.
The City has also evaluated the future of the original press box from Old Bobcat Stadium. Following the removal of the stadium bleachers in February 2025, the press box was determined to be structurally unstable and carefully preserved. Although it cannot be returned to its original location, the City will refurbish and relocate the structure as a permanent monument feature within Ousley Park, creating a lasting tribute to the genera-
tions of Bobcats who called Old Bobcat Stadium home.
These efforts reflect the City’s broader vision for Ousley Park as a place where history and progress coexist. Through thoughtful preservation, strategic infrastructure investments, and the creation of new amenities, the City is ensuring that Celina’s stories and traditions remain an enduring part of the community for future generations. The City will continue to provide residents with project updates through its official communication channels as work progresses.
Construction on the County Road 52 Reconstruction Project continues to progress, with GRod Construction, LLC achieving several key milestones over the past several weeks. Phase 2 of the project has been completed, and crews are currently backfilling and preparing the corridor for the next stage of construction.
Beginning Monday, June 15, the project will transition into Phase 3, allowing work to continue along this critical transportation corridor. Temporary traffic pattern modifications will be implemented to maintain the safety of both the traveling public and construction personnel. The project remains on schedule, with substantial completion anticipated by the end of August, weather and field conditions permitting.
As part of Phase 3, resident access will be maintained via W. Outer Loop, while FM 428 will be designated for hospital delivery vehicles only. Traffic control measures and directional signage will remain in place to facilitate safe travel and ensure continued access for essential services.
The County Road 52 Reconstruction Project represents an important investment in Celina’s transportation infrastructure, enhancing roadway conditions, improving safety, and supporting the community’s continued growth and development. The City appreciates the patience and cooperation of residents, businesses, and motorists throughout construction and will continue to provide project updates as work progresses.
The City, in partnership with JLC Excavation, LLC, will begin construction activities for the Coit Road Asphalt Replacement Project on Monday, June 15. The project extends along Coit Road from County Road 92 to FM 455 and represents an important investment in the City’s transportation infrastructure.
The project is designed to improve roadway safety, enhance travel conditions, and extend the long-term service life of this key transportation corridor. Planned improvements include full-depth two-lane asphalt reconstruction, replacement of existing culverts to improve drainage, new roadway signage and pavement striping, relocation or adjustment of existing mailboxes, reconstruction of affected driveway connections, and restoration of disturbed areas.
Construction activities have begun with drainage improvements outside the roadway, with daily lane closures anticipated as work progresses into the roadway phase. Two-way traffic will be maintained during construction; however, motorists should expect periodic delays and are encouraged to use caution when traveling through the work zone.
The Coit Road Asphalt Replacement Project reflects the City’s continued commitment to maintaining and modernizing critical infrastructure to support Celina’s growth while providing safer and more reliable transportation for residents, businesses, and visitors. The City appreciates the patience and cooperation of the community throughout construction and will continue to provide updates as the project advances.
The City will host its second Movie Night at the Park of the season on Friday, June 12, at Old Celina Park, with activities beginning at 7:00 PM. The event continues the City’s commitment to providing free, family-friendly programming that fosters community engagement and enhances quality of life for residents of all ages.
This month’s featured presentation will be Zootopia 2, offering families an opportunity to gather for an evening of entertainment in one of Celina’s premier park facilities. In addition to the movie, attendees will have the op-
portunity to enjoy a variety of pre-show activities, concessions, and community partner activations designed to create an engaging and welcoming atmosphere.

Construction activities on the N. Oklahoma Drive Reconstruction Project continue to progress, with SYB Construction, LLC advancing both roadway and utility improvements along the corridor.
The contractor’s demolition crew has completed the removal of existing pavement on N. Oklahoma Dr between E. Pecan St and E. Beech St and is currently preparing the roadway for reconstruction. Crews are working to establish final grades in advance of lime subgrade stabilization, which is scheduled to begin later this week, with soil mixing operations to follow. Once complete, the corridor will be prepared for paving of the new roadway.
Utility work also continues to move forward, with the contractor’s utility crew making steady progress on E. Malone St. Installation of storm drainage infrastructure and associated structures is anticipated to be completed within the next two weeks, after which crews will transition to the project’s final phase of storm drain installation along N. Oklahoma Dr between E. Beech St and E. Malone St.
The City of Celina continues to strengthen its workforce with the addition of several new team members across multiple departments. This week, the City welcomed new employees to the Engineering, Public Works, Celina Public Library, and Marketing & Communications departments, further enhancing the organization’s ability to serve the community and support Celina’s continued growth.
As part of the continued progress on the DNT Phase 4A project, construction crews will soon implement targeted lane closures to support key project activities. These closures are necessary to facilitate the transport of topsoil, conduct mass haul operations, perform area cleanup, and set structural beams. It is important to note that full closure of the left lanes is not anticipated.
Monday, June 15, through Saturday, June 20:
• The northbound and southbound left lane of Dallas Pkwy from First St to FM 428 will be closed daily from 6:30 AM to 6:30 PM.
