STAGE 2 WATER CONSERVATION PLAN IMPLEMENTATION
Effective Thursday, July 2, the City of Celina implemented Stage 2 of its Water Conservation Plan as part of its ongoing commitment to responsibly manage water resources during peak summer demand. The implementation has been communicated to residents across the City’s communication platforms, providing information on Stage 2 conservation measures, outdoor watering schedules, water-saving tips, and the importance of reducing water consumption during periods of increased demand.
The implementation of Stage 2 supports the City’s proactive approach to maintaining reliable water service while meeting the needs of one of the nation’s fastest-growing communities. Through community-wide conservation efforts and continued investment in critical water infrastructure, Celina is working to ensure a resilient, sustainable water system that supports residents, businesses, and future generations.
SPLASH PAD HOURS ADJUSTED TO SUPPORT STAGE 2 WATER CONSERVATION
To support the implementation of Stage 2 of the City’s Water Conservation Plan, operational hours for the Splash Pad at Old Celina Park were adjusted effective July 2. The facility now operates Monday - Thursday from 8:00 AM to 2:00 PM and Friday - Sunday from 8:00 AM - 2:00 PM and 6:00 - 8:00 PM as part of the City’s ongoing water conservation efforts.
The revised schedule aligns with the City’s broader strategy to responsibly manage water resources while continuing to provide high-quality recreational amenities for residents. This operational adjustment reinforces Celina’s commitment to balancing exceptional public services with sustainable resource management as the community continues to experience significant growth. The updated hours have been communicated to residents through the City’s social media platforms to ensure awareness and encourage community-wide participation in conservation efforts.
LOCAL BUSINESSES INVITED TO EDC QUARTERLY MEETING ON JULY 9
The Celina Economic Development Corporation (EDC) will host its Quarterly Business Meeting on Thursday, July 9, at 9:00 AM in the City Council Chambers. This meeting provides an opportunity for local businesses and community partners to receive updates, engage with EDC leadership, and learn about initiatives supporting the City’s continued economic growth and development.
FIRE STATION #4 MOVES INTO INTERIOR BUILD-OUT PHASE
Fire Station #4 continues to make steady progress as Crossland Construction advances the project into the next phase of building enclosure and interior construction. Recent efforts have focused on completing critical structural and roofing elements while preparing the facility for interior finishes.
RECENT PROGRESS
Construction activities continue to advance across the project with several key milestones completed, including:
• Completion of interior framing within the living quarters.
• Completion of exterior waterproofing at the apparatus bay.
• Installation of the TPO roofing system.
CURRENT CONSTRUCTION ACTIVITIES
Work is actively underway in several key areas of the facility, including:
• Brick masonry installation at the living quarters.
• Concrete deck installation for the training tower.
• Overhead and in-wall mechanical, electrical, and plumbing (MEP) rough-in work.
• Fire sprinkler rough-in installation.
UPCOMING WORK
Construction efforts will continue to focus on exterior finishes and preparing the building for interior build-out. Planned activities include:
• Continued brick and stone masonry installation at the living quarters.
• Installation of storefront systems and exterior glass.
• Completion of MEP rough-in inspections required for sheetrock release.
• Beginning sheetrock installation throughout the facility.
THE CLUBHOUSE AT OUSLEY PARK CONSTRUCTION CONTINUES TO ADVANCE
Construction continues to advance at The Clubhouse at Ousley Park as Crossland Construction transitions
from interior finish work to the next phase of site improvements and utility infrastructure. Significant interior milestones have been completed while crews prepare the surrounding site for continued development.

Construction activities continue to move forward with several key accomplishments, including:
• Completion of plumbing fixture installation.
• Completion of bathroom specialties fixture installation.
• Completion of interior painting.
• Completion of audio visual and security fixture trim-out.
• Demolition of the existing indoor turf field.
CURRENT CONSTRUCTION ACTIVITIES
Work is actively underway in several areas of the project, including:
• Phase 2 utility installation.
• Fire lane paving layout.
• Underground franchise utility relocations associated with Phase 2.
• Site preparation and earthwork activities for pavement subgrade.
UPCOMING WORK
Construction efforts will continue to focus on site infrastructure and final interior finishes. Planned activities include:
• Subgrade preparation for the fire lane.
• Startup and commissioning of the HVAC system.
• Installation of millwork and countertops.
• Demolition of the existing bleacher piers.
N. OKLAHOMA DRIVE IMPROVEMENTS CONTINUE TO ADVANCE
Construction continues to advance on the N. Oklahoma Dr Improvements project as SYB Construction progresses through roadway paving, utility completion, and the next phase of roadway reconstruction. Work remains focused on maintaining project momentum while minimizing impacts.
RECENT PROGRESS
Construction activities continue to move forward with several key accomplishments, including:
• Concrete paving of N. Oklahoma Dr between E. Pecan St and E. Beech St has been completed and is currently curing.
• Concrete paving operations have begun on the northern half of E. Malone St.
• Demolition and grading have commenced on N. Oklahoma Dr between E. Beech St and E. Malone St.
CURRENT CONSTRUCTION ACTIVITIES
Work is actively underway in several areas of the project, including:
• Form and rebar installation for the southern half of E. Malone St in preparation for paving.
• Final utility work, including remaining water line improvements, with completion anticipated this week.
• Continued demolition and grading operations between E. Beech St and E. Malone St.
UPCOMING WORK
Construction efforts will continue to focus on roadway reconstruction and preparing additional segments for paving. Planned activities include:
• Concrete paving of the southern half of E. Malone St, with the roadway anticipated to reopen early next week.
• Completion of all remaining utility work.
• Continued grading and preparation of N. Oklahoma Dr between E. Beech St and E. Malone St.
• Concrete paving of the E. Beech St to E. Malone St segment, anticipated within the next two weeks, weather permitting.
STAFFING AND PROMOTION UPDATES
The City continues to invest in building a strong and talented workforce through strategic hiring and professional development. This reporting period included the addition of a new team member to the Celina Public Library and the promotion of an employee within the Engineering Department, reflecting the City’s commitment to attracting, retaining, and developing exceptional employees who support the delivery of high-quality services to the community.

DALLAS NORTH TOLLWAY PHASE 4A PROJECT: LANE CLOSURE NOTIFICATION
As part of the continued progress on the DNT Phase 4A project, construction crews will soon implement targeted lane closures to support key project activities. These closures are necessary to facilitate the transport of topsoil, conduct mass haul operations, perform area cleanup, and set structural beams. It is important to note that full closure of the left lanes is not anticipated.
Monday, July 6, through Saturday, July 11:
• The northbound and southbound left lane of Dallas Pkwy from First St to FM 428 will be closed daily from 6:30 AM to 6:30 PM.
