CITY UPDATES
RESTORATION WORK PROGRESSES ALONG DOE BRANCH AT OUSLEY PARK
The City of Celina is providing an update on the Ousley Park Stream Restoration Project as RoeschCo continues restoration work along Doe Branch. Current construction activities include tree removal within the project area, an important step in restoring the stream corridor, stabilizing stream banks, addressing erosion, and supporting the area’s long-term environmental health.
The City communicated information about the ongoing tree removal and restoration efforts to residents this past week through the City’s social media platforms, providing additional context about the purpose of the work and how removed trees will be reused as part of the project.
RECENT PROGRESS
Restoration activities continue to move forward throughout the project area, including:
• Removal of trees that impede the proper flow of the stream or are located within the alignment of the new trail.
• Approximately 90% of removed trees will be reused as part of the restoration project.
• Select trees will be strategically placed whole along the stream to help stabilize the banks, reduce erosion, and support restoration of the natural stream channel.
• Remaining tree material will be mulched and either reused within the project or hauled away.
CURRENT CONSTRUCTION ACTIVITIES
Crews are continuing tree removal activities throughout the stream corridor. While tree removal is a visible component of the current construction phase, the work is necessary to improve stream flow, stabilize the banks, address erosion, and prepare the area for continued restoration.
UPCOMING WORK
Crews anticipate completing tree removal from the stream within the next two weeks. Once this work is complete, bank stabilization activities will begin. The project will also include planting new trees along the banks of Doe Branch to reestablish vegetation and support the long-term health and stability of the stream corridor.
PROJECT OVERVIEW
RoeschCo officially began construction on the Doe Branch Trail & Stream Restoration Project on May 18, 2026. The project represents a significant investment in restoring and enhancing approximately 30 acres of parkland surrounding Doe Branch Creek, extending from Preston Road to Oklahoma Drive. Improvements will provide critical stream stabilization, erosion control, and trail connectivity while strengthening the long-term functionality, accessibility, and environmental health of the park corridor.
CLEAN SWEEP SET FOR SATURDAY, JULY 25
The City of Celina will host its Clean Sweep event tomorrow, providing residents with an opportunity to safely and responsibly dispose of approved household hazardous waste. Items such as lithium-ion and rechargeable batteries, propane cylinders, paint, chemicals, and other hazardous materials can pose serious safety risks when placed in residential garbage. Proper disposal helps protect sanitation workers, first responders, and the community while keeping potentially hazardous materials out of the landfill.
Residents are encouraged to bring approved household hazardous waste to the Clean Sweep event on Saturday, July 25, from 8:00 AM to 12:00 PM at Celina Public Works, 10165 CR 106. Every item properly disposed of contributes to a cleaner and safer Celina. Residents should review the full list of accepted and prohibited items before attending the event.

SWINERTON TO HOST COFFEE WITH THE CONTRACTORS
Swinerton will host its next Coffee with the Contractors on Wednesday, July 29, at 9:00 AM at their field office, located at 112 N. Arizona Dr. As construction continues to advance on the Downtown Center project, this event serves as a valuable opportunity for stakeholders to engage directly with project managers and team members.
OVERNIGHT LANE CLOSURES PLANNED FOR HOME DEPOT TRAFFIC SIGNAL WORK
Overnight lane closures are scheduled for Saturday, July 25, and Sunday, July 26, as contractors complete pavement striping associated with the Home Depot traffic signal project. Work will take place from 9:00 PM to 5:00 AM along Preston Rd between Punk Carter Pkwy and Ownsby Pkwy.
During the overnight work, one lane at a time will be closed in both the northbound and southbound directions. Preston Rd will remain open to through traffic throughout the duration of the work, and motorists should anticipate temporary lane closures and potential delays while traveling through the area. Following completion of the striping work, traffic signal flagging is scheduled to begin Monday, August 3, in preparation for final activation of the new traffic signal on Thursday, August 6.
The City encourages motorists to use caution when traveling through the work area and remain alert for construction crews and temporary traffic control measures.

N. OKLAHOMA DR ROAD
PROJECT REACHES KEY CONSTRUCTION MILESTONE
The N. Oklahoma Dr Road Project continues to advance as crews make progress throughout the project area. By the end of this week, pavement striping is anticipated to be completed at the E. Malone St intersection, along with the installation of a temporary stop sign at the southeast corner of N. Oklahoma Dr and E. Malone St. With this work complete, the E. Malone St portion of the project will be ready to reopen to traffic on Tuesday, July 28. Installation of the remaining permanent signage will follow
Between E. Pecan St and E. Beech St, crews are progressing with sidewalk construction and installation of the footing for the Little Wooden Penguin. Turf installation and patio improvements are also moving forward, with site cleanup to follow. Irrigation improvements are being coordinated for both the E. Pecan St-to-E. Beech St
section and the E. Malone St area. Construction along N. Oklahoma Dr between E. Beech St and E. Malone St is anticipated to resume during the first week of August. The City continues to coordinate with SYB Construction Co. to advance the remaining improvements while minimizing impacts to the surrounding area.
ONCOR IMPROVEMENTS TO REQUIRE OVERNIGHT ROLLING ROAD CLOSURES
Beginning Monday, July 27, Pike, a contractor for Oncor, will begin overnight utility relocation work along Preston Road at the intersections of FM 455 and E. Ash Street. Work will take place nightly from 9:00 PM to 6:00 AM and is anticipated to be fully completed by Wednesday, July 29.
As part of the work, crews will relocate and transfer existing overhead electrical lines to new utility poles. Rolling road closures will be utilized at both intersections to allow crews to safely complete the wire transfers while minimizing impacts to daytime traffic.
Motorists traveling through the area during overnight work hours should anticipate brief traffic stops and delays. Traffic will be reopened as each phase of the utility work is safely completed.
The utility relocation is part of ongoing electrical infrastructure improvements designed to support reliable electric service and accommodate the needs of Celina’s growing community. The City appreciates motorists’ patience and encourages drivers to use caution when traveling through the work areas.
DOWNTOWN CENTER CONSTRUCTION CONTINUES TO ADVANCE
Construction continues to advance on the Downtown Center as Swinerton makes progress across the building’s exterior, interior levels, basement, and roof. Crews are actively working on exterior enclosure activities while advancing interior infrastructure and raised access flooring installation throughout the facility.
EXTERIOR WORK
• Exterior construction activities continue to move forward with several key operations underway, including:
• Framing and sheathing operations on the fourth floor.
• Exterior waterproofing activities.
• Installation of anchors for the brick façade.
INTERIOR WORK
Crews continue to make progress across multiple levels of the Downtown Center, including:
• Basement: Underfloor and restroom MEP work is nearing completion. Crews are cleaning and preparing the area to allow RAF materials to be moved into the basement ahead of installation.
• Level 2: Raised access flooring installation has been completed. Wall framing and installation over the RAF system are currently underway in Zone B.
• Level 3: Underfloor mechanical, electrical, and plumbing (MEP) work has been completed, and raised access flooring (RAF) installation is underway in Zone B.
ROOF WORK
• Construction activities continue on the roof and upper portions of the facility, including:
• Ongoing roof steel installation.
• Continued roof decking operations.
• Concrete masonry unit (CMU) work.
LAKE RALPH HALL BEGINS TO HOLD WATER
Lake Ralph Hall has reached a significant milestone as the reservoir officially began holding water in early July. This achievement follows the completion of the upper section of the lake’s spillway, including the 13-foot-tall labyrinth weir, which is designed to regulate water flow from the reservoir and maintain the lake’s maximum water level. With this critical infrastructure in place, crews closed the intake structure gates, allowing the reservoir to begin filling and marking the completion of major construction activities on the reservoir itself.
The timeline for Lake Ralph Hall to reach its full capacity will depend largely on future rainfall and is currently anticipated to take approximately three to five years. Progress will continue to be monitored as the reservoir fills and advances toward becoming an important component of the region’s long-term water supply.
CONSTRUCTION PROGRESSES AT THE CLUBHOUSE AT OUSLEY PARK
Construction continues to advance at The Clubhouse at Ousley Park as Crossland Construction progresses with interior improvements and the next phase of site infrastructure work. Crews have completed several key interior milestones while continuing utility installation and preparing the surrounding site for upcoming paving activities.
RECENT PROGRESS
Construction activities continue to move forward with several key accomplishments, including:
• Demolition of the existing indoor turf field and foundations at the existing bleachers.
• Completion of electrical home runs.
• Completion of interior painting.
• Installation of interior glazing and frames.
CURRENT CONSTRUCTION ACTIVITIES
Work is actively underway in several areas of the project, including:
• Phase 2 water line installation.
• Fire lane paving layout.
• Underground franchise utility relocations associated with Phase 2.
• Site preparation and earthwork activities for pavement subgrade.
UPCOMING WORK
Construction efforts will continue to focus on site infrastructure and remaining interior improvements. Planned activities include:
• Subgrade preparation for the fire lane.
• Startup and commissioning of the HVAC system.
• Installation of millwork and countertops.
• Installation of ceiling tile and light fixtures.
INTERIOR AND EXTERIOR WORK ADVANCES AT FIRE STATION #4
Construction continues to advance at Fire Station #4 as Crossland Construction progresses with interior buildout and exterior finishes throughout the facility. Crews have completed several key milestones while continuing masonry, mechanical, electrical, and plumbing work in preparation for the next phase of construction.

• Completion of mechanical, electrical, and plumbing (MEP) in-wall rough-in within the living quarters.
• Completion of all roofing work.
• Completion of interior framing in the apparatus bay.

• Brick installation at the living quarters and apparatus bay.
• Construction of concrete decks at the training tower.
• Overhead mechanical, electrical, and plumbing (MEP) installation.

DALLAS NORTH TOLLWAY PHASE 4A PROJECT: LANE CLOSURE NOTIFICATION
As part of the continued progress on the DNT Phase 4A project, construction crews will soon implement targeted lane closures to support key project activities. These closures are necessary to facilitate the transport of topsoil, conduct mass haul operations, perform area cleanup, and set structural beams. It is important to note that full closure of the left lanes is not anticipated.
Monday, July 27, through Saturday, August 1:
• The northbound and southbound left lane of Dallas Pkwy from First St to FM 428 will be closed daily from 6:30 AM to 6:30 PM.
