CITY UPDATES OFFICER QUILLIN HONORED WITH 2025 SERVPRO HONOR A RESPONDER AWARD The City is proud to recognize Celina Police Officer Shawna Quillin, who was the recipient of the 2025 SERVPRO Team Wilson Honor a Responder Award. Officer Quillin was formally honored last week during the Scooter’s Coffee Frisco Bowl, where her service, leadership, and unwavering dedication to the well-being of others were recognized on a national stage. Officer Quillin demonstrated outstanding initiative by partnering with K9s For Warriors to establish the Celina Police Department’s first station dog program. Through her leadership and commitment, the department proudly welcomed Darth, its first therapy dog, who lives, works, and trains alongside CPD officers. The City extends its sincere congratulations to Officer Quillin on this well-deserved recognition and thanks her for her continued dedication to advancing the mission of the Celina Police Department and serving the Celina community with compassion and excellence.
ANNUAL STREET MAINTENANCE PROGRAM UPDATE As part of the City of Celina’s ongoing commitment to maintaining safe, reliable, and high-quality infrastructure, the Annual Street Maintenance (ASM) Program focuses on the proactive repair and preservation of local roadways. The 2026 ASM project includes targeted asphalt spot repairs in several areas throughout the City, including a segment of E. Main St.

TRAFFIC IMPACTS •
Traffic within the construction zone will be limited to local access only.

Residential access will be maintained via S. New Mexico St.

The contractor will provide and actively manage traffic control measures for the duration of the project to ensure safety and minimize disruption.
The City appreciates the patience and cooperation of residents and businesses during construction. These maintenance efforts represent an important investment in the long-term safety, durability, and functionality of Celina’s transportation infrastructure.
DOWNTOWN CENTER CONSTRUCTION PROGRESS UPDATE Construction activities at the Downtown Center continue to progress steadily under the management of Swinerton, the City’s general contractor. The Level 1 slab has been successfully completed, marking a significant milestone in the structural phase of the project. Work will now advance to the next stage, including column pours and the installation of decking shoring in preparation for the second elevated floor slab pours. This phase will involve substantial rebar placement and concrete operations over the coming weeks as the building structure continues to take shape.
DALLAS NORTH TOLLWAY PHASE 4A PROJECT: LANE CLOSURE NOTIFICATION As part of the continued progress on the DNT Phase 4A project, construction crews will soon implement targeted lane closures to support key project activities. These closures are necessary to facilitate the transport of topsoil, conduct mass haul operations, perform area cleanup, and set structural beams. It is important to note that full closure of the left lanes is not anticipated. Efforts will be made to ensure that lane closures are coordinated to prevent conflicts within overlapping work zones. Monday, January 5, through Saturday, January 10: •
The northbound and southbound left lane of Dallas Pkwy from First St to FM 428 will be closed daily from 6:30 AM to 6:30 PM.
Wednesday, January 14, through Saturday, January 17: •
All eastbound and westbound lanes of Frontier Pkwy between northbound and southbound Dallas Pkwy will be closed nightly from 8:00 PM to 6:00 AM.
