The Public Works Department initiated brining operations this week in advance of anticipated winter weather conditions. As part of these proactive efforts, crews are prioritizing bridges, thoroughfares, and major collector and arterial roadways that fall under the City’s maintenance responsibility. Residential neighborhood streets will not be brined or sanded.
Public Works street crews will continue to closely monitor bridges and other critical areas as weather conditions evolve and will apply sand where necessary to address hazardous conditions. For public safety, residents are advised to avoid travel unless necessary and to exercise caution when driving during inclement weather.
In coordination with these operational efforts, the City’s Marketing Department has developed a dedicated Winter Weather Preparedness webpage to provide residents with timely, centralized information as colder weather approaches. The webpage outlines key safety tips, City services, and preparedness resources and will be actively shared with the community ahead of the upcoming cold weekend. This proactive communication effort is intended to help residents stay informed, plan accordingly, and remain safe during winter weather events. The City has engaged a structural consultant to conduct a detailed forensic evaluation of the Bobcat Indoor Field Facility, located at 415 E. Main St. This assessment is part of planned modifications to partially downsize the facility in order to construct a fire lane that will provide public safety access to Ousley Park, the Public Trail, and the Parks Administration building.
The forensic evaluation will assess the structural integrity of the existing facility and provide guidance on allowable modifications necessary to accommodate the new fire lane while ensuring the safety of the structure. Given the age of the building and its potential future use as an outdoor public pavilion, this report is critical to confirm that the structure can safely support modifications.
To facilitate the forensic evaluation, the following preparatory actions are required:
• Removal of turf to expose the underlying concrete slab.
• Removal of wall coverings to reveal columns and girts located between them.
• Preparation of a plan indicating locations where the slab will be cut or cored.
• Identification of whether horizontal girts along the walls between columns and wall panels will be removed during redevelopment.
The results of this evaluation will guide both the safe modification of the existing structure and the construction of the fire lane to support public safety and accessibility goals for the City’s park facilities.
As part of the City’s continued commitment to maintaining high-quality public infrastructure, the Annual Street Maintenance (ASM) Program is focused on the ongoing repair and preservation of local roadways. The 2026 ASM work includes targeted concrete panel replacements at several locations throughout the City, including Frontier Pkwy.
• The project will take place on Frontier Pkwy at the intersection of Doe Branch Blvd.
• Start Date: January 26, 2026
• Estimated Completion Date: February 6, 2026
• To accommodate construction activities, temporary traffic signals will be installed to alternate traffic along Frontier Pkwy within the work zone.
• Southbound traffic on Doe Branch Blvd will be detoured via Clear Creek Pkwy and S. Legacy Dr to access Frontier Pkwy.
• The contractor will actively manage traffic control measures throughout the project to ensure public safety and minimize disruptions to motorists.
The City appreciates the patience and cooperation of residents and travelers during this construction period. These improvements represent an investment in the safety, durability, and long-term performance of Celina’s street infrastructure and support the ongoing efforts to maintain a reliable and efficient transportation network.
Swinerton will host its next Coffee with the Contractors on Wednesday, January 28, at 9:00 AM at their field office, located at 112 N. Arizona Dr. As construction continues to advance on the Downtown Center project, this event serves as a valuable opportunity for stakeholders to engage directly with project managers and team members. Attendees will receive important updates on the progress, timeline, and next steps for this key development in the heart of Downtown Celina.
The application deadline for the Celina Citizens Fire Academy is Friday, January 30. Applications are currently being accepted through that date. The Citizens Fire Academy is designed to provide participants with a comprehensive understanding of the roles, responsibilities, and daily operations of Celina firefighters.
Through a series of informative presentations and practical experiences, participants will receive in-depth instruction on a wide range of topics, including self-contained breathing apparatus (SCBA), fire suppression roles, ropes training, and Fire Marshal responsibilities, among other essential functions of the Fire Department.
The Academy is a 10-week program, with classes held on Thursday evenings and one Saturday session. The program is scheduled to begin on March 5.
In addition to classroom instruction, participants will engage in a variety of hands-on activities reflective of the Fire Department’s daily operations. These activities include forcible entry techniques, nozzle operations, vehicle extrication, CPR certification, aerial ladder climbs, and fireground evolutions.

This week, the City welcomed two new team members to the organization: Jamie Whisenhunt, who joins the Planning Department as a Planning Technician, and Leonel Munoz, who has joined the Public Works Department as a Utility Line Maintenance Worker.
Additionally, the City would like to recognize and congratulate seven members of the Celina Fire Department who recently graduated from paramedic school and have been promoted to Firefighter/Paramedic. Their achievement reflects a significant commitment to professional development and enhances the City’s ability to provide high-quality emergency medical services to the community.
As part of the continued progress on the DNT Phase 4A project, construction crews will soon implement targeted lane closures to support key project activities. These closures are necessary to facilitate the transport of topsoil, conduct mass haul operations, perform area cleanup, and set structural beams. It is important to note that full closure of the left lanes is not anticipated. Efforts will be made to ensure that lane closures are coordinated to prevent conflicts within overlapping work zones.
Monday, January 26, through Saturday, January 31:
• The northbound and southbound left lane of Dallas Pkwy from First St to FM 428 will be closed daily from 6:30 AM to 6:30 PM.
Wednesday, January 28, through Saturday, January 31:
• All eastbound and westbound lanes of Frontier Pkwy between northbound and southbound Dallas Pkwy will be closed overnight from 8:00 PM to 6:00 AM.
Wednesday, February 4, through Saturday, February 7:
• All eastbound and westbound lanes of Punk Carter Pkwy between northbound and southbound Dallas Pkwy will be closed nightly from 8:00 PM to 6:00 AM.
