The City of Celina Administrative Offices will be closed on Monday, January 19, in observance of Martin Luther King Jr. Day. Normal business hours will resume on Tuesday, January 20.
As part of the City of Celina’s ongoing partnership with Oncor, the City is providing an update on planned work to enhance electric service reliability within the community. Oncor has scheduled vegetation management activities, including tree trimming, throughout the Celina area. Residents began receiving notifications regarding this work during the week of January 12, 2026.
Vegetation management will be performed by professional, certified arborists who follow established industry standards to ensure proper pruning practices. Oncor advises that these proactive efforts are intended to reduce the risk of service outages and improve overall system reliability, and appreciates the patience and understanding of Celina customers as this work is completed.
Lowe’s has invited the City Council to join them for the Grand Opening and Ribbon Cutting Ceremony of their new Celina location. The event will take place on Friday, January 23, from 9:00 AM to 10:00 AM, with the store officially opening to the public immediately following the ceremony. The event is designed to be community-friendly and welcoming to residents.
Celina’s Lowe’s is the sixth new Texas location to open in less than a year, reflecting the company’s strategic focus on expanding into rapidly growing markets. This new store represents a significant addition to the City, providing enhanced access to home improvement products, supporting local employment, and contributing to the economic vitality of the community. The City looks forward to celebrating this milestone with Lowe’s and welcomes the opportunities this new location brings to residents and businesses alike.
The City of Celina has informed utility customers about an update to online utility bill payments that enhances payment security. Tyler Payments now validates the ZIP code entered during checkout against the ZIP code on file with the card-issuing financial institution.
This update ensures that transactions are authorized with accurate cardholder information, helping to prevent fraudulent activity and improve the overall security of online payments. Residents who previously experienced declined payments due to outdated or incorrect ZIP code information are encouraged to verify their stored card details to ensure smooth processing in the future.
By implementing this validation, the City is taking proactive steps to protect residents’ financial information and maintain the reliability and integrity of online utility payments. The City appreciates residents’ attention and cooperation as we continue to provide secure and efficient utility services.
As part of the City of Celina’s ongoing commitment to maintaining high-quality infrastructure, the Annual Street Maintenance (ASM) Program focuses on the repair and preservation of local roadways. This year’s ASM project includes roadway striping in various areas, including S. Legacy Dr.

The City of Celina has released the latest edition of Life Connected. Magazine, highlighting key stories and milestones from across the community. This edition features a comprehensive overview of the City’s Sesquicentennial Celebration, including a special focus on 150 years of people, passions, places, and pastimes. It also highlights the six generations of Celina’s pioneer families and celebrates 150 years of business in the City.
In addition, the City has featured its 2025 Year-in-Review, showcasing the many accomplishments achieved throughout the year. The report provides valuable resources for residents and includes information from the Police and Fire Departments, Parks & Recreation, and the Celina Public Library, reflecting the City’s ongoing commitment to transparency, community engagement, and service excellence. This week, the City of Celina welcomed new staff members to the Engineering, Development Services, and Library teams, further strengthening the City’s capacity to support growth, infrastructure planning, and community-focused service delivery.
The City has received an update from Swinerton, the City’s general contractor, regarding progress on the Downtown Center project. Level 2, Pour 1 was successfully completed on Thursday, January 15. Swinerton is scheduled to complete Level 2, Pour 2 - finalizing the second floor - on Tuesday, January 20. In addition, installation of the vertical columns is planned for next week. Following completion of these activities, crews will begin decking, shoring, and reinforcement work in preparation for construction of the third floor.
As part of the continued progress on the DNT Phase 4A project, construction crews will soon implement targeted lane closures to support key project activities. These closures are necessary to facilitate the transport of topsoil, conduct mass haul operations, perform area cleanup, and set structural beams. It is important to note that full closure of the left lanes is not anticipated. Efforts will be made to ensure that lane closures are coordinated to prevent conflicts within overlapping work zones.
Monday, January 19, through Saturday, January 24:
• The northbound and southbound left lane of Dallas Pkwy from First St to FM 428 will be closed daily from 6:30 AM to 6:30 PM.
Tuesday, January 20, through Wednesday, January 21:
• All eastbound and westbound lanes of Frontier Pkwy between northbound and southbound Dallas Pkwy will be closed overnight from 8:00 PM to 6:00 AM.
Tuesday, January 20, through Thursday, January 22:
• All eastbound and westbound lanes of Light Farms Way between northbound and southbound Dallas Pkwy will be closed daily from 9:00 AM to 4:00 PM.
Wednesday, January 28, through Saturday, January 31:
• All eastbound and westbound lanes of Frontier Pkwy between northbound and southbound Dallas Pkwy will be closed overnight from 8:00 PM to 6:00 AM.
Wednesday, February 4, through Saturday, February 7:
• All eastbound and westbound lanes of Punk Carter Pkwy between northbound and southbound Dallas Pkwy will be closed nightly from 8:00 PM to 6:00 AM.
