CITY UPDATES
CELINA POLICE DEPARTMENT: 2025 RACIAL PROFILING REPORT
The Celina Police Department has recently received its 2025 Racial Profiling Report, conducted by Del Carmen Consulting, LLC - Law Enforcement Experts. This report is in compliance with the Texas Racial Profiling Law, enacted by the Texas Legislature in 2001, aimed at addressing concerns regarding racial profiling in policing.
Throughout the calendar year, our Police Department has diligently collected and reported data on traffic and motor vehicle-related contacts to identify and, if necessary, address any areas of concern regarding racial profiling practices. The linked report confirms that the Celina Police Department has met all legal requirements outlined by the Texas Racial Profiling Law and provides a comprehensive analysis of all traffic and motor vehiclerelated stops made during the past year.

DOWNTOWN VEGETATION MANAGEMENT & INFRASTRUCTURE UPGRADES
As part of the City of Celina’s ongoing partnership with Oncor, the City is providing an update on planned activities to enhance electric service reliability across the community. Oncor has scheduled vegetation management activities, including tree trimming, throughout the Downtown area as an initial phase of this effort.
In October 2025, Oncor conducted comprehensive inspections of electric infrastructure within Celina and identified key areas for system improvement. Beginning in February 2026, Oncor will initiate a reliability improvement project designed to strengthen the local electric grid, reduce service interruptions, and support long-term system resiliency for the City’s continued growth.
PROJECT COMPONENTS INCLUDE:
• Vegetation Management: Proactive tree trimming to reduce outage risks associated with storms and overgrown vegetation.
• Pole Replacements: Replacement of aging utility poles to improve structural integrity and overall system reliability.
• Modern Equipment Upgrades: Installation of updated equipment and technology to enhance system performance and enable faster service restoration during outages.
These initiatives are part of Oncor’s System Resiliency Plan (SRP) and are expected to provide residents and businesses with fewer service interruptions, improved system stability, and enhanced reliability as Celina continues to expand. The majority of the planned improvements are anticipated to be completed by summer 2026, weather permitting, with additional upgrades planned to support future development.

LOWE’S GRAND OPENING & RIBBON CUTTING CEREMONY INVITATION
Lowe’s has extended an invitation to the City Council to attend the Grand Opening and Ribbon Cutting Ceremony for its new Celina location. The event is scheduled for Friday, February 13, from 9:00 - 10:00 AM. Celina’s Lowe’s location is the sixth new store to open in Texas within the past year, underscoring the company’s strategic expansion into rapidly growing markets. The new store represents a significant addition to the City’s retail landscape, enhancing access to home improvement goods and services, supporting local employment, and contributing to the City’s ongoing economic development efforts. The City looks forward to commemorating this milestone with Lowe’s and welcomes the continued opportunities this investment brings to residents and businesses.
CR 57 ROADWAY IMPROVEMENTS CONSTRUCTION UPDATE
As part of the City’s ongoing commitment to improving transportation infrastructure and mobility, the J. Fred Smith Project includes significant roadway improvements along CR 57. To safely and efficiently complete construction activities, CR 57 will require a long-term closure to through traffic.

• CR 57 between FM 455 and north of Florida Dr.
• Construction activities will occur within these limits but will not extend the full distance to Florida Dr.

SCHEDULE (Weather Permitting)
• Start Date: Tuesday, February 10, 2026
• Estimated Duration: Approximately 6 - 7 months
TRAFFIC IMPACT
• CR 57 will be closed to through traffic within the designated limits for the duration of construction.
• Local access will be maintained through barricades for residents within the work zone, and businesses located within the work zone.
• All other traffic will be required to follow the posted detour routes as outlined in the approved detour plan.
The City recognizes the potential inconvenience associated with this long-term closure and appreciates the patience and cooperation of residents, businesses, and motorists. These roadway improvements are intended to enhance safety, improve traffic flow, and support long-term mobility needs as Celina continues to grow.
BUILDING SERVICES DIVISION STAFF CERTIFICATION ACHIEVEMENTS
The City is pleased to recognize the outstanding professional accomplishments of members of the Building Services Division. We congratulate Ian Burkhardt for passing the Commercial Building Inspector (B2) exam and Dedrick Shannon for successfully passing the Residential Plumbing Inspector (P1) certification. These achievements highlight the City’s commitment to professional development and the expertise of staff who contribute to maintaining Celina’s high-quality built environment.
DALLAS NORTH TOLLWAY PHASE 4A PROJECT: LANE CLOSURE NOTIFICATION
As part of the continued progress on the DNT Phase 4A project, construction crews will soon implement targeted lane closures to support key project activities. These closures are necessary to facilitate the transport of top-
soil, conduct mass haul operations, perform area cleanup, and set structural beams. It is important to note that full closure of the left lanes is not anticipated. Efforts will be made to ensure that lane closures are coordinated to prevent conflicts within overlapping work zones.
Friday, February 6, through Saturday, February 7:
• All eastbound and westbound lanes of Frontier Pkwy between northbound and southbound Dallas Pkwy will be closed overnight from 8:00 PM to 6:00 AM.
Monday, February 9, through Saturday, February 14:
• The northbound and southbound left lane of Dallas Pkwy from First St to FM 428 will be closed daily from 6:30 AM to 6:30 PM.
Wednesday, February 11, through Saturday, February 14:
• All eastbound and westbound lanes of Punk Carter Pkwy between northbound and southbound Dallas Pkwy will be closed nightly from 8:00 PM to 6:00 AM.
