ONCOR SYSTEM RESILIENCY PLAN PHASE II INFRASTRUCTURE UPDATES
The City will be communicating with residents and business owners that Oncor Electric Delivery will begin Phase II of its System Resiliency Plan (SRP) on Monday, March 2. This work is part of a long-term effort to strengthen and modernize the electric infrastructure serving our community.
WHAT TO EXPECT
• Installation of new electrical poles in the Downtown area
• Line locate activity this week (utility flags may be visible in front yards)
• Material staging at the southeast corner of E. Ash St and S. Oklahoma Dr
With Celina’s continued growth, maintaining a reliable and resilient power grid remains a top priority. These upgrades are designed to reduce service interruptions, improve stability during peak demand and severe weather events, and support ongoing residential and commercial development. The majority of work is anticipated to be completed by summer 2026, weather permitting, with additional enhancements planned as the community expands.
Throughout construction, residents can expect temporary road or lane closures as Oncor and its contractors move through the area. These closures are necessary to provide crews safe access to locations where critical infrastructure improvements are underway. CELINA CONNECT. QUARTERLY MEETINGS & EMPLOYEE RECOGNITION
Over the past two weeks, the City hosted its Celina Connect. Quarterly Meetings, providing an opportunity to deliver the State of the City address directly to employees and to strengthen organizational alignment across departments. These sessions ensured that team members received a comprehensive update on current initiatives, strategic priorities, infrastructure investments, and long-term planning efforts that are shaping Celina’s continued growth.
In addition to operational updates, the meetings served as an important platform to recognize and celebrate our staff. We formally welcomed new team members to the organization and acknowledged employees celebrating service anniversaries and those receiving employee awards. Recognizing milestones and performance excellence reinforces a culture of appreciation, professionalism, and accountability.
The Celina Connect. Quarterly Meetings are a critical internal communication tool. They promote transparency, ensure consistency of messaging, and align staff with the City Council’s vision and strategic direction. As Celina continues to experience significant growth, maintaining clear communication and organizational cohesion is essential. These quarterly gatherings support engagement, strengthen morale, and reaffirm each employee’s role in delivering exceptional service to our residents and stakeholders.
COIT ROAD CLOSURE FOR CROSS CREEK MEADOWS IMPROVEMENTS
As part of the ongoing Cross Creek Meadows Development, Coit Rd between Elderberry Lane and the Collin County Outer Loop will be temporarily closed to accommodate roadway improvements. These enhancements are necessary to support continued growth in the area and to ensure long-term safety, mobility, and infrastructure reliability.
A clearly marked detour will be implemented utilizing Collin County Outer Loop, Preston Rd, and Old Glendenning Rd. Access accommodations have been incorporated to minimize disruption to residents:
• Residents of Cross Creek Meadows traveling south on Coit Rd from the north will maintain access to the neighborhood via Elderberry Lane.
• Residents approaching from Collin County Outer Loop will be able to access the neighborhood from Bluestem Rd.
PROJECT LOCATION
• Choate Pkwy – Coit Rd to FM 2478
SCHEDULE (Weather Permitting)
• Start Date: March 2, 2026
• Estimated Completion: May 4, 2026
• Duration: Approximately two to three months
TRAFFIC IMPACT
• Local traffic only will be permitted between the roundabout and Elderberry Lane.
• Through traffic will be directed to the established detour routes.
Staff will continue proactive communication efforts to ensure residents and stakeholders remain informed throughout the construction period.
DOWNTOWN CENTER CONSTRUCTION PROGRESS UPDATE
The Downtown Center project continues to make steady construction progress, as reported by general contractor Swinerton. The third-floor deck pours have been completed, and work is currently underway on framing and decking for Level 4, Placement 1. Crews are also setting metal deck pans on the north half of this placement.
In addition, interior work is progressing throughout the building. Layout activities are underway for walls in both the basement and first floor areas. Overhead mechanical and life safety systems are also advancing, with conduit installation and fire suppression system work currently in progress within the basement level.
Looking ahead, construction activities will continue with concrete pours scheduled for Level 4, Placement 1 on March 9, followed by Placement 2 on March 13, weather permitting. These milestones reflect continued progress toward the successful completion of the Downtown Center project.
CITY COORDINATION AND COMMUNICATION PLAN FOR IRONMAN 70.3
The City of Celina continues proactive coordination efforts in preparation for the upcoming IRONMAN 70.3 triathlon scheduled for Sunday, March 15. Staff has been in close communication with key community partners, including The Trails Church, First United Methodist Church, and Methodist Celina Medical Center, to ensure operational awareness and coordination.
Beginning Sunday, March 1, the City will initiate direct communication with residents and additional affected stakeholders to provide route information, timing estimates, and safety details. These outreach efforts are intended to ensure the community is informed well in advance of race day.
Celina will serve as a portion of the bike segment of the event. Cyclists will travel through the city from US 377 to FM 455, continuing to FM 428 and along the Dallas North Tollway corridor. Importantly, roadways along the route will remain open to traffic. Cyclists will ride in the normal flow of traffic conditions. To support safety and minimize disruption, Celina Police officers and designated event personnel will be stationed along the route to assist with traffic movement and monitor key intersections.
• The earliest estimated cyclist arrival in Celina is approximately 9:15 AM
• The final cyclist is anticipated to pass through at approximately 1:15 PM
While brief, temporary slowdowns may occur as groups of cyclists pass through, traffic will continue to move, and officers will be present to provide direction and support as needed. The City remains committed to balancing public safety, mobility, and community engagement as we host this regional event.
DALLAS NORTH TOLLWAY PHASE 4A PROJECT: LANE CLOSURE NOTIFICATION
As part of the continued progress on the DNT Phase 4A project, construction crews will soon implement targeted lane closures to support key project activities. These closures are necessary to facilitate the transport of topsoil, conduct mass haul operations, perform area cleanup, and set structural beams. It is important to note that full closure of the left lanes is not anticipated. Efforts will be made to ensure that lane closures are coordinated to prevent conflicts within overlapping work zones.
Monday, March 2, through Thursday, March 5:
• All eastbound and westbound lanes of Collin County Outer Loop between northbound and southbound Dallas Pkwy will be closed nightly from 8:00 PM to 6:00 AM.
Monday, March 2, through Saturday, March 7:
• The northbound and southbound left lane of Dallas Pkwy from First St to FM 428 will be closed daily from 6:30 AM to 6:30 PM.
