CITY UPDATES KYLE PECK SWORN IN AS ASSISTANT POLICE CHIEF The City recently celebrated the swearing-in of Kyle Peck as Assistant Police Chief of the Celina Police Department, marking the next chapter in a distinguished career of leadership and service spanning more than a decade with the City. Peck succeeds former Assistant Police Chief Brent Brown, who recently departed the department after being selected to serve as Police Chief for the Town of Prosper. In his new role, Peck will work alongside Police Chief John Cullison and the department’s leadership team to provide executive oversight, support the continued development of officers and professional staff, strengthen community and regional partnerships, and help guide the department as it responds to the evolving public safety needs associated with Celina’s continued growth. Peck’s progression from Patrol Officer to Assistant Police Chief reflects more than a decade of service, professional development, and increasing responsibility within the Celina Police Department, as well as the City’s continued commitment to developing and advancing leaders from within the organization. CITY ADVANCES WATER CONSERVATION ENFORCEMENT EFFORTS The City recently communicated with residents, homeowners’ associations (HOAs), businesses, and water customers regarding the next phase of enforcement of the City’s mandatory water conservation requirements.
Following ongoing public education and multiple warnings regarding compliance, the City advised the community that citations will begin being issued for continued violations. The communication also emphasized that conservation is a community-wide responsibility and highlighted the significant steps the City has taken to reduce municipal water use. The City will continue providing information on current restrictions and conservation requirements while reinforcing the importance of reducing water demand and protecting the reliability of Celina’s water system.
N. OKLAHOMA DR ROAD IMPROVEMENT PROJECT PROGRESS SYB Construction, LLC, the City’s general contractor for the N. Oklahoma Dr Road Improvement Project, continues to make significant progress on the section between E. Beech St and E. Malone St. Main lane paving along this section of N. Oklahoma Dr is now complete. Crews are currently pouring parking stalls and will continue construction of approaches, driveways, and sidewalks over the next two weeks. A separate crew is also completing inlet tops throughout the project area between E. Beech St and E. Malone St. Based on the current construction schedule, SYB Construction anticipates completing all remaining concrete work by mid-September.
NEW TRAFFIC SIGNAL OPERATIONAL AT PRESTON RD AND RAMBLE WAY A new traffic signal at the intersection of Preston Road and Ramble Way is now operational. The signal is intended to support traffic operations and improve safety as travel patterns and traffic volumes continue to evolve in the area. The City has communicated the change to the community and encouraged motorists traveling through the intersection to remain alert, follow all posted traffic signals and signage, and allow additional travel time as drivers become familiar with the new traffic pattern.
MANDATORY BURN BANS IN EFFECT FOR COLLIN AND DENTON COUNTIES The Collin County and Denton County Commissioners Courts issued mandatory burn bans effective on Tuesday, August 25, due to severe wildfire risk and continued dry conditions. The restrictions prohibit most outdoor burning and limit the use of outdoor cooking and open-flame devices, with specific exceptions for properly enclosed propane, natural gas, wood, and charcoal devices. Enhanced fire-safety requirements are also in effect for welding, cutting, and grinding activities, including required clearance from combustible materials, wind and humidity limitations, dedicated fire watches, and appropriate fire-suppression equipment. Residents, businesses, contractors, and property owners are encouraged to comply with all restrictions and exercise additional caution, as current dry conditions increase the potential for fires to ignite and spread rapidly.
FIRE STATION #4 CONSTRUCTION CONTINUES TO ADVANCE Crossland Construction, the City’s general contractor for Fire Station #4, continues to make progress across the facility, with several exterior and interior construction milestones recently completed. Crews are now advancing site improvements, building systems, and exterior finishes while preparing for the next phase of interior work. WORK COMPLETED Several key construction activities have recently been completed, including: •
Exterior brick and stone installation.
•
Training tower concrete work.
•
Sheetrock, tape, and bedding within the living quarters.
WORK IN PROGRESS Crews are currently advancing work throughout the building and site, including: •
Building and site sidewalk installation.
•
Mechanical equipment installation.
•
Overhead mechanical, electrical, and plumbing (MEP) work.
•
Metal wall panel installation.
UPCOMING WORK Upcoming construction activities will focus on the next phase of site improvements and interior finishes, including: •
Site grading in preparation for landscaping.
•
Application of the first coat of interior paint.
•
Installation of the apparatus bay overhead doors.
CONSTRUCTION PROGRESSES AT THE CLUBHOUSE AT OUSLEY PARK Crossland Construction, the City’s general contractor for The Clubhouse at Ousley Park, continues to make progress across the facility and surrounding site. Crews have completed several key utility and interior milestones and are now advancing site preparation, electrical work, and interior finishes ahead of upcoming paving and building system activities. WORK COMPLETED Several key construction activities have recently been completed, including: •
Site utilities, including water, stormwater, and sanitary sewer infrastructure.
•
Site layout for paving.
•
Security and access control trim-out.
•
Interior glazing and frame installation.
WORK IN PROGRESS Crews are currently advancing work throughout the building and site, including: •
Mass grading in preparation for site paving.
•
Lime treatment for pavement subgrade preparation.
•
Meter installation for permanent power from Oncor.
•
Light fixture installation.
UPCOMING WORK Upcoming construction activities will focus on paving preparation, building systems, and interior finishes, including: •
Drilling piers for the front canopy.
•
Installation of form boards for paving.
•
HVAC system startup.
•
Millwork and countertop installation.
•
Ceiling tile and light fixture installation.
DOWNTOWN CENTER CONSTRUCTION CONTINUES TO ADVANCE Swinerton, the City’s general contractor for the Downtown Center, continues to advance construction across the facility, with significant activity underway on the roof, exterior envelope, atrium, basement, and upper interior levels. ROOF Roof construction continues to progress with several key activities underway, including: •
Roof steel installation and decking operations.
•
Completion of remaining concrete masonry unit (CMU) work.
•
Penthouse framing and sheathing.
EXTERIOR WORK Exterior enclosure and façade activities continue to advance around the building, including: •
Brick ledge and brick installation along the west elevation.
•
Final framing and sheathing at the Level 4 southwest elevation.
•
Concrete substrate preparation along the east elevation ahead of air barrier and waterproofing installation.
INTERIOR WORK Crews continue to make progress across multiple areas and levels of the Downtown Center, including: •
Atrium: Grand staircase structural installation has been completed, with preparations underway for timber tread installation. Crews are also preparing for cross-laminated timber (CLT) roof installation.
•
Basement: Installation of the learning staircase structure is underway, along with the beginning of interior framing activities.
•
Level 2: One-sided drywall installation is underway, along with in-wall electrical rough-in and plumbing rough-in within the restrooms.
•
Level 3: One-sided drywall installation is underway, along with in-wall electrical rough-in and plumbing rough-in within the restrooms.
CITY RECOGNIZES RECENT EMPLOYEE PROMOTIONS The City of Celina recently recognized the promotions of two team members within the Public Works and Planning departments. These promotions reflect the City’s continued commitment to developing talent from within the organization while recognizing the leadership, experience, and contributions of employees who support Celina’s continued growth and service to the community.

DALLAS NORTH TOLLWAY PHASE 4A PROJECT: LANE CLOSURE NOTIFICATION As part of the continued progress on the DNT Phase 4A project, construction crews will soon implement targeted lane closures to support key project activities. These closures are necessary to facilitate the transport of topsoil, conduct mass haul operations, perform area cleanup, and set structural beams. It is important to note that full closure of the left lanes is not anticipated. Monday, August 31, through Friday, September 4: •
The northbound and southbound left lane of Dallas Pkwy from First St to FM 428 will be closed daily from
6:30 AM to 6:30 PM. •
The northbound right lane of Dallas Pkwy from Frontier Pkwy to Punk Carter Pkwy will be closed daily from 9:00 AM to 3:30 PM.
