CITY UPDATES
TXDOT INITIATES MAJOR ROADWAY IMPROVEMENTS ALONG FM 428
The Texas Department of Transportation (TxDOT) has provided an update regarding ongoing roadway improvements along FM 428. Effective immediately, contractors will commence a full-depth repaving operation from Methodist Celina Medical Center to FM 455. This process includes the removal of the existing roadway surface followed by continuous repaving, resulting in a smoother, more durable pavement structure designed to enhance long-term performance.
Throughout construction, daily single-lane closures will be implemented, with traffic control personnel on-site to safely direct motorists through the work zone. Work activities are anticipated to occur between approximately 9:00 AM and 3:30 PM each day. The project is expected to be completed within 30 to 45 days, weather permitting.
As construction progresses, temporary closures may occur at adjacent intersections, including Sunset Boulevard, Hot Springs Way, and Rocky Mountain Court, particularly as work advances toward the Parkside development area. Motorists are encouraged to plan accordingly, allow for additional travel time, and exercise caution when traveling through the construction zone. The City appreciates the community’s patience and cooperation as these critical infrastructure improvements are completed.
POLICE WARN OF IMPERSONATION SCAM TARGETING CELINA RESIDENTS
The Celina Police Department has received multiple reports of individuals impersonating law enforcement officers and contacting residents in an attempt to solicit personal information.
These fraudulent callers may request sensitive information, including Social Security numbers, dates of birth, driver’s license numbers, and banking or financial details. It is important to note that Celina Police officers do not contact individuals by phone to request such information.
In some cases, scammers are utilizing “caller ID spoofing” technology to make incoming calls appear as though they originate from the Celina Police Department’s official phone number. As a result, the displayed caller ID should not be considered a reliable indicator of legitimacy.
Residents who receive suspicious calls are advised to terminate the call immediately, refrain from providing any information, and avoid further engagement with the caller. Individuals seeking to verify the legitimacy of a call may contact the Celina Police Department directly at (972) 382-2121 or the Collin County Dispatch non-emergency line at (972) 547-5350.
To proactively inform and protect the community, the Celina Police Department has shared this information through its official social media channels, and the City has further amplified the message through its Resident Newsletter.
CELINA PUBLIC LIBRARY LAUNCHES 150TH ANNIVERSARY READING INITIATIVE
The Celina Public Library has launched a community-wide reading initiative in recognition of the City’s 150th Anniversary. The program is designed to engage residents in a collective literacy effort while commemorating the City’s milestone year. The initiative establishes a cumulative goal of 150,000 minutes of reading to be achieved by December 31, 2026. Participants of all ages may contribute by tracking and logging their reading time, with total minutes aggregated to measure progress toward the community goal. This program serves as a component of the City’s broader 150th Anniversary activities, providing an opportunity to highlight the role of the Library in supporting education, lifelong learning, and community connection.
CROSSLAND CONSTRUCTION PROVIDES UPDATE ON FIRE STATION #4
Crossland Construction, the City’s general contractor for Fire Station No. 4, has provided a progress update on ongoing construction activities.
WORK COMPLETED
Construction milestones achieved to date include completion of the living quarters slab-on-grade, fire lane paving, and underground mechanical, electrical, and plumbing (UG MEP) systems for the building. Additionally, the project has successfully passed the Vertical Release Inspection, allowing vertical construction activities to proceed.
WORK IN PROGRESS
Current construction efforts are focused on the apparatus bay, including installation of concrete masonry units (CMU) and placement of the slab-on-grade. Foundation work is also underway for the fuel island and generator enclosure.
UPCOMING WORK
In the coming weeks, work will continue on the storm shelter and apparatus bay CMU. Delivery and erection of structural steel is scheduled to begin on April 22. Additional planned activities include construction of the training tower using split-face CMU and initial floor grinding at designated polished floor locations.
The project continues to progress in alignment with the established construction schedule.
PARKS ADMINISTRATION BUILDING CONSTRUCTION UPDATE FROM CROSSLAND
Crossland Construction, serving as the City’s general contractor, has provided a progress update on the Parks Administration Building.
WORK COMPLETED
Construction activities completed to date include installation of storefront glass hardware, hollow metal doors and associated hardware, taping, bedding, and application of dry-fall paint, as well as installation of operable partition tracks.
WORK IN PROGRESS
Current construction efforts are focused on primer and painting, primary electrical conduit and wiring installation, and electrical and mechanical trim-out. Interior door frames are being installed, and field measurements are being taken for millwork and specialty items.
UPCOMING WORK
Upcoming activities will include installation of flooring and tile, as well as fabrication and installation of millwork and countertops.
CITY AND EDC TO HOST DOWNTOWN BUSINESSES ON KEY INITIATIVES
City and EDC staff will host a meeting with Downtown business representatives on Wednesday, April 8, from 8:30 – 10:00 AM in Council Chambers. Representatives from Oncor will be in attendance to discuss recent power outages and planned infrastructure upgrades. The agenda will include discussion of key operational and strategic topics affecting the Downtown district. Items for discussion will include:

Downtown Events & Operations: Review of event planning and operational considerations, with a focus on the upcoming Celina Cajun Fest and the planned fencing for this year’s event.
• TABC Training & Compliance: Overview of Texas Alcoholic Beverage Commission requirements and training resources for Downtown businesses.
• Local Business Support Program & SizeUp Tools: Presentation of available business support resources and analytical tools to assist with growth and planning.
• Downtown Marketing & Branding: Discussion of ongoing marketing initiatives and branding strategies.
• Oncor Infrastructure Updates: Discussion with Oncor representatives regarding recent power outages, system performance, and planned infrastructure upgrades to improve service reliability in Downtown Celina.
This meeting will provide an opportunity for business owners and staff to review resources, ensure compliance, and coordinate on upcoming Downtown activities.
LOCAL BUSINESSES INVITED TO EDC QUARTERLY MEETING ON APRIL 9
The Celina Economic Development Corporation (EDC) will host its Quarterly Business Meeting on Thursday, April 9, at 9:00 AM in the City Council Chambers. This meeting provides an opportunity for local businesses and community partners to receive updates, engage with EDC leadership, and learn about initiatives supporting the City’s continued economic growth and development.
Agenda highlights include leadership updates, the introduction of the Business Growth Series, and a preview of SizeUp, a no-cost business intelligence tool available to Celina businesses at all stages of development. Following the meeting, a hands-on SizeUp training session will be held from 10:00 - 11:00 AM. Attendees are encouraged to bring a laptop to participate. EDC staff will be available to provide assistance, and the session will be recorded for future reference.
DALLAS NORTH TOLLWAY PHASE 4A PROJECT: LANE CLOSURE NOTIFICATION
As part of the continued progress on the DNT Phase 4A project, construction crews will soon implement targeted lane closures to support key project activities. These closures are necessary to facilitate the transport of topsoil, conduct mass haul operations, perform area cleanup, and set structural beams. It is important to note that full closure of the left lanes is not anticipated.
Monday, April 6, through Saturday, April 11:
• The northbound and southbound left lanes of Dallas Pkwy from First St to FM 428 will be closed daily from 6:30 AM to 6:30 PM.
• The northbound-to-southbound First St U-turn lane will be closed daily from 6:30 AM to 6:00 PM.
