CITY LAUNCHES MOVIE NIGHT AT THE PARK THIS EVENING
The City is pleased to host its first Movie Night at the Park this evening, beginning at 7:00 PM at Old Celina Park. This evening’s featured film will be A Minecraft Movie. In previous years, Movie Nights were held on the turf in the Downtown Square; however, due to elevated summer temperatures and the impact on turf conditions, events were later relocated to the City Council Chambers to ensure public safety and comfort. The transition to Old Celina Park provides an enhanced outdoor venue that allows the City to reestablish this popular community event in a more suitable environment.
This new location offers several key benefits, including access to the Old Celina Park playground for families and the use of an LED screen, which allows the movie to begin earlier in the evening rather than waiting for sunset as required with traditional inflatable screens. This adjustment improves the overall experience by offering greater convenience and accessibility for attendees.
HONORING LEADERSHIP AND SERVICE: POLICE PROMOTIONS CEREMONY
The Celina Police Department will host a Promotions Ceremony on Tuesday, April 28, at 4:00 PM in the Community Room at Police Headquarters. During the ceremony, Officer Cory Dye will be promoted to Corporal, and Officer Josh Poe will be promoted to Sergeant. This occasion represents an important milestone for both the department and the community it serves. Promotions within the Police Department reflect a continued commitment to professional excellence, leadership development, and organizational strength. Recognizing officers who have demonstrated dedication, integrity, and a high standard of service reinforces a culture of accountability and growth.

PUBLIC MEETING SCHEDULED FOR HILLSIDE DRIVE PROJECT
The City’s Engineering Department will host a Public Meeting on Wednesday, April 29, at 6:00 PM in the Celina Council Chambers to discuss the Hillside Drive Improvements Project. The City Council awarded the construction contract for this project to VLex Construction, LLC on March 10, 2026. The purpose of this meeting is to provide an overview of the project scope, anticipated construction schedule, and planned traffic control measures. In addition, the meeting will offer residents, business owners, and other stakeholders an opportunity to ask questions, provide feedback, and share any concerns related to the upcoming construction activities.
WALMART GRAND OPENING MARKS MILESTONE FOR CITY GROWTH
The City is excited to officially celebrate the grand opening of Walmart on Wednesday, April 29, beginning at 7:30 AM. The new store is located at 1771 N. Preston Road. This grand opening marks a significant milestone for the community and reflects Celina’s continued growth and economic momentum. The addition of Walmart brings expanded retail options, increased convenience, and enhanced access to essential goods and services for residents. It also represents a meaningful investment in the local economy, contributing to job creation and supporting the City’s long-term vision for sustainable development. The City looks forward to recognizing this important addition to the community and welcomes the opportunities it will provide for residents, businesses, and visitors alike.
CROSSLAND CONSTRUCTION ADVANCES FIRE STATION #4 PROJECT
Crossland Construction, the City’s general contractor for Fire Station #4, continues to make steady progress across multiple phases of the project.
WORK COMPLETED
Recent accomplishments include the installation of concrete masonry units (CMU) on the west side of the apparatus bay, delivery of structural steel materials, and completion of in-wall mechanical, electrical, and plumbing (MEP) rough-in for the west apparatus bay.
WORK IN PROGRESS
Current construction efforts are focused on key structural and foundational components. Ongoing activities include CMU installation for the storm shelter and east apparatus bay walls, foundation work for the fuel island and generator enclosure, and the erection of structural steel.
UPCOMING WORK
In the coming weeks, construction will advance with additional CMU work for the storm shelter and apparatus
bay, continued in-wall MEP rough-in for the west apparatus bay, and development of the training tower using split-face CMU. Additionally, metal stud framing for the living quarters is anticipated to begin toward the end of May. Overall, the project remains on schedule, with continued progress supporting the timely delivery of this critical public safety facility.
PROGRESS CONTINUES ON PARKS ADMINISTRATION BUILDING
Crossland Construction, the City’s general contractor for the Parks Administration Building, continues to make steady progress as the project advances toward interior completion.
WORK COMPLETED
Recent milestones include completion of the overhead mechanical, electrical, and plumbing (MEP) rough-in, as well as fire sprinkler and fire alarm system rough-ins. Interior finishes have progressed with taping, bedding, and the first coat of paint applied. Additionally, field measurements have been completed in preparation for millwork installation.
WORK IN PROGRESS
Current activities are focused on finalizing interior systems and inspections. This includes hard lid ceiling inspections, installation of light fixtures, and electrical and mechanical wall trim-out. Work is also underway to connect primary electrical service to new Oncor poles.
UPCOMING WORK
In the next phase, the project will transition further into finish-out, including installation of flooring and tile, as well as millwork and countertops. Overall, the project continues to progress on schedule, with ongoing efforts supporting the timely completion of this important facility.
COIT ROAD EXPANSION PROJECT PROGRESS UPDATE
McMahon Contracting, the City’s general contractor for the Coit Road Expansion project, continues to make measurable progress across multiple phases of construction.
PROJECT PROGRESS
Current completion levels by major work category are as follows: underground improvements are approximately 75% complete; dirt work and subgrade improvements are 20% complete; roadway paving has reached 10% completion; and both illumination and irrigation/landscaping components are each less than 5% complete. Overall, the project is approximately 20% complete, which is consistent with the current contract schedule.
CONSTRUCTION ACTIVITIES & TRAFFIC MANAGEMENT
The project team has recently shifted traffic to the southern portion of the corridor to allow work to proceed out of sequence, a strategic adjustment intended to help accelerate construction progress. In the near term, paving operations are anticipated to begin on the north end of the project, near Heartland Drive.
Looking ahead, upon completion of work along Heartland Drive, Rocky Road will be temporarily closed to facilitate continued construction activities. During this time, residents of the Celina Hills neighborhood will access the area via Heartland Drive. This traffic pattern adjustment is anticipated to occur by mid-May.
Overall, the project remains on schedule, with ongoing coordination efforts focused on maintaining progress while minimizing impacts to residents and the traveling public.
DOWNTOWN CENTER PROJECT CONTINUES STEADY PROGRESS
Swinerton, the City’s general contractor for the Downtown Center project, continues to advance construction activities across multiple areas of the site, with coordinated progress on structural, mechanical, and infrastructure components.
WORK COMPLETED
Recent accomplishments include the installation of two new stair towers and a material hoist, significantly improving vertical access and overall efficiency for trade partners.
WORK IN PROGRESS
Construction efforts are actively underway across several key components of the project. Crews are continuing curb and topping slab installation on Levels 1 through 4, while overhead mechanical, electrical, and plumbing (MEP) systems are being installed across the same levels. Exterior structural steel erection remains in progress, along with both interior and exterior framing. In the basement, concrete masonry unit (CMU) walls are being constructed for the elevator shaft, and fiber conduit installation is ongoing to connect the parking garage to the main building. Additionally, duct bank installation along FM 455 and joint sealant work along Arizona Drive are continuing as part of the project’s supporting infrastructure.
UPCOMING WORK
Over the coming weeks, work will continue to advance across all major construction areas, including further progression of structural steel and framing activities, expanded MEP system installations as additional areas become available, and continued site and infrastructure improvements to support vertical construction.
Overall, the project remains on schedule, with multiple workstreams progressing in a coordinated manner to support the successful delivery of this key downtown development.
SWINERTON TO HOST COFFEE WITH THE CONTRACTORS
Swinerton will host its next Coffee with the Contractors on Wednesday, April 29, at 9:00 AM at their field office, located at 112 N. Arizona Dr. As construction continues to advance on the Downtown Center project, this event serves as a valuable opportunity for stakeholders to engage directly with project managers and team members. Attendees will receive important updates on the progress, timeline, and next steps for this key development in the heart of Downtown Celina.
DALLAS NORTH TOLLWAY PHASE 4A PROJECT: LANE CLOSURE NOTIFICATION
As part of the continued progress on the DNT Phase 4A project, construction crews will soon implement targeted lane closures to support key project activities. These closures are necessary to facilitate the transport of topsoil, conduct mass haul operations, perform area cleanup, and set structural beams. It is important to note that full closure of the left lanes is not anticipated.
Monday, April 27, through Saturday, May 2:
• The northbound and southbound left lanes of Dallas Pkwy from First St to FM 428 will be closed daily from 6:30 AM to 6:30 PM.
Thursday, April 30, through Saturday, May 2:
• The eastbound and westbound lanes of Frontier Pkwy between northbound and southbound Dallas Pkwy will be closed nightly from 8:00 PM to 6:00 AM.
• The eastbound and westbound lanes of Collin County Outer Loop between northbound and southbound Dallas Pkwy will be closed nightly from 8:00 PM to 6:00 AM.
Friday, May 8, through Saturday, May 9:
• All eastbound and westbound lanes of Punk Carter Pkwy between northbound and southbound Dallas Pkwy will be closed overnight from 8:00 PM to 6:00 AM.
