CITY UPDATES
DOWNTOWN CENTER PROJECT TO BEGIN WEEKEND CONSTRUCTION SCHEDULE
Beginning Saturday, April 18, Swinerton will initiate weekend construction activities at the Downtown Center project site to maintain the overall project schedule and expedite progress in advance of the summer season. Anticipated rising temperatures in the coming months present potential constraints on construction productivity; therefore, this approach is intended to maximize efficiency during more favorable working conditions.
Construction operations will occur on both Saturdays and Sundays from 7:00 AM to 7:00 PM. A designated quiet hour will be observed from 7:00 AM to 8:00 AM, during which no major construction activity will take place, in an effort to minimize early-morning disruption to nearby residents.
While this expanded schedule may result in increased weekend construction activity, including elevated noise levels and traffic in the downtown area, it is expected to yield significant benefits. These include mitigating potential delays, maintaining project momentum, and supporting the timely and cost-effective completion of the Downtown Center. Staff will continue to monitor impacts and coordinate with the contractor to ensure disruptions are managed appropriately.
CITY ADVANCES ECONOMIC DEVELOPMENT THROUGH ANNUAL ROUNDTABLE
The Celina Economic Development Corporation will host its annual Business Roundtable on Tuesday, April 21, from 8:30 AM to 11:30 AM at the Omni PGA Panther Creek Pavilion in Frisco.
This annual event provides a strategic platform for engagement with key members of the business and development community, offering the City an opportunity to highlight ongoing initiatives, Capital Improvement Projects, and long-term planning efforts that are shaping Celina’s continued growth. It serves as an important venue to communicate the City’s vision, reinforce partnerships, and demonstrate the progress being made
across multiple priority areas. The Business Roundtable is a critical component of the City’s economic development strategy, fostering open dialogue, strengthening relationships with existing and prospective partners, and positioning Celina as a proactive and collaborative community for investment. By convening stakeholders in this setting, the City and its partners are better able to align on shared goals, address emerging opportunities, and support sustained economic vitality.
PUBLIC MEETING SCHEDULED FOR OKLAHOMA DRIVE IMPROVEMENTS PROJECT
The City’s Engineering Department will host a public meeting regarding the Oklahoma Drive Improvements project on Wednesday, April 22, at 6:00 PM in the Celina Council Chambers. The City Council previously awarded the construction contract for the Oklahoma Drive Improvements project (from Pecan Street to Malone Street, Bid No. 2026-021) to SYB Construction on March 10, 2026.
This public meeting will provide a comprehensive overview of the upcoming construction effort, including anticipated project phasing, traffic control measures, and overall timeline. Additionally, the meeting will serve as an important forum for residents, business owners, and other stakeholders to engage directly with City staff, ask questions, and share feedback. Active community participation is encouraged to ensure transparency, minimize disruptions, and support the successful delivery of this critical infrastructure improvement project.
CITY INITIATES COMPREHENSIVE ROADWAY ASSET INVENTORY
The City has initiated a comprehensive roadway asset inventory project to assess the condition of all streets maintained by the City. To support this effort, the City has retained Roadway Asset Services, LLC (RAS), a nationally recognized provider of professional asset management and mobile data collection services for local and state government agencies.
RAS utilizes a fleet of advanced data collection vehicles equipped with sophisticated instrumentation designed to efficiently inventory and evaluate transportation infrastructure. These vehicles are outfitted with high-resolution digital cameras and precision equipment capable of capturing detailed imagery of pavement conditions and above-ground transportation-related assets located within the public right-of-way.
The data collected through this process will be used to perform a systemwide pavement condition assessment and to enhance the City’s pavement management program, supporting more informed decision-making and long-term infrastructure planning. To ensure the accuracy and quality of the data, RAS vehicles will travel all City-maintained roadways and will conduct data collection activities exclusively during daylight hours.
DOWNTOWN CENTER CONSTRUCTION PROGRESS UPDATE
Construction progress on the Downtown Center continues to advance steadily under the direction of Swinerton, the City’s general contractor. Curbs and topping slab placements are ongoing across the basement level and Levels 1 through 4, maintaining momentum on foundational and structural elements of the project.
Exterior steel installation has commenced, marking a significant step in ver tical construction. Interior and exterior framing activities are also underway as multiple trades continue to work in parallel to support overall project sequencing.
Mechanical, Electrical, and Plumbing (MEP) tie-ins between the parking garage and main building are nearing completion, further integrating critical building systems. In addition, work has begun on the joint utility trench along W. Walnut St, supporting the relocation of overhead power lines to an underground configuration as part of the broader site and infrastructure improvements.
DALLAS NORTH TOLLWAY PHASE 4A PROJECT: LANE CLOSURE NOTIFICATION
As part of the continued progress on the DNT Phase 4A project, construction crews will soon implement targeted lane closures to support key project activities. These closures are necessary to facilitate the transport of topsoil, conduct mass haul operations, perform area cleanup, and set structural beams. It is important to note that full closure of the left lanes is not anticipated.
Monday, April 20, through Saturday, April 25:
• The northbound and southbound left lanes of Dallas Pkwy from First St to FM 428 will be closed daily from 6:30 AM to 6:30 PM.
Thursday, April 23, through Friday, April 24:
• All eastbound and westbound lanes of Frontier Pkwy between northbound and southbound Dallas Pkwy will be closed overnight from 8:00 PM to 6:00 AM.
Thursday, April 23, through Saturday, April 25:
• All eastbound and westbound lanes of Collin County Outer Loop between northbound and southbound Dallas Pkwy will be closed nightly from 8:00 PM to 6:00 AM.
