SECTION 1 OBJECTIVES & KEY RESULTS
SECTION 2 FINANCIAL SUMMARY
GENERAL FUND Revenues General Fund revenues total $59,244,847 through June 30, 2026. This represents an increase of 3.7% from revenue earned in the preceding year. Ad valorem taxes represent 19% of the current increase and due to the timing they are at 99.29% collections for the fiscal year. Permits represents -16% of the current increase, are the second largest source of funds, and is currently tracking on target with the budget. The city has recognized a reduction in single family building permits. However conversely the commercial permit activity has offset the reduction. The table below provides a summary of total General Fund revenues as of June 30th:

GENERAL FUND Expenditures Expenditures for General Fund were $45,571,656 through June 30, 2026. This is an increase of $10,071,511 or 28.4%. The expenditures have increased due to new positions and services provided to meet the demands of the growing City unless noted below.

*During FY 2025 the Administration Department was split into the City Manager's Office and Strategic Services Department, the Development Services Department was split into the Building Services, Planning, and Code Services Divisions, and a nondepartmental division was added.
Water & Wastewater Fund Revenues Operating revenues for the Water & Wastewater Fund through June 30, 2026 were $39,650,863, which is a decrease of $435,601 or 1.1%. The decrease is due to less new utility accounts added to the system resulting in a decrease of Water and Wastewater Connection Fees from FY 2025 to 2026 of $1,978,400.

Water/Wastewater Fund Expenditures Water and Wastewater expenditures through June 30, 2026 are $25,044,413 which is $6,189,561 or 32.8% more than FY 2025. The increase in expenditures is due to heightened service requirements from increased customer counts and expansions to the utility system funded through capital purchases and debt payments.

The parallel Doe Branch interceptor is a series of sewer lines that will begin at Parvin Rd and extend to the Frontier Pkwy lift station on the east side of town. The project is broken down into four phases Parvin Rd to Legacy Dr (15A), Legacy Dr to Preston Rd (15B), Preston Rd to Coit Rd (15C), and Coit Rd to Frontier lift station (15D). The total project will include the installation of 31,320 linear feet (LF) of wastewater lines between 36” and 48”. This project consists of the design and installation of approximately 1,500 LF 36”, 3,600 LF of 42” and 13,800 LF 48” gravity sewer associated interconnects. When City vehicles are washed, they pull them onto a small concrete apron and then park the newly-cleaned vehicle back on gravel. This project will install 100 new concrete parking spaces, a 2,000-foot-long fire lane with two, new controlled access points. This car park will serve both staff and members of the public and will provide the spacing needed for all Public Works-related events and clean-up days in the future.
