A Note from the Mayor
Communication is vital to the relationship between Celina residents and those who serve and work to carry out the vision of this remarkable city. Public meetings, city websites, official social pages, and reports like this one provide opportunities for us to connect and share the planning and implementation required to guard the beautiful heritage of our past while building the incredible future before us. We are experiencing Celina’s most exciting days. I am grateful you are engaged and taking your time to read and review this Annual Report of the City of Celina. This report summarizes many of the exciting milestones the city experienced in 2023 and highlights opportunities available for those who live and work here and for those who may soon consider calling Celina home. As a constant priority, the city continued the preservation and development of our beautiful historic downtown area. Since 1911, the Downtown Square, with its historic buildings and businesses, has represented generations of gathering, trade, commerce, and community. The addition of much-needed infrastructure and the subsequent repaving of brick streets lead the way for additional expansion and enhanced experiences coming downtown. Even more exciting growth will materialize in 2024 as we expand parking, improve municipal facilities, develop park land, and recreation facilities. Because of these efforts, more and more companies and storefronts are choosing downtown as their home to serve the Celina community. You will also read about the continued large-scale efforts to improve infrastructure throughout the city and will note priorities being placed on street and Public Works projects to meet our immediate needs and those on the horizon as we grow. Furthermore, you will learn about our newly-dedicated Ralph O’Dell Senior enter, upcoming park projects, beautification and public art endeavors, and exciting developments along our Preston Road and Dallas North Tollway corridors. Celina not only continues to be the greatest place to live and work, but it is the safest place to do so, thanks to the brave service and sacrifice of our unparalleled first responders. Our Police and Fire Department personnel saw record growth in 2023, and 2024 will mark the robust expansion of our public safety facilities.
We are pleased to announce the opening of Fire Station #3 in February 2024, and our new Celina Police Headquarters is slated to open this Spring. Both facilities mark a pivotal step forward in our efforts to improve emergency response times and further strengthen our city’s emergency response capabilities, prioritizing the safety and well-being of all residents. After this Annual Report, I want to invite you to review the City’s Strategic Plan. Implementing a full-cycle strategic plan embodies a commitment to careful planning, effective execution, and ongoing improvement. With resident feedback as the guiding principle, Celina City Council is driving a culture of long-term success and inclusive governance. A new year means new beginnings for the City of Celina and for those who call this place home. Our heritage establishes our foundation while our Life Connected. spirit motivates us as we grow forward. Serving by your side has been a privilege, and I look forward to more opportunities to experience our hometown together in the new year before us.

CITY COUNCIL
Celina is a “Home-Rule Municipality,” governed by a Mayor and City Council who are elected by the residents. Since its establishment in 1876, Celina residents have elected representatives to achieve City goals and enhance their quality of life. Acting together, the Mayor and City Council adopt all ordinances and resolutions and determine the general goals and policies for the City. The City’s mission of preserving its agricultural heritage, providing excellent public safety, and an extraordinary quality of life are all key factors in each decision.

JAY PIERCE, Mayor Pro Tem, Place 2 | As a council member, it’s been a privilege to spearhead the initiative to lower taxes in 2022 for the first time since 2009 and to continue this positive momentum for a second straight year. This is more than just fiscal management; it’s a commitment to building a strong community where residents can thrive, prosper, and envision a brighter future. Together, we are laying the groundwork for a resilient and vibrant community for generations to come.
WENDIE WIGGINTON, Deputy Mayor Pro Tem, Place 4 | To take on both a new two-engine Fire Station and new Celina Police Headquarters this year tells you just how incredible a staff we have at the City of Celina. The large impact both will have on the safety and well-being of our community will be felt long after we all have moved on. Their focus on making these happen on time and within budget to meet the rapidly growing needs of our community is further proof of how incredibly talented our staff is. I’m so proud to get to be just a small part of these projects.
PHILIP FERGUSON, Place 1 | What a wonderful time to be part of all the great things happening in Celina! Looking back at 2023, we can be proud of the progress our city is making to become the premier community to live, work, and play in North Texas. New businesses continue to setup in Celina because they recognize our potential and want to be a part of this great opportunity. A variety of new neighborhoods designed to accommodate a wide range of residents’ needs continue to come online, too. Folks want to call Celina home, and who can blame them with so many terrific events, stores, restaurants, activities, and a very strong community spirit! ANDY HOPKINS, Place 3 | I am extremely proud that the City of Celina has been recognized by The Dallas Morning News’ Top Workplaces in 2023. This acknowledgment is a testament to our unwavering commitment to fostering an environment where talent thrives, dedication is celebrated, and collaboration flourishes. In Celina, we not only build a city; we cultivate a community where every individual contributes to our success. This honor reflects our collective dedication to making Celina a place where both our residents and employees can truly call home.
MINDY KOEHNE, Place 5 | In conjunction with our award-winning Celina Economic Development Corporation, the City of Celina welcomed 38 new businesses to Celina this year! Why are businesses choosing Celina? Because Celina has a history of being business friendly, and its residents are committed to supporting local business. Celina is a great place for new business owners to make their dreams a reality.
In December 2023, the City of Celina held a special election to decide a new Council member for Place 6 following the resignation of Tony Griggs in September 2023. Following the special election, Brandon Grumbles was elected to serve the remainder of the Council member Griggs’ term. In January 2024, Council member Grumbles was officially sworn in to his seat in Place 6. The City would like to thank Council member Griggs for his service and welcome Council member Grumbles to our City Council.

The most recent Strategic Plan was adopted in Winter 2023.

Community Engagement Survey
The City of Celina engaged Polco to conduct The National Community Survey™ (The NCS™). The NCS™ report is about the “livability” of Celina. A livable community is a place that is not simply habitable, but that is desirable. It is not only where people do live, but where they want to live. The survey was developed by the experts from National Research Center at Polco. Great communities are partnerships of the government, private sector, community-based organizations, and residents, all geographically connected. The NCS™ captures residents’ opinions considering 10 central facets of a community: ECONOMY

All items relating to the quality of life in Celina received high marks from a strong majority of residents and were largely similar to ratings given to other communities across the country. About 9 in 10 residents gave positive ratings to Celina as a place to live, the overall quality of life in the city, and the city as a place to raise children. A similar proportion of residents also indicated that they would both recommend living in Celina to someone who asked and planned to remain in the city for the next five years. A slightly lower proportion, around 8 in 10, positively rated the overall image of Celina and making all residents feel welcome.

Celina is known for its small town charm, and nothing exhibits this better than our historic Downtown. This Strategic Plan goal seeks to preserve Celina’s unique heritage through fortifying and expanding Downtown. Safety and security are two of the most basic human needs, and one of the biggest drivers of quality of life in cities. Public safety and emergency services are a strength, and we intend to fortify them.
