CITY UPDATES UPDATE ON DIRECTOR OF HUMAN RESOURCES SEARCH The City will be conducting a national search for its next Director of Human Resources. The City has contracted with Mosaic Public Partners to provide executive search services in support of the City’s recruitment. Mosaic Public Partners is a leading executive search firm for the public sector, with over 260 placements for 120 public agencies. Mosaic has supported executive searches throughout Texas, including the cities of Kyle, Addison, Austin, San Marcos, Fort Worth, and Burleson. The recruitment is expected to take up to four months. In the interim, Assistant City Manager Karla Stovall will work with human resources team to ensure its excellent internal and external services are maintained. The City Council will be updated regularly as the recruitment progresses.
CONCRETE BATCH PLANT TOWN FORUM On Tuesday, February 6, the City held a Town Forum at Two29 on the Square to address questions and concerns from our residents. What is the process for approval for a temporary batch plant? 1. Federal EPA granted authority to State TCEQ to approve Temporary Concrete Batch Plants 2. TCEQ receives, reviews, and authorizes permits for Concrete Batch Plants 3. City regulates Temporary Concrete Batch Plants under its Code of Ordinances. What are TCEQ regulations for Concrete Batch Plants • TCEQ (revised as of January 24, 2024 in its Air Quality Standard Permit for Concrete Batch Plants says that these plants must be 300 feet from any property line. What are the City of Celina regulations for Concrete Batch Plants • In its Code of Ordinances §14.03.501, Temporary Concrete Batch Plants shall be located at least 500 feet from any recreational area, schools, or residence. Did the City approve the location for a temporary concrete batch plant at the corner of Collin County Outer Loop and Dallas Pkwy? • No. The City was reviewing the permit application for the requested location. The City did inform Collin County that the City of Celina did not have an issue with the proposed site based on the City’s regulations. Why did the private contractor have a lease to use the land prior to the City’s approval? • The private contractor obtained a lease from Collin County for the use of their property. The City did provide feedback to Collin County that it did not have a problem with the lease from the perspective of the City’s regulations. What other locations are being considered for the temporary batch plant, and when will the decision be made? • City staff is working with the private contractor to identify a site that meets the construction needs while staying as far away from other uses as possible. City staff will discuss this issue further with the City Council at the next City Council Meeting on February 13, 2024.
FRIDAY NIGHT MARKET UPDATE: CITY PLANS TO CONTRACT WITH SBG HOSPITALITY The City of Celina plans to enter into a contract with SBG Hospitality to manage its Friday Night Markets beginning in March 2024. SBG Hospitality, known for their expertise in event management, would oversee vendor booking, placement, and communication for the upcoming season. They would also provide on-site vendor resources and supply comprehensive arrival packets for vendors. With a track record of success in cities like McKinney, Frisco, Allen, and Plano, as well as events such as the City Manager’s Weekly Report for February 9, 2024

ACM Country Kick-Off at the Star, SBG Hospitality is poised to elevate Celina’s markets. The City will contract out the services of SBG Hospitality for $5,000 per market.Their attention to detail and commitment to excellence promise to enhance the market experience for vendors and attendees alike. DEPARTMENT UPDATES ENGINEERING East Malone St between Oklahoma Dr. and New Mexico Dr. will be closed for a waterline tie-in beginning on Monday, February 12, to Friday, March 1. There will be one lane closed along S Alabama St. at the corner of W Ash St. for water line improvements beginning on Wednesday, February 14, to Wednesday, February 28. Pecan St. from Ohio St. to Arizona St. and Colorado St. from Maple St. to Walnut St. will be opened to traffic beginning on Monday, February 12. Please expect temporary closures along Pecan and Colorado as the Inner Loop work continues. Please see the map below for the new traffic pattern.

FINANCE This week, the City kicked off its FY 2025 budget process with departments. Directors will begin building their new position requests and operating budgets for the next fiscal year. Over the next several months, the Finance Department will be evaluating revenues and expenditures to develop projections for next year. In early summer, the City Manager and executive team will review each new request and budget line item with each department to prepare the City Manager’s Proposed Budget.
MARKETING & COMMUNICATIONS In January 2024, our social media audience has continued to grow with a notable increase of 1.4% to reach 91,901 across all of our social media channels. In addition, the overall net audience has experienced a substantial uptick of 30.6%, which represents a gain of 1,279 individuals. This surge reflects the effectiveness of our content strategies and engagement efforts in capturing the attention of our community. PLANNING The Planning Department has been finalizing two packets this week – one for the upcoming City Council meeting on Tuesday, February 13, and one for the Planning & Zoning Commission meeting on Thursday, February 15. Staff held formal Development Review Committee meetings, including a pad site within the Costco development and Celina ISD regarding a new middle school at the southwest corner of Coit and Glendenning, which is slated to open in the fall of 2026.
POLICE DEPARTMENT On Wednesday, January 31, the Police Department held its Swear-In & Promotions Ceremony in Council Chambers. The department welcomed four new Police Officers: Andrew Dunn, Chasity Harvey, Cody Lang, and Ben Wollett. In addition, Officer Michael “Jed” Ganatos was promoted to the rank of Corporal. Members of the Celina Police Department took time out of its schedule to give back to our community as they volunteered at the Grace Bridge Food Bank. On Saturday, February 10, the Police Department will be hosting its first Coffee with a Cop event in Cambridge Crossing Amenity Center (2225 Huddleston Dr.) beginning at 9:00 AM.
