CITY UPDATES CITY STATEMENT ON CONCRETE BATCH PLANT The City of Celina understands the concerns expressed by some of our residents regarding the potential concrete batch plant site for the construction of the upcoming expansion of the Dallas North Tollway and appreciates the opportunity to work with our county leaders and the private contractor to find a resolution in the matter. The City was informed by the private contractor today that they have withdrawn their application for a permit to construct a concrete batch plant near the Dallas North Tollway and the Collin County Outer Loop. City officials are currently working with the contractor to identify a viable option that allows the contractor the necessary resources for the construction and expansion of the Dallas North Tollway that sits as far away as possible from any of our developed communities. To answer questions from the community about the upcoming expansion of the Dallas North Tollway and the associated construction activity, the City will be hosting a town hall meeting on Tuesday, February 6th at 6 PM. The meeting will be located at Two29 on The Square, 229 W Pecan St. City officials will be present to provide information about the expansion project, as well as answer questions. We encourage any interested members of the community to attend.

CELINA IN THE NEWS NBC 5 featured a compelling story on the burgeoning growth in Celina on Thursday, February 1, and showcased the City’s remarkable surge in housing permits. The feature story highlighted that Celina’s appeal and the increasing demand for residential properties in our city. CONSTRUCTION UPDATE: DOWNTOWN INNER LOOP The Downtown Inner Loop project is working toward completion. Staff has been working with Oncor to bury the power lines along the inner loop for the last four years. Staff finalized easement acquisition in January 2024 and received final approval from Oncor management to proceed to construction. Oncor is absorbing most of the cost of this improvement within their standard maintenance program due to the age of the existing infrastructure.

The City is obligated to pay for the cost to transfer the power from overhead lines to underground lines. A discretionary service agreement (DSA) will be presented to council in February 2024 to authorize the expenditure of $260,000 to pay for this expense. Crews started installing landscaping this week. In addition, the contractor is waiting for the final delivery of the “Celina Red” pavers which are necessary for the completion of Beech Street between Colorado and S Ohio. “Celina Red” is a custom paver that is being utilized to match the existing pavers as close as possible which causes a delay in the delivery. We expect this delivery to take approximately two weeks and then the roadway pavers on Beech Street will be complete. The sidewalk and ADA area in front of Council Chambers will be poured early next week pending weather. Staff will be opening Colorado from Walnut (FM 455) to Beech Street and Pecan Street from Arizona to N Ohio Drive once that concrete pour is complete. The roadways will still need to be closed periodically once the overhead to underground power line project begins, but the traveling public should experience less delay.

DEPARTMENT UPDATES BUILDING The Building Services Department inspected two establishments that have opened under TCOs (Temporary Certificate of Occupancy) - Lonestar Vision and The Kolache Shoppe.
ENGINEERING County Road 83 from Vest Lane to Coit Road is temporarily closed to thru traffic for the reconstruction of the road to a concrete curb and gutter street. The closure is expected to last approximately 90 days, which started Monday January 29. Work on the installation of concrete headwalls on a storm 3

drain pipe under Parvin Road between Frontier Parkway and Legacy Road on the Parvin Asphalt Project began Monday January 29.
GIS The GIS Department recently completed population and boundary updates and sent the data to the North Central Texas Council of Governments, Census Boundary and Annexation Survey, and Texas Demographic Center. North Central Texas Council of Governments received updated population numbers for our City. The Census Boundary and Annexation Survey received updated boundary changes, and the Texas Demographic Center received the updated permit numbers.
PARKS & RECREATION Parks & Recreation is building up its new recreation programs. This week, the department started with three new classes at five different times and will have four new classes (with seven classes total) in the next few months. Drumba with Lucy DRUMBA is an exercise format that combines regular or weighted Drumba Stix with combinations of dance steps and exercise moves to create a fast-paced, intense cardio workout for upper and lower body. It can be done standing or seated and is a fun cardiovascular workout for all ages and abilities. Tuesday evenings, January 30 - February 27, 6:00 - 7:00 PM, $20 HIIT with Brittany HIIT is a full body workout that uses short bursts of cardio and various strength exercises to tone your entire body. Designed for all fitness levels, this high energy class burns calories, builds muscle, and brings the fun with energetic music. Friday evenings, February 2 - March 1, 6:00 - 7:00 PM, $20 Tuesday mornings, January 30 - February 27, 5:30 - 6:30 AM, $20 Zumba with Brittany Zumba is a cardio-based class that combines Latin and international music with simple, repetitive dance moves to create a dynamic calorie-burning workout for people of all fitness levels and age groups.
