CITY UPDATES HUMAN RESOURCES STAFF UPDATE It is with mixed emotions that we announce the resignation of Director of Human Resources Kristina Peters. After several years of dedicated service to the City, Kristina has decided to pursue new opportunities, and while we are sad to see her go, we express our deepest gratitude for her invaluable contributions during her tenure. We extend our heartfelt thanks to Kristina and wish her the very best in her future endeavors.
CelinaCOM RECAP CelinaCOM 2024 is in the books. We are surrounded by other exciting and growing municipalities, and our employees have chosen to serve here. With that, we chose “If You Could Serve Anywhere” as the theme for CelinaCOM 2024. This theme was inspired from our keynote speaker Melody Warnick’s book, If You Could Live Anywhere: The Surprising Power of Place in a Work-from-Anywhere World. We took feedback from our annual 2023 State of the City and updated it to make it more employeefocused. First, the name change from State of the City to CelinaCOM (Celina Connected Organization Meeting). These communication meetings are newly designed to engage and inform all of us about what is going on in the City with the goal to create a connected organization. This was also the first chance to welcome new City Manager, Robert Ranc, followed by a “get to know you” segment for us to learn about him and his goals for the City. We also had Lola Isom, Human Resources Manager, come up for a fun icebreaker to get employees to interact with each other. This was a huge hit and allowed employees from different departments interacting and mingling. Throughout the meeting, City updates were also provided from Karla Stovall, Kim Brawner, and Dusty McAfee. Closing out the meetings Melody Warnick, our keynote speaker gave 1

a great talk about how cities are creating a sense of place for their communities and related the chat to our employees and their role in making a Celina an incredible place to live, work and play.
SGR SERVANT LEADERSHIP CONFERENCE On January 25 - 26, Celina’s Executive Staff attended the Strategic Government Resources Servant Leadership Conference. The annual event brings together thought leaders, experts, and practitioners to share insights and best practices on servant leadership. One of our own, Lola Isom, Human Resources Manager, was a featured speaker, ahd her session discussed how leaders need to be proactive in welcoming diversity of thought, fostering collaboration, and encouraging team-based problem solving. Success depends on creating a welcoming environment where employees feel safe to speak up, challenge, make suggestions, and admit mistakes.
STATE OF THE CITY LUNCHEON On Tuesday, January 23, the Greater Celina Chamber held their annual State of the City Luncheon at the Bobcat Athletic Facility. During the luncheon, updated were provided from Mayor Tubbs, Clint Bissett, Dr. Tom and Melissa Cromwell. The Chamber has released its 2024 Prospectus publication. The City of Celina also released the Annual Report for the Luncheon and will be provided during the February City Council Meeting.
NEW EMPLOYEE ORIENTATION The City held its New Employee Orientation on Thursday, January 18. These 22 employees spent the day learning about our Core Values, exploring each department, fostering relationships with fellow coworkers, and being educated to all things Celina. Take a look at some of the memories that were created at our New Employee Orientation.

Employee survey summary City of Celina November 2023
This report contains a high-level summary of the results from the November 2023 employee survey conducted at City of Celina. 288 employees were invited and 180 responded (62.5%).
What three words best describe City of Celina This graphic captures how City of Celina employees view our culture. The larger the word, the more our culture stands out from other companies like us in that way. Green words represent the engaging aspects of our culture. Red words represent the disengaging aspects of our culture.
The big picture This is an overview of how City of Celina scored compared to similar local governments that we have surveyed recently. City of Celina's overall score decreased from last survey. Note that this chart does not show a comparison to average for our sector. Instead, it shows a comparison to the companies with top cultures and those aspiring to be among the top cultures. We aspire to be among the top local governments cultures and so we use Energage, the survey vendor who knows these companies the best.
Survey statements While there are a wide range of responses, and this may not reflect your response or even your team or Department’s response, when everyone is averaged together, this is how we responded. Circles in green represent scores above the 60th percentile and circles in red represent scores below the 40th percentile. Arrows represent the amount of change since the prior survey, with longer arrows representing bigger change. Scores with this sub-symbol are "polarized," meaning that the underlying responses contain a lot more disagreement than expected.
Comment analysis This cloud summarizes themes from the survey comments that came up more often in our comments than would be expected based on the comments of similar local governments.

Understanding your “time and money” value proposition Find out how employees perceive the “time and money” aspects of the employer value proposition.
The City of Celina “time and money” value proposition This page shows overall employee perceptions of the big four “time and money” aspects of a job that candidates can ask about before accepting an offer: pay, benefits, training, and work-life flexibility. Note that the goal is not to get all good scores on this chart. That typically indicates that you’re spending more money than you need to or that you’re compensating for a poor culture or employer brand. Ideally, you’ll be better at some aspects and worse at others, and you’re hiring employees that value what you’re better at and can get by with what you’re worse at. And, the better your culture, the lower you can score on all of them.
Setting accurate expectations Find out where new hire expectations are and aren’t being met as well as what the expectations are.

7.
The fact that working for a city is in some ways a political position. No matter your position, the dictates of the job are in some way or another directly effected by the political whims of the populous and the leadership. - an employee The lack of transparency from management, lack of trust, and that leadership is performative and fueled by personal agendas. - an employee Pay is low with massive inflation- people get moved into better positions for not performing. Having to live within a certain distance but unable to afford to live nearby unless live with parents/family or your car. Some favoritism towards other departments vs public works. Executive team members are out of touch. - an employee Decline. - an employee
8.
I value efficiency and efficacy, neither of which are present at Celina. It is a frustrating place to work, and the people in charge are extremely resistant to changing that. Work that should take a few days takes several months because at every step of the process, work has to get approved and edited by too many people, based on their subjective opinions rather than objective critique based in experience or expertise. - an employee
9.
1. The workplace is performative and fueled by personal vendettas. This can create a toxic and stressful environment where employees are constantly looking over their shoulder and worrying if they will get fired because leadership feels challenged by the individual. 2.Issues brought to leadership are often turned back on the employee in a gaslighting way. This can make employees feel unheard and unsupported, and it can discourage them from speaking up about problems in the future. 3.There is a lack of clear goals and objectives. This can make it difficult for employees to know what they are supposed to be doing and to feel a sense of purpose in their work. 4.The organization is not effective at addressing problems. This can lead to a feeling of frustration and helplessness among employees. 5.There is a lack of trust, communication, and collaboration among employees and leadership. This can make it difficult to work together effectively and to achieve common goals. Overall, the City of Celina appears to be a dysfunctional workplace where employees are not valued or respected. For these reasons, I would hesitate to recommend working there. - an employee
